Gdańsk Metropolitan Area – A Gem of the North
The exceptional attractiveness of the Gdańsk Metropolitan Area, though stemming from
its convenient location at an intersection of important transport routes, is however the
ultimate function of many other features, e.g. the well educated local labour market, the
robust centres of academic life, science and research, the long list of tourist and cultural
attractions, the unique natural environment, and the excellently organised business infrastructure.
These factors pertain not only to continuity in the economic development
of the metropolis, but most of all to the growing number of new investments.
The Gdańsk Metropolitan Area comprises cities, towns, and communes of eight poviats,
including three poviat cities forming the heart of the metropolis: Gdańsk, Gdynia,
and Sopot. The degree of integration is highest between the cities and communes
working hand in hand as members of the Metropolitan Council of the Bay of Gdańsk
The Gdańsk Metropolitan Area is the quickest developing sub-region of Northern Poland.
- 9 -
and the Metropolitan Transport Union of the Bay of Gdańsk. The two institutions are in
charge of integration of the transport, investments in the utilities, and many other projects
which, once completed, will substantially improve the local living standards and
add to the advantages of the area from the point of view of the visitors and investors.
Cooperation between the cities and communes of the Gdańsk Metropolitan Area pertains
to their swift social and economic development and enhances the quality of the residents’
living conditions. The effects are largely due to the skilful economic policy which,
alongside the industries traditional for the region, is geared towards the development
of modern branches of economy and tourism, focusing particularly on implementation
of the sustained development principle.
SOLID FOUNDATIONS FOR DEVELOPMENT
The most recent estimates of the Central Statistical Office (CSO) reveal that the central
sub-region of the Metropolitan Area comes fifth country wide in terms of the size of GDP
per capita (PLN 40 491 in 2006). This high position among other Polish metropolitan
areas is primarily due to the growing share of the knowledge-based lines of economy,
generating products and services of high added value. The position also proves the high
degree of professional activity and enterprise among the inhabitants, and the growing
significance of foreign investors who locate their advanced service centres in the metropolis.
The investor inflow process intensified substantially in the years 2007-2008, which
will certainly be reflected in the GDP per capita level in the coming years.
The structure of the generated gross added value implies that the structural processes
taking place in the Gdańsk Metropolitan Area in the times of economic transformation
follow the world trends. In terms of the sector composition, the economy is dominated
by services which by far exceed industrial production and building. Agriculture, hunting,
forestry and fishery are merely of symbolic significance.
The high gross domestic product and gross added value translate to the sizes
of the local budgets in the Metropolitan Area, as the funds at disposal of the local
authorities have one of their prime sources in the governments’ share in the personal
income tax (PIT) and corporate income tax (CIT). Moreover, the share of the revenue
from those sources in the overall income generated by the local governments
is steadily on the rise. The higher the income, the more flexible the implemented
social and economic policy can be. Most importantly, though, higher income translates
to higher funds available for investments of key importance for improving the
quality of life and the functioning of the economy. This applies especially to the
size of contributions from the local authorities into the projects co-financed from
the EU funds available primarily under the regional operational programmes and
the programmes devoted to modernisation and activation of rural areas and the
fishery.
TRANSPORT ACCESSIBILITY
The role of the Gdańsk Metropolitan Area in transport goes beyond its being the main
its component elements including two modern and ice-free seaports of Gdańsk and
Gdynia. Both ports are linked to the railway system which forms an interchange of three
SEA GATES TO THE WORLD
The seaports of the metropolis have undergone substantial transformation over the
last two decades. They have become modern transport hubs adequately equipped
to handle almost any type of cargo in import, export, and international transit. Huge-scale
investments have changed the structure of the loads handled. The share of traditional
bulk cargo such as coal and coke, sulphur, or crude oil and its derivatives, has gone down
giving way to grain, gases, and chemical products. The volumes handled are on the rise,
REGULAR SHIPPING SERVICES
The network of the sea routes along which shipping services are regularly offered from
the ports of the Gdańsk Metropolis is getting denser by the years. The destinations spread
far beyond the ports of the Baltic Sea or Europe, embracing the whole world. Today,
in service providers, with manufacturers following suit.
the two ice-free seaports of Gdańsk and Gdynia offer convenient shipping services to
numerous ports in 47 countries.
Container shipping and ferry transport are of major importance in international trade.
Poland and the Gdańsk Metropolis have their substantial share in both forms of transport.
