ACCREDITATION AND CERTIFICATION<br />

In order to achieve compliance to the Australian and International Standards for<br />

Inspection and Testing (ISO17020, ISO17025 and DNV 2.7.1), <strong>Bullivants</strong> must undergo<br />

a strict external review process conducted by NATA and DNV. The compliance varies<br />

due to the ‘scope’ of accreditation sought. For <strong>Bullivants</strong> sites where inspection,<br />

mechanical or Non Destructive testing (NDT) is conducted, each site is evaluated<br />

against the International Standards ISO17020 & ISO17025 and other specific<br />

Australian Standards.<br />

WHY YOU NEED TO INSPECT AND TEST<br />

Employers have a statutory obligation to provide a safe workplace, maintain plant<br />

and equipment including maintenance records (i.e. lifting gear registers) and provide<br />

adequate training / supervision. Penalties may apply under the National Occupational<br />

Safety Act and relevant state Work Cover authorities or Mining Department rules if<br />

these obligations aren’t met. <strong>Bullivants</strong> can help our customers meet these obligations<br />

by providing NATA accredited lifting & safety equipment inspection and testing services<br />

across Australia and offshore.<br />

OUR INSPECTION AND TESTING TEAM<br />

Our Technical Service Representatives (TSR’s) are the ‘front line’ employees seen on<br />

customer’s sites carrying out inspection and testing work.<br />

<strong>Bullivants</strong> runs an industry first in house TSR academy, meaning that all TSR’s have<br />

completed an intensive 6 week (220 hours) training course and/or gained the equivalent<br />

necessary certification before carrying out work on our customer’s sites.<br />

Each TSR is issued upon successful completion with an accreditation card. <strong>Bullivants</strong><br />

TSR’s must carry this at all times. It gives visibility to the customer as to what level<br />

of qualification has been achieved. There are 4 levels which cover everything from<br />

basic NATA (ISO 17020) inspections through to specialist applications such as non<br />

destructive testing (NDT), magnetic particle inspection (MPI) and working at heights<br />

installation, inspection and recertification. This card is renewed regularly post successful<br />

completion of an internal TSR technical audit, therefore you can be sure our TSR’s skills<br />

are maintained.<br />

THE INSPECTION PROCESS<br />

(VISUAL & CERTIFIED VISUAL INSPECTION)<br />

At each Inspection interval <strong>Bullivants</strong> will, complete a site service agreement in<br />

conjunction with your company representative to agree on the scope of work to be<br />

completed. A site job step analysis (JSA) form must also be completed before our TSR’s<br />

can commence work.<br />

All items inspected are colour coded with an agreed colour inspection tag for a<br />

nominated period. At the end of this period the colour code will be replaced with<br />

an alternative colour. Items that are tagged out of service or repair are listed and<br />

agreed with the customer as to how they will be managed. New, replacement or<br />

repaired equipment is supplied with the current colour code tag and test certificates<br />

are preloaded to <strong>Bullivants</strong> Electronic Asset Management system (BEAM). Colour<br />

code ID signs are provided and positioned in an agreed visible area (where applicable)<br />

on the customer’s site and are updated during each inspection.<br />

<strong>Bullivants</strong> provides on the completion of each inspection access via BEAM<br />

to a comprehensive register listing all your assets both electronically<br />

MOBILE TESTING FACILITIES<br />

As Australia’s largest Lifting, Rigging and Safety company, <strong>Bullivants</strong> for many years has<br />

been providing a comprehensive “on or off” site inspection, testing and repair service<br />

to the Australian market. Amendments to Australian Standards (AS 3775.1 & 2 - 2004<br />

Grade T Chain Slings) now specify that it is mandatory for any chain sling that has been<br />

‘repaired’ to be proof tested. <strong>Bullivants</strong> have once again responded to market needs and<br />

developed new mobile testing equipment that can not only test chain, webbing and wire<br />

rope slings onsite, but also hoisting equipment, such as chain-blocks and lever blocks to<br />

