This situation will change as energy prices rise (assum<strong>in</strong>g no<br />

‘wild card’ new technology emerges which can produce very<br />

cheap energy), as legislators get tougher about protect<strong>in</strong>g<br />

the environment and as consumers become much better<br />

educated about the costs that their existence places on the<br />

world’s environment.<br />

Germany, the Scand<strong>in</strong>avian countries, Austria and<br />

Belgium have long been lead<strong>in</strong>g the way on recycl<strong>in</strong>g as<br />

a whole and on plastics recycl<strong>in</strong>g and energy recovery <strong>in</strong><br />

particular. A comb<strong>in</strong>ation of strict legislation and public<br />

education has pushed recovery rates <strong>in</strong> these countries over<br />

80 per cent. On the other hand, citizens of countries such<br />

as Greece and the United K<strong>in</strong>gdom have been behav<strong>in</strong>g as<br />

irresponsible profligate consumers, historically recycl<strong>in</strong>g less<br />

than 10 per cent of their potentially recyclable waste. This is<br />

chang<strong>in</strong>g rapidly, however.<br />

In March 2007 the International Herald Tribune published<br />

a report on recycl<strong>in</strong>g activity around Europe and, although<br />

not an exhaustive survey, the trends are encourag<strong>in</strong>g. In<br />

Paris, plastic not suitable for economic recycl<strong>in</strong>g is burned<br />

to produce heat for apartment build<strong>in</strong>gs and plastic suitable<br />

for recycl<strong>in</strong>g is processed locally. 301<br />

In London, there is a hearten<strong>in</strong>g trend towards <strong>in</strong>creas<strong>in</strong>g<br />

the amount of recycl<strong>in</strong>g (which was at a very low level) 302<br />

while <strong>in</strong> Sweden, recycl<strong>in</strong>g is mandatory and is paid for by<br />

<strong>in</strong>dustry and the consumer. 303<br />

Italy has also legislated to enforce recycl<strong>in</strong>g and <strong>in</strong><br />

Milan many plastics are recycled to make parts for the local