Sea carriers and forwarders have long appreciated the modern handling and storage
The continuously growing passenger and cargo traffic, and the perspective of the UEFA
2012 European Football Championships make it necessary to expand the Gdańsk airport,
especially by erection of a new passenger terminal. A modern and functionally
efficient facility, combined with an extended apron will increase the airport’s capacity to
5 million passengers as soon as in 2011.
According to the projections, the passenger traffic will grow to 3.5 million in 2012, and
in 2016 will exceed 5 million. The airport investment will be complemented with comprehensive
modernisation of the main access roads, and the building of a swift metropolitan
train line.
Alongside the expansion of the existing airport, another option is pondered, i.e. the potential
ROAD TRANSPORT – ON THE GOOD COURSE
The Metropolitan Area and the region lie exactly on the convergence of international
trunk transport corridors running from Scandinavia and North-Eastern Europe
to Southern Europe and the Mediterranean Sea in one direction, and from the northern
part of Western Europe to Eastern Europe.
The grid of the existing international and national roads links the region to:
Southern Europe via the Czech Republic and Slovakia (E-75, E-77, and national roads
Nos. 1 and 7), Eastern Europe via Kaliningrad (E-22, national road No. 22), and Western
Europe via Germany (E-28, national road No. 6). The network of regional and local roads
serves transport within the region and metropolitan area. The length of all roads
within the voivodship system adds up to nearly 19 thousand km.
Support from the European Union has contributed substantially to a number of road
projects recently completed in the metropolis. They all facilitate transit and the residents’
errands within the agglomeration. The list of the projects includes, e.g.:
• modernisation of road No. 7, section Gdańsk – Elbląg,
• construction of the last stretch of the Eugeniusz Kwiatkowski Route and Janka
Wiśniewskiego Street, which link the port and industrial estates of Gdynia with the
express road S-6 (national road No. 6),
• construction of the Różowa Road in Gdynia,
• modernisation of Marynarki Polskiej Street to facilitate access to the inner port area
and the ferry terminal,
• modernisation of the road system leading to the new DCT container terminal and
the industrial estates in the eastern part of the Gdańsk port,
• redevelopment of the crossing of Słowackiego, Grunwaldzka, and Kościuszki Streets
in Gdańsk,
• modernisation of national road No. 1, section Pruszcz Gdański-Pszczółki,
• modernisation of road No. 6 between Reda and Wejherowo.
The A1 motorway in construction is of strategic importance for the development of
the Metropolitan Area. Linking the region to southern Poland and Europe, the road
will offer the shortest route from Scandinavia down south the continent and onwards
towards the East, along the VI European transport corridor. The motorway is already in
operation over an almost 100 km long section from the junction in Różyny, the Commune
of Pruszcz Gdański, to the locality of Nowe Marzy near Grudziądz in the Kuyavian-Pomeranian
Voivodship. The entire length of the motorway, which will continue
across Toruń, via Łódź, Częstochowa, and Katowice, up to the Polish-Czech border,
is to be ready in 2011.
Alongside the A1 motorway, other road investments pursued outside the metropolis
and region are also of fundamental importance. The projects include e.g. the staged
investment in upgrading national road No. 7 to the standard of the express road S-7.
Modernisation of national road No. 22 is included in the plans. The road, once redeveloped,
will be upgraded to the express road standard becoming a section of the thoroughfare
linking the cities on the southern Baltic coast, from Hamburg to Tallin (Via
Hanseatica and Via Baltica). A 50 km long section of the route (S-22), between Elbląg
and the Grzechotki border crossing, was opened to the traffic in 2008. The same project
further includes staged modernisation of national road No. 6 in the voivodships
of Pomerania and Western Pomerania.
RAILWAYS – THE CIRCULATORY SYSTEM OF THE ECONOMY
Four international railway trunk lines cross the voivodship:
• from Gdańsk via Szczecin to the German border,
• from Gdynia via Warsaw and Cracow down to the Czech and Slovak border,
• from Gdynia via Bydgoszcz, Łódź, and Katowice to the western and southern state
borders,
• from Gdynia via Olsztyn to Kaliningrad, or via Białystok to Belarus.
These lines form sections of the pan-European transport corridors, and via secondary
junctions are linked to the main industrial centres in the country.
