Final RFP - Maintenance of IT Hardware under various projects of DoIT&C 3. PRE-QUALIFICATION/ ELIGIBILITY CRITERIA 1) A bidder participating in the procurement process shall possess the following minimum prequalification/ eligibility criteria. S. No. Basic Requirement Specific Requirements 1 Legal Entity The bidder should be a Proprietorship firm duly registered either under the Rajasthan Shops & Commercial Establishments Act, 1958 or any other Act of State/ Union, as applicable for dealing in the subject matter of procurement (Note: A self-certified declaration regarding the non-applicability of registration to any Act should be submitted by the bidder) OR A company registered under Indian Companies Act, 1956 OR A partnership firm registered under Indian Partnership Act, 1932. 2 Financial Turn Over from IT/ ITeS 3 Financial: Net Worth Annual Turnover of the bidder from IT/ ITeS during each of the last three financial years, i.e., from 2009-10 to 2011-12 (as per the last published audited balance sheets), should be at least Rs. One Crore. The net worth of the bidder in the last financial year, i.e. 2011-12, should be Positive. Documents Required Copy of valid Registration Certificates Copy of Certificates of incorporation CA certificate with CA‟s Registration Number/ Seal CA Certificate with CA‟s Registration Number/ Seal 4 Technical Capability 5 Tax registration and The bidder must be successfully executing/ has completed similar projects of the following values specified herein: One project of similar nature in the period starting 01-Apr-2010 and ending 31-Mar- 2013, of value not less than the amount equal of Rs. 32 lakhs OR Two project of similar nature in the period starting 01-Apr-2010 and ending 31-Mar- 2013, where the sum of value of these two assignments should be at least Rs. 40 lakhs or higher Similar nature means Supply & Maintenance Or Maintenance/Support in the area of IT Hardware The bidder should have a registered number of i. VAT/ CST where his business is located Page 10 of 77 Annexure-10 per project reference And Work Completion Certificates from the client; OR Work Order + Self Certificate of Completion (Certified by the Statutory Auditor); OR Work Order + Phase Completion Certificate from the client Copies of relevant certificates of registration

The bidder should have cleared his VAT/ CST dues up to December 2012 to the Government. Documents Required VAT/ CST clearance certificate from the Commercial Taxes Officer of the Circle concerned 6 Certifications The bidder must possess, at the time of Copy of Valid bidding, a valid ISO 9001:2008 Certification. Certificate 7 a) Mandatory Bidder should: - f) A Self Certified Letter Undertaking b) not be insolvent, in receivership, bankrupt or being wound up, not have its affairs administered by a court or a judicial officer, not have its business activities suspended and must not be the subject of legal proceedings for any of the foregoing reasons; c) not have, and their directors and officers not have, been convicted of any criminal offence related to their professional conduct or the making of false statements or misrepresentations as to their qualifications to enter into a procurement contract within a period of two years preceding the commencement of the procurement process, or not have been otherwise disqualified pursuant to debarment proceedings; d) not have a conflict of interest in the procurement in question as specified in the bidding document. e) comply with the code of integrity as specified in the bidding document. as per Annexure 4: Self Declaration 2) In addition to the provisions regarding the qualifications of the bidders as set out in (1) above: - a) The procuring entity shall disqualify a bidder as per the provisions under “Clause:Exclusion/ Disqualification of bids in Chapter-5: ITB”; and b) The procuring entity may require a bidder, who was pre-qualified, to demonstrate its qualifications again in accordance with the same criteria used to pre-qualify such bidder. The procuring entity shall disqualify any bidder that fails to demonstrate its qualifications again, if requested to do so. The procuring entity shall promptly notify each bidder requested to demonstrate its qualifications again as to whether or not the bidder has done so to the satisfaction of the procuring entity.
