<strong>Ladies</strong> <strong>and</strong> <strong>Gentlemen</strong>,<br />

The geographic location <strong>in</strong> Europe at a key po<strong>in</strong>t of <strong>in</strong>ternational contacts, two modern sea ports<br />

<strong>and</strong> an <strong>in</strong>ternational airport, <strong>in</strong>tensively developed road <strong>and</strong> railway <strong>in</strong>frastructure, over 1.2 million educated<br />

<strong>and</strong> entrepreneurial <strong>in</strong>habitants, nearly thirty establishments of higher education, more than three thous<strong>and</strong><br />

bus<strong>in</strong>esses with foreign equity participation, hundreds of bus<strong>in</strong>esses <strong>in</strong> the hi-tech sector, wide beaches, amber,<br />

<strong>and</strong> millions of tourists…<br />

This is the picture of the dynamically develop<strong>in</strong>g Gdańsk Metropolitan Area made up of a number of neighbour<strong>in</strong>g<br />

<strong>and</strong> closely cooperat<strong>in</strong>g local communities of the Pomeranian Voivodship. The Metropolitan Area stretches over eight<br />

poviats, <strong>in</strong>clud<strong>in</strong>g a conurbation of three municipalities, each a poviat <strong>in</strong> itself, all work<strong>in</strong>g h<strong>and</strong> <strong>in</strong> h<strong>and</strong> <strong>in</strong> search<br />

for solutions conducive to swifter social <strong>and</strong> economic development at the local <strong>and</strong> regional levels.<br />

Perceiv<strong>in</strong>g the new opportunities open<strong>in</strong>g before the local authorities when they jo<strong>in</strong> forces to attract new <strong><strong>in</strong>vest</strong>ors<br />

<strong>and</strong> create new jobs, we have become one of the quickest develop<strong>in</strong>g agglomerations <strong>in</strong> Pol<strong>and</strong>. The sense of unity<br />

<strong>in</strong> the Area is not accidental. It is based on mutual l<strong>in</strong>ks <strong>in</strong> education, culture, transport <strong>and</strong> communication,<br />

hous<strong>in</strong>g <strong>and</strong> labour markets.<br />

The human capital, convenient location, focused effort on <strong>in</strong>frastructure development, <strong>and</strong> high quality of life,<br />

comb<strong>in</strong>ed with a base of efficient services available to the residents <strong>and</strong> bus<strong>in</strong>esses <strong>in</strong> large cities <strong>and</strong> rural areas<br />

alike, add up creat<strong>in</strong>g a background which fosters development <strong>and</strong> equips the metropolis with <strong>in</strong>struments, which<br />

enable it to compete successfully aga<strong>in</strong>st other similar centres <strong>in</strong> Pol<strong>and</strong> <strong>and</strong> the Baltic Sea Region.<br />

The Gdańsk Metropolitan Area is worth a closer <strong>in</strong>terest not only due to its social <strong>and</strong> economic advantages, but also<br />

because of its rich history, highly diverse culture, its exceptionally attractive location <strong>and</strong> the values of the natural<br />

environment which <strong>in</strong> times immemorial attracted men so much as to settle <strong>in</strong> the area <strong>and</strong> today enhance<br />

the unquestioned tourist advantages of the Metropolitan Area.<br />

Our comb<strong>in</strong>ed potential is an asset which perta<strong>in</strong>s to <strong>and</strong> encourages new projects which will consolidate our own<br />

<strong>and</strong> our <strong><strong>in</strong>vest</strong>ors’ position on the economic map of Pol<strong>and</strong> <strong>and</strong> the united Europe. Many success stories <strong>and</strong><br />

the satisfaction shared by our <strong>in</strong>ternational <strong><strong>in</strong>vest</strong>ors testify best to the fact that the Gdańsk Metropolitan Area<br />

is now <strong>and</strong> will cont<strong>in</strong>ue to support bold, new ventures.<br />

In realisation of the role <strong>and</strong> significance of the Gdańsk Metropolitan Area on the economic map of Pol<strong>and</strong><br />

<strong>and</strong> Europe we have once aga<strong>in</strong> decided to use our publication to give you a closer <strong>in</strong>sight <strong>in</strong>to its values.<br />

AREA AND POPULATION<br />

The Bay of Gdańsk Metropolitan Area, with the population of over 1.24 million, occupies<br />

the area of 4858 square kilometres. 60% of the <strong>in</strong>habitants live <strong>in</strong> the kernel cities, where<br />

Gdańsk accounts for almost 37% of the number, Gdynia for 20%, <strong>and</strong> Sopot for slightly<br />

more than 3%. The average population density for the whole Metropolitan Area is 804<br />

people per square kilometre.<br />

The Gdańsk Metropolitan Area is the quickest develop<strong>in</strong>g sub-region of Northern<br />

Pol<strong>and</strong> <strong>and</strong> a well-established centre of <strong>in</strong>tegration processes <strong>in</strong> the Baltic Sea region.<br />

The Gdańsk Metropolitan Area too, is a major l<strong>in</strong>k <strong>in</strong> the cha<strong>in</strong> of the transport routes<br />

connect<strong>in</strong>g Northern <strong>and</strong> Western Europe to the central <strong>and</strong> southern parts of the cont<strong>in</strong>ent.<br />

It is also a gate to the world for the countries of Central <strong>and</strong> Eastern Europe form<strong>in</strong>g<br />

the natural h<strong>in</strong>terl<strong>and</strong> for the two seaports of Gdańsk <strong>and</strong> Gdynia.<br />

