116 OVERVIEW Le urgenze relative alla città sono identificate in tre principali macroaree da Sergey Sobyanin, sindaco di Mosca: lo sviluppo delle infrastrutture e dei trasporti (Mosca permette ogni giorno il transito di 10 milioni di persone che sono però destinate a duplicare nei prossimi 5 anni), la trasformazione e l’ottimizzazione delle aree industriali e infine lo sviluppo delle zone pubbliche come piazze, parchi, etc. Luoghi, questi ultimi, per la socialità che possano diventare i veri polmoni di Mosca divenendo tessuto connettore di aree urbane divise e allo stesso tempo assolvendo una funzione sociale parificatrice, fornendo ai cittadini di tutte le classi sociali nuovi luoghi da vivere con le proprie famiglie. CAPITALE E PRIMO CENTRO ECONOMICO FINANZIARIO DELLA FEDERAZIONE RUSSA, MOSCA OSPITA 18 MILIONI DI ABITANTI E SI AGGIUDICA IL PRIMO POSTO NELLA CLASSIFICA EUROPEA DI POPOLOSITÀ. UNA CITTÀ VIBRANTE E VELOCE PUR NELLA SUA RIGIDITÀ SOVIETICA, CHE PER STARE AL PASSO CON LA PROPRIA CRESCITA DEMOGRAFICA E DI SUPERFICIE NON SMETTE DI INTERROGARSI E DI CERCARE IL CONFRONTO CON LE ALTRE MEGACITIES MONDIALI. MOSCOW URBAN FORUM NASCE, APPUNTO, COME MOMENTO DI CONFRONTO SULLE POLITICHE DI SVILUPPO URBANO DELLE GRANDI CITTÀ DEL MONDO. IL CONGRESSO, CHE DAL 2011 RIUNISCE A MOSCA PER 3 GIORNI I LEADER DELLE MEGALOPOLI INTERNAZIONALI, È PROMOSSO DAL GOVERNO DI MOSCA, PATROCINATO DA URBAN LAND INSTITUTE (ULI) E CURATO DALLA PRESTIGIOSA SCUOLA STRELKA INSTITUTE FOR MEDIA, ARCHITECTURE AND DESIGN, FONDATA NEL 2009. Come nel caso di Gorky park, oggi simbolo e centro nevralgico della città. Il parco esiste dal 1928 ed è situato nel cuore di Mosca. Dal 2011, grazie a un intervento importante di riqualificazione guidato dagli inglesi della LDA design su masterplan dello studio di architettura Meganom, Gorky Park offre aree sportive, un cinema all’aperto e una molteplicità di servizi per lo svago dei cittadini. Dal 2008 ospita Garage, uno spazio per l’Arte Contemporanea attualmente ubicato in un Padiglione temporaneo progettato da Sigeru Ban ma destinato a trasferirsi presto nella sua sede permanente, sempre all’interno del Parco, progettata da Rem Koolhaas. Come valorizzare il ruolo dei cittadini nelle politiche di pianificazione urbana? Come aumentare il valore degli spazi urbani? Come identificare le aree di sviluppo? Come sfruttare le aree satellite delle città? Come rendere sempre più vivibili le Megalopoli contemporanee? Ecco alcuni degli interrogativi che durante questa e le prossime edizioni del Moscow Urban Forum si pongono alla città di Mosca, ma che fungono da linee guida per una corretta analisi della situazione di tutti gli agglomerati urbani, indistintamente.
