EXECUTIVE SUMMARY
Center for Independent Living Serbia conducted a research named „Employment of
PWDs – possibilities and challenges“ within the project „Mainstreaming Inclusiveness
for Disabled Workers and Youth (MIDWAY).“ The aim of the research was to investigate
the legal frame for the employment of persons with disabilities (PWDs) in Serbia and
to analyze the characteristics of unemployed PWDs as a labor force, as well as the
readiness of the employers to engage person with disability to work. In addition,
research aimed to investigate the starting effects made on employment of PWD by
both implementation of the Law on professional rehabilitation and employment of
PWDs and by the activities of MIDWAY project.
Methodologies used in this research were: analyses of basic documents relevant for
the employment of PWDs and quantitative analyses of collected data through the
structured questionnaire. Target group in the quantitative analyses were persons
with disability age 18 to 65, with appropriate gender and disability sensitive structure
and employers from public and private firms.
Questionnaire for the unemployed PWDs contains: (a) qualification, professional
abilities, economic status and skills, (b) how to development and recognize their
abilities and capacities/skills, (c) identification of possible working places and
especially, (d) analyses of situation and factors that affect women with disability
looking for a job.
Questionnaire for the employers contains (a) the needs for labor force in private and
public sector, (b) identification of the capacities and possibilities for employment of
PWDs and (c) identification of the local action plans.
There were 124 unemployed PWDs and 37 employers and organizations covered by
the research. The questionnaires were specifically designed for each of the group and
survey was made in two rounds in time interval of nine months.

Legal frame
State of Serbia adopted several important documents that contain relevant legal and
strategic frame for the support of the employment of PWDs: National Disability