AS 1418.<br />

These new units are known as MTF’s (Mobile Testing Facilities) which are unique in<br />

the Australian market as they provide horizontal testing capacity up to 30 tonnes and<br />

vertical testing capacity up to 10 tonnes, allowing for testing of the vast majority of<br />

lifting equipment across Australia.<br />

NON DESTRUCTIVE TESTING<br />

What is NDT?<br />

Non destructive testing (NDT) is the measured loss of metallic cross-sectional<br />

area (LMA), combined with the extent and nature of the pattern of the local fault (LF)<br />

channel trace determined by a dual-function steel wire rope testing instrument called a<br />

Rotescograph. This is used to assist with the determination of when a rope has reached<br />

the end of its safe working life and should be removed. The measured LMA, combined<br />

with the extent and nature of the pattern of the LF channel trace, can also be used to<br />

estimate the loss of breaking strength (LBS) of a rope. The LBS is one of the factors<br />

that can be used to determine when a rope should be replaced.<br />

as part of pro-active maintenance programs covering the mining industry, aerial<br />

enormous. With timely and accurate non destructive testing and reporting<br />

MPI Crack Testing<br />

Magnetic particle inspection (MPI) also sometimes called magnetic test (MT) is a non<br />

destructive test method for the detection of surface and sub-surface discontinuities in<br />

ferrous materials. Magnetic particle inspection (MPI) is the economical and comparative<br />

faster non destructive test method used widely in mining, aerospace, locomotive,<br />

very sensitive test method. It can detect tight in service fatigue cracks in rotating parts<br />

or creep cracks on steam piping. Magnetic particle inspection cannot be used for nonferrous<br />

materials and non-magnetic ferrous materials such as austenitic stainless steels.<br />

How It Works<br />

The test method involves application of a magnetic field externally or applying<br />

electric current through the material which in turn produces a magnetic flux in the<br />

material. Simultaneously, visible ferrous particles are sprinkled or sprayed on the test<br />

surface. The presence of a surface or near surface discontinuity in the material causes<br />

distortion in the magnetic flux which in turn causes leakage of the magnetic fields at the<br />

point of origin. The magnetic particles are attracted by the surface field in the area of<br />

the discontinuity and adhere to the edges revealing the shape of the discontinuity.<br />

Eddy Current<br />

This method is widely used to detect surface flaws, sort materials, measure thin walls<br />

from one surface only, measure thin coatings and in some applications measure case<br />

depth. This method is applicable to electrically conductive materials only.<br />

How It Works<br />

• Eddy currents are produced in the product by bringing it close to an alternating<br />

current carrying coil.<br />

• The alternating magnetic field of the coil is modified by the magnetic fields of the<br />

eddy currents. This modification, which depends on the condition of the part nearest<br />

to the coil, is then shown as a meter reading or cathode ray tube presentation.<br />

5. Training<br />

As a part of <strong>Bullivants</strong> working at heights and safety solutions we offer<br />

non accredited training on the safe use of our systems. This is basic training<br />

on the safe care, use and maintenance of the system installed. Through various<br />

affiliations with registered training RTO’s, we are able to facilitate accredited<br />

training on all aspects of working at heights and recovery.<br />

6. Inspection<br />

Equipment used for fall protection is required to be inspected on a regular<br />

scheduled periodic basis. This inspection and testing must be carried out by a<br />

recognised competent person. Please refer to AS/NZS 1891.4:2009 (Section 9.<br />

Table 9.1) for further details.<br />

<strong>Bullivants</strong> provides an inspection and testing service to ensure your system is<br />

in accordance with manufacturer’s specifications and Australian Standards. This<br />

information is entered into the <strong>Bullivants</strong> Electronic Asset Management (BEAM)<br />

system and can be accessed by our clients via a secure web portal.<br />

Height safety systems are generally required to be inspected / tested annually<br />

with recertification required 10 years after the installation date.<br />