Pomerania has 1350 km of railway lines in operation. The density of the railway network
is one of the highest in the country. The ratio between the operated lines and the size
of the region is 7.4 (line length per 100 sq. km). The high status of the metropolis and
region on the railway map of Poland stems from e.g. the fact that a large proportion
of the cargo reaching the seaports is delivered by rail.
Many trunk routes of strategic significance to the economy are undergoing modernisation
to improve the efficiency and speed up the railway traffic. In effect, however, not
only the travelling speed will increase, but also safety and reliability of the railway infrastructure.
Modernisation of the regional track network, on the other hand, will facilitate access
to the metropolis for people living outside the centre, i.e. improve their opportunities
of taking up jobs in the centre. Scheduled for implementation too, is the project of
expanding the metropolitan railway system. Based on the existing track lines of the swift
commuter trains, extended to include newly laid lines, the metropolitan railway will cover
the western districts of Gdańsk and Gdynia, including the Gdańsk airport and – ultimately
– the airport in Babie Doły. The metropolitan railway will be a far quicker means
of transport than a private car or bus.
Map of transit railway lines starting from Gdańsk.
PUBLIC TRANSPORT IN THE METROPOLITAN AREA
The economic potential of a metropolis is, among other factors, a function of well organised
public transport which enables the residents to move smoothly from and to school,
work, and places of leisure. The main organiser of the public transport in the Gdańsk
Metropolis is the Metropolitan Transport Association of the Bay of Gdańsk formed in
2007 (www.mzkzg.org). The purpose of the Association is to integrate the existing bus,
tram, trolley, and swift commuter train (overground equivalent of the subway) systems.
Integration is intended to embrace all sub-systems of the public transport operated
by the municipal, state, and private carriers.
For three years now the association has also been promoting water transport in the summer
season, i.e. the water tram shuttle between the harbours of Gdańsk, Gdynia, Sopot,
and Hel. The local governments of the areas comprising the Gdańsk Metropolitan Area
aim at making the public transport system an attractive alternative to the private car.
The tram network in Gdańsk has recently been substantially extended and modernised
(gaining e.g. the junction in the district of Chełm), just like the trolley network in Gdynia.
The entire Gdańsk Metropolitan Area has invested in environmentally-friendly and reliable
bus stock (e.g. hybrid buses).
To further improve transport in the Area, an intelligent system of monitoring and controlling
the road traffic is planned. Integration of the cycling routes will create another
Metropolis Puts Stake
on Education
- 23 -
HOTBED OF STAFF AND RESEARCH
The Metropolis is home to many public and non-public schools of higher education which,
together with academic and research institutes, form the hotbed for staff resources tapped
by the entire northern Poland.
In terms of the number of graduates, public schools of higher education, especially the
University of Gdańsk, Gdańsk University of Technology, Medical University, and Maritime
University, contribute most to educating future staff in an array of special fields. The recent
15 years have witnessed swift development of privately-owned schools of tertiary education.
Focusing mainly on the humanities, they offer studies in areas high in demand in the
market, related to law, administration, management, finance, and accounting.
The range of profiles of the offered courses, and the enrolment places available to the candidates
are growing year by year. In the academic year of 2005/2006 16.5 thousand graduates
left higher schools. In the subsequent academic year their number rose to 17.4 thousand.
The enrolments for the year 2007/2008 beat the record with more than 90.6 thousand freshmen.
Seeing to their education is the academic staff of 5.2 thousand teachers.
The evolving structure of the educational opportunities will have its impact on the future of
the Metropolitan Area, particularly on its economy. Year after year we are getting more students
who opt for the specialisations sought for in the market, that is engineering and technical
studies, architectural and construction profiles, fields related to information technology
and environment protection. Economics and administration continue to be in high interest.
The growing number of students and the ever new needs with which the economy challenges
the schools require steady development of the academic and research base. Hence the
efforts of both public and non-public schools to expand their educational ‘hardware’. The
effects can be evidenced most clearly on the example of three top universities of the Gdańsk
Metropolitan Area. The Gdańsk University of Technology has acquired modern facilities now
housing the Management and ETI departments. The University of Gdańsk is steadily continuing
its massive project of expanding the university campus. In pursuance of a long-term
investment programme the school has erected a new facility complex for the Faculty of Management
in Sopot, the Main Library, the Faculty of Law and Administration, the facilities
housing the Faculty of Social Sciences (Psychology, Philosophy, Sociology, Journalism, Pedagogy,
and Political Sciences), and the Institute of Geography in Gdańsk.
