SOLID FOUNDATIONS FOR DEVELOPMENT The most recent estimates of the Central Statistical Office (CSO) reveal that the central sub-region of the Metropolitan Area comes fifth country wide in terms of the size of GDP per capita (PLN 40 491 in 2006). This high position among other Polish metropolitan areas is primarily due to the growing share of the knowledge-based lines of economy, generating products and services of high added value. The position also proves the high degree of professional activity and enterprise among the inhabitants, and the growing significance of foreign investors who locate their advanced service centres in the metropolis. The investor inflow process intensified substantially in the years 2007-2008, which will certainly be reflected in the GDP per capita level in the coming years. The structure of the generated gross added value implies that the structural processes taking place in the Gdańsk Metropolitan Area in the times of economic transformation follow the world trends. In terms of the sector composition, the economy is dominated by services which by far exceed industrial production and building. Agriculture, hunting, forestry and fishery are merely of symbolic significance. The high gross domestic product and gross added value translate to the sizes of the local budgets in the Metropolitan Area, as the funds at disposal of the local authorities have one of their prime sources in the governments’ share in the personal income tax (PIT) and corporate income tax (CIT). Moreover, the share of the revenue from those sources in the overall income generated by the local governments is steadily on the rise. The higher the income, the more flexible the implemented social and economic policy can be. Most importantly, though, higher income translates to higher funds available for investments of key importance for improving the quality of life and the functioning of the economy. This applies especially to the size of contributions from the local authorities into the projects co-financed from the EU funds available primarily under the regional operational programmes and the programmes devoted to modernisation and activation of rural areas and the fishery. - 10 - Graph 1. 2006 GDP per capita by sub-regions (in PLN).
