ACCREDITATION AND CERTIFICATION
In order to achieve compliance to the Australian and International Standards for
Inspection and Testing (ISO17020, ISO17025 and DNV 2.7.1), Bullivants must undergo
a strict external review process conducted by NATA and DNV. The compliance varies
due to the ‘scope’ of accreditation sought. For Bullivants sites where inspection,
mechanical or Non Destructive testing (NDT) is conducted, each site is evaluated
against the International Standards ISO17020 & ISO17025 and other specific
Australian Standards.

WHY YOU NEED TO INSPECT AND TEST
Employers have a statutory obligation to provide a safe workplace, maintain plant
and equipment including maintenance records (i.e. lifting gear registers) and provide
adequate training / supervision. Penalties may apply under the National Occupational
Safety Act and relevant state Work Cover authorities or Mining Department rules if
these obligations aren’t met. Bullivants can help our customers meet these obligations
by providing NATA accredited lifting & safety equipment inspection and testing services
across Australia and offshore.
OUR INSPECTION AND TESTING TEAM
Our Technical Service Representatives (TSR’s) are the ‘front line’ employees seen on
customer’s sites carrying out inspection and testing work.
Bullivants runs an industry first in house TSR academy, meaning that all TSR’s have
completed an intensive 6 week (220 hours) training course and/or gained the equivalent
necessary certification before carrying out work on our customer’s sites.
Each TSR is issued upon successful completion with an accreditation card. Bullivants
TSR’s must carry this at all times. It gives visibility to the customer as to what level
of qualification has been achieved. There are 4 levels which cover everything from
basic NATA (ISO 17020) inspections through to specialist applications such as non
destructive testing (NDT), magnetic particle inspection (MPI) and working at heights
installation, inspection and recertification. This card is renewed regularly post successful
completion of an internal TSR technical audit, therefore you can be sure our TSR’s skills
are maintained.

THE INSPECTION PROCESS
(VISUAL & CERTIFIED VISUAL INSPECTION)
At each Inspection interval Bullivants will, complete a site service agreement in
conjunction with your company representative to agree on the scope of work to be
completed. A site job step analysis (JSA) form must also be completed before our TSR’s
can commence work.
All items inspected are colour coded with an agreed colour inspection tag for a
nominated period. At the end of this period the colour code will be replaced with
an alternative colour. Items that are tagged out of service or repair are listed and
agreed with the customer as to how they will be managed. New, replacement or
repaired equipment is supplied with the current colour code tag and test certificates
are preloaded to Bullivants Electronic Asset Management system (BEAM). Colour
code ID signs are provided and positioned in an agreed visible area (where applicable)
on the customer’s site and are updated during each inspection.
Bullivants provides on the completion of each inspection access via BEAM
to a comprehensive register listing all your assets both electronically
and in hard copy format including:

MOBILE TESTING FACILITIES
As Australia’s largest Lifting, Rigging and Safety company, Bullivants for many years has
been providing a comprehensive “on or off” site inspection, testing and repair service
to the Australian market. Amendments to Australian Standards (AS 3775.1 & 2 - 2004
Grade T Chain Slings) now specify that it is mandatory for any chain sling that has been
‘repaired’ to be proof tested. Bullivants have once again responded to market needs and
developed new mobile testing equipment that can not only test chain, webbing and wire
rope slings onsite, but also hoisting equipment, such as chain-blocks and lever blocks to
AS 1418.
These new units are known as MTF’s (Mobile Testing Facilities) which are unique in
the Australian market as they provide horizontal testing capacity up to 30 tonnes and
vertical testing capacity up to 10 tonnes, allowing for testing of the vast majority of
lifting equipment across Australia.