The Metropolis is the important academic centre.
The existing facilities have been given a thorough revamp and modernisation.
The educational infrastructure of the metropolis has further been enhanced with another
major addition – the new Academic Centre of Invasive Medicine, that is a clinical hospital
which will not only treat patients, but also educate new specialists studying at the Medical
University of Gdańsk. The Academy of Music in Gdańsk, and the Academy of Physical Education
and Sport have also enlarged their bases.
Young and qualified
The strength of the metropolitan labour market is largely due to the highly advantageous
economic structure of the population. Nearly two thirds of the inhabitants (about
780 thousand people) are in their production age. Their knowledge and experience serve
the employers already operating in the Metropolitan Area, and the new investors
The metropolitan labour market offers many opportunities for professional development.
Swift economic development translates to the low level of registered unemployment
in the Metropolitan Area. This is particularly true of the most heavily industrialised centre
and the adjacent poviats, the latter both the source of labour for large employers,
and an ever more attractive location for new investments.
The demand for highly qualified specialists translates to the level of the average salaries
Alongside professional qualifications, employers, especially investors from abroad, pay
much attention to the command of foreign languages among job candidates. Under
the Polish educational system compulsory English is introduced as early as in grade one
of primary school and typically continues until university graduation. Many students
of primary, secondary, and tertiary level schools, as well as university graduates attend
HOUSING AND COMMERCIAL SPACE
The Gdańsk Metropolitan Area is one of the most attractive places to live in Poland.
Proximity of the sea, varied terrain, the Tri-City Landscape Park on the verge of the very
heart of the metropolis, the peace and charm of the Kashubian towns, the magnificent
architecture representing a cross-section of the historic epochs – from Gdańsk with its
Mediaeval origins, through the modernist Gdynia, to the Fin de Siecle Sopot – all these
factors inspire a growing number of ambitious housing projects in the metropolis.
Engaged in the field are private investors, cooperatives, social building societies, and
a score-or-so domestic and foreign developers.
The year 2007 beat the record with more than 8.8 thousand new homes handed over for
use in the Metropolitan Area. Simultaneously, another several score investment projects
were under way on detached family homes (primarily in the suburban and rural neighbourhoods),
multi-family housing, and apartment estates.
Several dozen further projects proposed by domestic and foreign developers are currently
in preparation or at the stage of planning.
The Gdańsk Metropolitan Area continues to abound in land (publicly and privately
owned) available for subsequent investments in housing, commercial office and shopping
space, recreational facilities, etc.
Availability of office space fitted with modern telecommunication infrastructure is a major
factor stimulating development of the economy, particularly the knowledge-based
business. Availability of such space is particularly important in the central part of the metropolis,
i.e. Gdańsk, Gdynia, and Sopot. The offer in the heart of the Metropolitan Area
comprises over 30 sites providing office space classes A and B, all totalling more than
260 thousand sq. m. with the usable floor space of almost 150 thousand sq. m.
Investments in modern office space have intensified substantially over the last two years.
Well advanced are the construction works on two modern office compounds in Gdańsk
and Gdynia, which together will offer the total of over 50 thousand sq. m. A dozen-or-so
other projects of the same type, all adding up to about 200 thousand sq. m., are at the
stage of preparation for implementation.
The metropolis, a major industrial centre and transport node, attracts investors interested
in building commercial facilities designated primarily to storage and production.
Most modern sites of the kind are located in the vicinities of the seaports and along the
main transit roads, especially the S6 express road. The largest logistic operators in the
world have already marked their presence in the Gdańsk Metropolitan Area, with ProLogis
of the natural environment and the multi-cultural heritage of the region – legacy of the
local population and newcomers who settled and stayed here for generations. The tourist
values translate to dynamic development of the tourist infrastructure. The Gdańsk
Metropolitan Area takes pride in its exceptional offer available to both the visitors and
residents.
The number of tourists visiting the metropolis, especially in the summer, is the ultimate
outcome of interplay between more than just the weather conditions, or natural and
historic values. It is also the function of such factors as: availability of accommodation,
the interesting recreational and cultural offer, accessibility of medical and spa services of
the European standard, and the shopping offer. The Swedish and residents of the Kaliningrad
Circuit, for example, find the Gdańsk metropolis an attractive and popular place
to do the shopping. On the other hand, many Norwegians, Germans, and British enjoy the
tourist offer and the varied entertainment, and complement their stay reaching for medical
services, e.g. ophthalmological and dentistry clinics, or specialists in plastic surgery.
