148 <strong>The</strong> <strong>World</strong> <strong>in</strong> <strong>2030</strong><br />

<strong>The</strong> Government’s bluepr<strong>in</strong>t for tackl<strong>in</strong>g climate<br />

change is published today (13 March 2007).<br />

<strong>The</strong> draft Climate Change Bill, the first of its k<strong>in</strong>d<br />

<strong>in</strong> any country, and accompany<strong>in</strong>g strategy, set out a<br />

framework for mov<strong>in</strong>g the UK to a low-carbon economy.<br />

It demonstrates the UK’s leadership as progress<br />

cont<strong>in</strong>ues towards establish<strong>in</strong>g a post-Kyoto global<br />

emissions agreement. 290<br />

<strong>The</strong> Tyndall Centre produced a thoughtful response not<br />

long after the draft bill was published. <strong>The</strong> analysts work<strong>in</strong>g<br />

at the Centre criticised the bill for not cover<strong>in</strong>g aviation or<br />

shipp<strong>in</strong>g and warned that <strong>in</strong>stead of reduc<strong>in</strong>g the likelihood<br />

of us suffer<strong>in</strong>g the worst effects of climate change, the<br />

mistaken logic beh<strong>in</strong>d the proposals <strong>in</strong> the bill would<br />

actually cause global warm<strong>in</strong>g to <strong>in</strong>crease considerably more<br />

than the target set by the IPCC.<br />

Two months after the bill’s publication, Mike Childs,<br />

Head of Campaigns for Friends of the Earth (and a consult<strong>in</strong>g<br />

referee on this section of this report) referred to the criticism<br />

made of the bill by three parliamentary committees when<br />

he said:<br />

‘<strong>The</strong> Climate Change Bill must be strengthened.<br />

This is the clear conclusion from this jo<strong>in</strong>t report by<br />

members of the House of Commons and House of<br />

Lords. Gordon Brown now has a golden opportunity<br />

to demonstrate his green credentials. <strong>The</strong> Government<br />

must listen; it must <strong>in</strong>clude <strong>in</strong>ternational aviation<br />

<strong>in</strong> the emissions reductions targets and it must set