NON DESTRUCTIVE TESTING
What is NDT?
Non destructive testing (NDT) is the measured loss of metallic cross-sectional
area (LMA), combined with the extent and nature of the pattern of the local fault (LF)
channel trace determined by a dual-function steel wire rope testing instrument called a
Rotescograph. This is used to assist with the determination of when a rope has reached
the end of its safe working life and should be removed. The measured LMA, combined
with the extent and nature of the pattern of the LF channel trace, can also be used to
estimate the loss of breaking strength (LBS) of a rope. The LBS is one of the factors
that can be used to determine when a rope should be replaced.
Types of Non Destructive Testing (NDT):

in accordance with a number of statutory requirements which call for this service
as part of pro-active maintenance programs covering the mining industry, aerial

MPI Crack Testing
Magnetic particle inspection (MPI) also sometimes called magnetic test (MT) is a non
destructive test method for the detection of surface and sub-surface discontinuities in
ferrous materials. Magnetic particle inspection (MPI) is the economical and comparative
faster non destructive test method used widely in mining, aerospace, locomotive,
automotive, power generation, nuclear, petrochemical and oil & gas markets. MPI is a
very sensitive test method. It can detect tight in service fatigue cracks in rotating parts
or creep cracks on steam piping. Magnetic particle inspection cannot be used for nonferrous
materials and non-magnetic ferrous materials such as austenitic stainless steels.
How It Works
The test method involves application of a magnetic field externally or applying
electric current through the material which in turn produces a magnetic flux in the
material. Simultaneously, visible ferrous particles are sprinkled or sprayed on the test
surface. The presence of a surface or near surface discontinuity in the material causes
distortion in the magnetic flux which in turn causes leakage of the magnetic fields at the
point of origin. The magnetic particles are attracted by the surface field in the area of
the discontinuity and adhere to the edges revealing the shape of the discontinuity.
Eddy Current
This method is widely used to detect surface flaws, sort materials, measure thin walls
from one surface only, measure thin coatings and in some applications measure case
depth. This method is applicable to electrically conductive materials only.
How It Works
• Eddy currents are produced in the product by bringing it close to an alternating
current carrying coil.
• The alternating magnetic field of the coil is modified by the magnetic fields of the
eddy currents. This modification, which depends on the condition of the part nearest
to the coil, is then shown as a meter reading or cathode ray tube presentation.

The various individual state regulations specify that the controller(s) of a premise must

5. Training
As a part of Bullivants working at heights and safety solutions we offer
non accredited training on the safe use of our systems. This is basic training
on the safe care, use and maintenance of the system installed. Through various
affiliations with registered training RTO’s, we are able to facilitate accredited
training on all aspects of working at heights and recovery.
6. Inspection
Equipment used for fall protection is required to be inspected on a regular
scheduled periodic basis. This inspection and testing must be carried out by a
recognised competent person. Please refer to AS/NZS 1891.4:2009 (Section 9.
Table 9.1) for further details.
Bullivants provides an inspection and testing service to ensure your system is
in accordance with manufacturer’s specifications and Australian Standards. This
information is entered into the Bullivants Electronic Asset Management (BEAM)
system and can be accessed by our clients via a secure web portal.
Height safety systems are generally required to be inspected / tested annually
with recertification required 10 years after the installation date.

RISK ASSESSMENT
Bullivants recognises both a moral and legislative requirement to foresee potential
hazards and risks involved in work practices undertaken on or offsite. Our risk
management process involves identifying, assessing and controlling risks and the
process of determining the likelihood and consequences of an event occurring and
causing injury, illness or damage to people, plant or property. Therefore before
commencing work a risk assessment and/or job step analysis (JSA) form is
completed.

REVERSE ENGINEERING
Do you have materials handling gear on site which has no identification and you
are unsure if it is safe to use?
All materials handling equipment, under Australian Standards, must have identification
with traceability back to the manufacturer. If you do have non identifiable gear on site
Bullivants’ engineering department can reverse engineer the item to determine what the
item is capable of and certify/test accordingly.

Bullivants are experienced in the identification and direct
replacement of old technology such as wire rope. We offer
alternate wire rope products used in a variety of applications
which can be replaced with HMPE Synthetic Fibre Rope

How does it work?
Previously our Technical Service Representatives would visit your site and create a
hand written document for typing at a later date, now they are equipped with hand held
BEAM PDA units. This means that when we log your gear information on site, it can be
downloaded to the electronic database and the register is available for you to access
via a secure web portal by the end of the day.