Tourist flow in the Metropolis is also generated by ports. Every year over 100 cruisers call
at the ports of Gdańsk and Gdynia with about 100 thousands tourists on board.
Many foreign tourists are the passengers of ferries operating between metropolis
and Swedish ports, come for one day shopping or they are in transit.
- 42 -
Considering the average daily spending of foreign tourists while in Poland, which the
Institute of Tourism in Warsaw estimates to oscillate around USD 92, one can deduce that
the income the metropolis earned on the visitors staying overnight stands at about USD
56.4 million. The ‘one-day’ visitors left another sum, at least comparable to the figure.
The year 2008 marked the opening of e.g. the Sheraton Hotel in Sopot (5*), and the
Hotel Gdańsk in Gdańsk (4*). Further three hotels are in construction in the same city:
the Radisson SAS, Hilton, and Qubus. The projects of the IBB chain hotels, and the Ibis
and Etap tourist-class facilities are in their initial stages of construction. Several other
hotel sites are at the investment planning stage. New investment opportunities arise on
attractively located estates offered by the local governments, and on sites of multi-functional
large-scale centres planned by the developers. Among the latter, let us mention
but e.g. the project envisaging the development of the ex-shipyard estate in Gdańsk, or
the expanse separating the port of Gdynia from the city, or the neighbourhood of the
railway station in Sopot. The overall number of beds in the hotels of the Metropolitan
Area is anticipated to exceed 20 thousand by the year 2012.
METROPOLIS OF SPORT AND RECREATION
Fans of sport and active leisure find the Bay of Gdańsk Metropolitan Area absolutely
in almost any discipline of individual sports and team games.
The infrastructure base serving team games is steadily expanded. A Performance and
Sports Hall for 15 thousand spectators is now in construction on the border between
Gdańsk and Sopot. Gdynia has already launched a Sports Hall taking an audience of
finals, is building a football stadium capable of accommodating 44 thousand spectators.
The two existing club football stadiums in Gdańsk and Gdynia have been thoroughly
modernised in the recent years, several sports halls designated for training and entertainment
purposes and offered for hire to the residents for sports and recreation have
been erected and/or modernised. Similar projects are taken all across the Metropolitan
Area where the existing sports facilities are being revamped or entirely new sports and
recreational sites erected for the inhabitants and tourists.
The Metropolitan Area offers several score sports facilities fit for such sports disciplines
as squash or tennis. Out of the latter, the most widely known are the courts of the Sopot
Tennis Club, host to the ATP Series international competitions. Many courts are also
available in the winter season.
The Metropolis is also known for its decades’ long horse-riding traditions. Owing
Intense effort is taken all across the Metropolitan Area to develop and expand the infrastructure
for all kinds of water sports. Windsurfing and kite surfing clubs have located
their campuses along the beach. The best known are the Sopot Sailing Club and the National
Sailing Centre. The competitors training here have a record of victorious European
and World Championships in sailing and windsurfing.
In the summer, a number of sites right on the beach, and water sports centres offer light
watercraft for hire: kayaks, water bicycles, rowing boats, motorboats, and sailing boats.
Sailing clubs and the newly built marinas take in seafaring sailing and motor yachts,
programme of revitalisation of inland watercourses, stands high on the priority lists
of the local governments who aim at enhancing the attractiveness of the metropolis
boats have been created in the yachting ports and marinas of Gdynia and Gdańsk.
Sopot also intends to join the exclusive group of the world’s sailing ports planning
to build a marina on the shoulder of the world’s longest wooden pier.
The Metropolitan Area has an odd dozen swimming pools to choose from, headed by
the Sopot aqua park complex of pools. Other sites of the kind are planned e.g. in Gdańsk
and Reda. There are three golf courses located in the immediate neighbourhood of the
metropolis: the Sierra Golf Club in Piętkowice near Wejherowo, the Postołowo Golf Club
in Postołowo, and the Tokary Golf Club in Tokary.
