Identifying the best practices in using communitarian assistance<br />
especially represented through Structural and Cohesion Funds is an empirical<br />
approach meant to facilitate the use of benchmarking techniques in adopting<br />
the optimal model of European Structural and Cohesion Funds’ absorption.<br />
This textbook intends to answer a number of questions, such as: What<br />
was done during the pre-accession period through pre-accessing funds? What<br />
was the area where the injection of Phare funds had the highest rates? Which<br />
is the region with the most projects financed by Phare? What is the region with<br />
the highest rate of absorption? Which counties are most experienced in the use<br />
of European funds? What counties are less "involved" in the elaboration<br />
process of projects? What are the lessons offered at community level and what<br />
is the worth model to be followed to insure the success of the Structural and<br />
Cohesion Funds’ absorption?<br />
In this approach, I tried to offer you, on the bases of a very large and<br />
recent documentation, a general picture regarding the development level of the<br />
eight regions, the backing degree of certain development necessities as result of<br />
the communitarian financial assistance use in the pre-accession period as well<br />
as on the future finance requirements.<br />
I dedicate this book to those who have been close by me during the<br />
training period of my PhD.<br />
