<strong>The</strong> <strong>World</strong> <strong>in</strong> <strong>2030</strong> 55<br />

future. This is not my standpo<strong>in</strong>t and while many analysts<br />

study technologies <strong>in</strong> isolation, I believe that it is important<br />

to see them <strong>in</strong> their social and human contexts. Technology<br />

is no panacea, as we shall see <strong>in</strong> the later sections of this<br />

report that deal with ‘Climate Change and the Environment’<br />

and ‘<strong>The</strong> Future of Energy’.<br />

However, I have been certa<strong>in</strong> for some decades that <strong>in</strong><br />

creat<strong>in</strong>g <strong>in</strong>telligent mach<strong>in</strong>es the human race is <strong>in</strong> the early<br />

stages of creat<strong>in</strong>g a successor to or companion species for<br />

human be<strong>in</strong>gs. Many other commentators have reached the<br />

same conclusion. Writ<strong>in</strong>g <strong>in</strong> the New Scientist magaz<strong>in</strong>e<br />

Dr James Hughes, 104 Executive Director of <strong>The</strong> Institute<br />

for Ethics and Emerg<strong>in</strong>g Technologies 105 <strong>in</strong> Connecticut,<br />

observed:<br />

It seems plausible that with technology we can, <strong>in</strong><br />

the fairly near future, create (or become) creatures<br />

who surpass humans <strong>in</strong> every <strong>in</strong>tellectual and creative<br />

dimension. Events beyond this event—call it the<br />

Technological S<strong>in</strong>gularity—are as unimag<strong>in</strong>able to us<br />

as opera is to a flatworm.<br />

<strong>The</strong> preced<strong>in</strong>g sentence, almost by def<strong>in</strong>ition, makes<br />

long-term th<strong>in</strong>k<strong>in</strong>g an impractical th<strong>in</strong>g <strong>in</strong> a S<strong>in</strong>gularity<br />

future. 106<br />

We are, however, able to project a likely pathway towards<br />

the po<strong>in</strong>t of disjuncture <strong>in</strong> human evolution that is be<strong>in</strong>g<br />

called ‘<strong>The</strong> S<strong>in</strong>gularity’, even though along the way the ever<br />

<strong>in</strong>creas<strong>in</strong>g rate of technological development will produce<br />

wrench<strong>in</strong>g and cont<strong>in</strong>uous change <strong>in</strong> all of our lives.