The consequently developed sports infrastructure serves as the arena for professional
team contests. The league games held on stadiums and in sports halls gather tens of
thousands of fans every year. The Metropolitan Area takes pride in its two teams playing
in the football Premier League: Lechia Gdańsk and Arka Gdynia. High in the men’s
basketball tables is the Assecco Prokom Sopot team, and their women’s counterpart:
Lotos PKO BP Gdynia. Fans of volleyball gather to watch matches played by the first
and second league men’s teams of Trefl Gdańsk and GTS Gdańsk, and women’s teams
of Energa Gedania II Gdańsk, and EC Wybrzeże TPS Rumia. Handball is also well represented
in the Area in terms of both the players, and match events held. Two women’s
teams: KS Łączpol Gdynia and Dablex AZS AWFiS Gdańsk, and a men’s team of KS AZS-
AWFiS Gdańsk are ranked in the handball prime league. The Metropolis is a strong national
centre of rugby. The top positions in the national tables in the discipline belong to:
Lechia Gdańsk, Arka Gdynia, and Ogniwa Sopot. High level of mastery can also be found
in cinder-track motor racing represented by the club team of GKŻ Wybrzeże, and hockey
with the prime league team of GKS Stoczniowiec Gdańsk.
All in all, fans cheering their clubs on the way to the highest trophies cannot complain
of shortage of exciting sports events. The league teams and their players are sponsored
by large regional companies which in this way turn the idea of corporate social responsibility
HEALTH AND BEAUTY
The health service system of both public and non-public status is well developed in the
Bay of Gdańsk Metropolitan Area. Medical services in the metropolis can be obtained
from over 250 various health care entities and almost 500 apothecaries.
The health care system is based on a network of privately-owned health care centres
providing basic medical services. These are complemented with a network of centres
offering advanced medicine (hospitals), owned mostly by the local governments.
The major institutions providing medical services in the Metropolitan Area include:
• St Adalbert Specialist Hospital in Gdańsk-Zaspa,
• Pomeranian Centre of Infectious Diseases and Tuberculosis in Gdańsk,
EURO 2012
In the year 2012 the Gdańsk Metropolitan Area will host football teams participating in the
European Football Championship, EURO 2012. The matches will be held at the modern football
stadium capable of taking the audience of 44 thousand, currently in construction in the
Letnica district of Gdańsk. While the responsibility for the erection of the stadium rests with
the Gdańsk city authorities, organisation of a sports event of that scale requires engagement
on the part of all local governments of the Metropolitan Area, especially as concerns transport,
accommodation, catering, and public security. These needs call for intensive development
of the existing infrastructure which, once the EURO 2012 games are over, will serve the residents
and the visitors to the metropolis.
The most vital projects required to accompany the erection of the football stadium in connection
with hosting the EURO 2012, include:
• enlargement of the Lech Wałęsa airport,
• redevelopment of the road leading from the airport to the stadium (Słowackiego Street),
• building of the metropolitan railway line to link the airport with Gdańsk and Gdynia,
• construction of the southern ring road, and the Sucharski Route together with the tunnel
• erection of a congress and exhibition centre in the neighbourhood of the new football
stadium,
• building of new accommodation facilities,
• modernisation and expansion of the medical base.
Most of the investment projects accompanying the stadium erection and organisation of the
EURO 2012 are already under way or well advanced in their preparation for implementation.
Nunnery Church in Żukowo
The origins of the shrine go back to mid
14. century. The first unquestionable
mention of the already existing nunnery
church is dated 1462. The church served
the nuns and the Żukowo population
for ages. The most precious element
of its fixtures is the 16. century altar
from Antwerp, now flanking the main
altar on the right. The latter, depicting
St Mary’s Assumption, is dated to the
17. century. Equally interesting are: the
Baroque pulpit, choir balustrade, numerous
Rutki is the name of one of the oldest
and still operated power plants in Pomerania.
It was built in 1910 in the Radunia
River Valley, below the breakthrough
section of the river course. A low
dam holds back the water which forms
a small pond accumulating 4 million
cubic metres of water. An artificial canal
directs the water from the pond to the
power station where it falls down to two
Francis turbines installed 12 metres below.
Their aggregate capacity is 560 kW.
Surviving too, are the nearby dwellings
EFFECTIVE METROPOLIS: THE GLOBAL AND LOCAL PERSPECTIVES
To achieve the tasks ensuring from the local and regional policies, it is necessary to undertake
many ventures whose range stretches beyond the borders of any particular city
or commune. This is particularly true of the infrastructural projects which frequently affect
from several to ten or more towns and communes. Cooperation of that scale is well
exemplified by the operations of the Metropolitan Transport Association of the Bay of
Gdańsk. The purpose of the organisation is to put in place an integrated system of public
transport. The current priority is the introduction of the metropolitan ticket to enable
the holders to use different types of transport in any of an odd dozen cities, towns, and
communes. The objectives adopted by the association further include coordination of
various means of transport (buses, trams, trolleys, swift commuter train), combined with
establishment of a network of modern transport hubs to facilitate interchanges, including
the change from the private car to public transport.
The communal unions provide another metropolitan forum for solving issues connected
with environment protection, water management, and waste utilisation. The ‘Reda
and Chylonka Valleys’ Municipal Commune Union formed by five urban agglomerations
(Gdynia, Sopot, Rumia, Reda, and Wejherowo) and two rural communes (Kosakowo, and
Wejherowo), has for years successfully performed the tasks taken over from the local governments,
relating to the provision of water supply, sewage collection and treatment,
heat supply, waste management, environment protection, and environmental education.
Communal sewage management and treatment is also tackled jointly by the rural communes
of Stegna and Sztutowo via their ‘MIERZEJA’ Municipal Union.
Many countryside communes in the Metropolitan Area are members of the regional Pomeranian
Association of Rural Communes. The aim of this organisation is to support the
local governments in search for the means, tools, and sources of finance for projects
related to environment conservation, education, and fire protection. The association is
involved in implementing projects financed from the EU funds, geared towards improving
the educational system and solving the environmental problems.
Sustained development of maritime economy is another area which the local governments
address hand in hand. The authorities of the coastal communities work towards
exerting a joint impact on various lines of development of that particular economy sector
via the forum of the Union of Sea Towns and Communes. The organisation groups
32 local governments, including about a dozen towns and communes of the metropolis.
So far, the union has presented a common standing of the local authorities in matter
such as the development of sea tourism, amendments to the act on seaports, the issues
of reviving inland roads, or improving accessibility of ports from the land.
The communes of the Metropolis are also engaged in the works of the ‘Pomorskie in the
European Union’ Association. The association aims at assisting local governments in the
process of applying for the EU funds available under various operational programmes.
Raising the level of know-how and transferring good practices and experience into the
local reality are the areas where the local governments of the Metropolitan Area have
been highly active at the international level. Krynica Morska can serve us as a good
example. The town, together with its peers, i.e. the towns of Łeba, Neringa (Lithuania),
- 54 -
Borgholm (Sweden), Morbylanga (Sweden), Hohnstorf (Germany), and Comines (Belgium)
participates in the EU Town Twinning partnership programme.
One of the prime organisations formed to act to the benefit of the coastal regions is the
Union of the Baltic Cities. The local governments of Gdańsk, Sopot, Gdynia, Reda, Pruszcz
Gdański, and Krynica Morska hold membership in the Union.
Another organisation of major importance in which Gdańsk is actively involved, is the
Union of Hanseatic Cities whose origins go back to the Middle Ages. The organisation
focuses on tightening cooperation between the Hanseatic cities in a dozen or so countries
of Europe, mainly in the spheres of cultural, economic, and youth exchange, and
tourism.
The cities, towns, and communes of the Metropolitan Area have built a dense network
of working relationships with their sister local governments abroad. In total figures, cooperation
is maintained with more than 100 local authorities on 3 continents. The relationships
involve mainly cultural, and economic contacts, youth exchange, sport, and
promotion. Members of the local authorities also share their experience and know-how
in management of units of territorial self-government.
The local governments of the Metropolitan Area actively participate in international cooperation between
partner towns and communes.
Non-governmental organisations play a vital role in the workings of the metropolis, since
they are the actual implementers of many lines in the social and economic policies. In
a number of areas, the organisations either substitute, or complement the local authorities
in their operations. The spheres in which the two meet include e.g.:
• social aid,
• counteracting social pathologies and exclusion,
• health protection,
• research and educational actions,
• cultural activities and initiatives connected with cherishing the cultural heritage,
• environment protection,
• human resources development,
• initiatives connected with raising the efficiency of the local infrastructure.
Non-governmental organisations operate on support from donors (some enjoy the status
of public benefit organisations), grants from the local authorities earmarked for the tasks
resting within the responsibility of public administration, and subsidies from the European
Union operational programmes. Across the Pomeranian region there are several thousand
non-governmental organisations. Their sheer number is the best evidence of the pro-active
stance and sense of civic responsibility among the residents of the region.
Information on a major group of non-governmental organisations operating in the Metropolitan
Area and the region can be found in the non-governmental organisation database