Gdańsk Metropolitan Area – A Gem of the North<br />

The exceptional attractiveness of the Gdańsk Metropolitan Area, though stemm<strong>in</strong>g from<br />

its convenient location at an <strong>in</strong>tersection of important transport routes, is however the<br />

ultimate function of many other features, e.g. the well educated local labour market, the<br />

robust centres of academic life, science <strong>and</strong> research, the long list of tourist <strong>and</strong> cultural<br />

attractions, the unique natural environment, <strong>and</strong> the excellently organised bus<strong>in</strong>ess <strong>in</strong>frastructure.<br />

These factors perta<strong>in</strong> not only to cont<strong>in</strong>uity <strong>in</strong> the economic development<br />

of the metropolis, but most of all to the grow<strong>in</strong>g number of new <strong><strong>in</strong>vest</strong>ments.<br />

The Gdańsk Metropolitan Area comprises cities, towns, <strong>and</strong> communes of eight poviats,<br />

<strong>in</strong>clud<strong>in</strong>g three poviat cities form<strong>in</strong>g the heart of the metropolis: Gdańsk, Gdynia,<br />

<strong>and</strong> Sopot. The degree of <strong>in</strong>tegration is highest between the cities <strong>and</strong> communes<br />

work<strong>in</strong>g h<strong>and</strong> <strong>in</strong> h<strong>and</strong> as members of the Metropolitan Council of the Bay of Gdańsk<br />

<strong>and</strong> the Metropolitan Transport Union of the Bay of Gdańsk. The two <strong>in</strong>stitutions are <strong>in</strong><br />

charge of <strong>in</strong>tegration of the transport, <strong><strong>in</strong>vest</strong>ments <strong>in</strong> the utilities, <strong>and</strong> many other projects<br />

which, once completed, will substantially improve the local liv<strong>in</strong>g st<strong>and</strong>ards <strong>and</strong><br />

add to the advantages of the area from the po<strong>in</strong>t of view of the visitors <strong>and</strong> <strong><strong>in</strong>vest</strong>ors.<br />

Cooperation between the cities <strong>and</strong> communes of the Gdańsk Metropolitan Area perta<strong>in</strong>s<br />

to their swift social <strong>and</strong> economic development <strong>and</strong> enhances the quality of the residents’<br />

liv<strong>in</strong>g conditions. The effects are largely due to the skilful economic policy which,<br />

alongside the <strong>in</strong>dustries traditional for the region, is geared towards the development<br />

of modern branches of economy <strong>and</strong> tourism, focus<strong>in</strong>g particularly on implementation<br />

of the susta<strong>in</strong>ed development pr<strong>in</strong>ciple.<br />

SOLID FOUNDATIONS FOR DEVELOPMENT<br />

The most recent estimates of the Central Statistical Office (CSO) reveal that the central<br />

sub-region of the Metropolitan Area comes fifth country wide <strong>in</strong> terms of the size of GDP<br />

per capita (PLN 40 491 <strong>in</strong> 2006). This high position among other Polish metropolitan<br />

areas is primarily due to the grow<strong>in</strong>g share of the knowledge-based l<strong>in</strong>es of economy,<br />

generat<strong>in</strong>g products <strong>and</strong> services of high added value. The position also proves the high<br />

degree of professional activity <strong>and</strong> enterprise among the <strong>in</strong>habitants, <strong>and</strong> the grow<strong>in</strong>g<br />

significance of foreign <strong><strong>in</strong>vest</strong>ors who locate their advanced service centres <strong>in</strong> the metropolis.<br />

The <strong><strong>in</strong>vest</strong>or <strong>in</strong>flow process <strong>in</strong>tensified substantially <strong>in</strong> the years 2007-2008, which<br />

will certa<strong>in</strong>ly be reflected <strong>in</strong> the GDP per capita level <strong>in</strong> the com<strong>in</strong>g years.<br />

The structure of the generated gross added value implies that the structural processes<br />

tak<strong>in</strong>g place <strong>in</strong> the Gdańsk Metropolitan Area <strong>in</strong> the times of economic transformation<br />

follow the world trends. In terms of the sector composition, the economy is dom<strong>in</strong>ated<br />

by services which by far exceed <strong>in</strong>dustrial production <strong>and</strong> build<strong>in</strong>g. Agriculture, hunt<strong>in</strong>g,<br />

forestry <strong>and</strong> fishery are merely of symbolic significance.<br />

The high gross domestic product <strong>and</strong> gross added value translate to the sizes<br />

of the local budgets <strong>in</strong> the Metropolitan Area, as the funds at disposal of the local<br />

authorities have one of their prime sources <strong>in</strong> the governments’ share <strong>in</strong> the personal<br />

<strong>in</strong>come tax (PIT) <strong>and</strong> corporate <strong>in</strong>come tax (CIT). Moreover, the share of the revenue<br />

from those sources <strong>in</strong> the overall <strong>in</strong>come generated by the local governments<br />

is steadily on the rise. The higher the <strong>in</strong>come, the more flexible the implemented<br />

social <strong>and</strong> economic policy can be. Most importantly, though, higher <strong>in</strong>come translates<br />

to higher funds available for <strong><strong>in</strong>vest</strong>ments of key importance for improv<strong>in</strong>g the<br />

quality of life <strong>and</strong> the function<strong>in</strong>g of the economy. This applies especially to the<br />

size of contributions from the local authorities <strong>in</strong>to the projects co-f<strong>in</strong>anced from<br />

the EU funds available primarily under the regional operational programmes <strong>and</strong><br />

the programmes devoted to modernisation <strong>and</strong> activation of rural areas <strong>and</strong> the<br />

fishery.<br />

The local authorities <strong>in</strong> the Gdańsk Metropolitan Area, particularly of its central part,<br />

i.e. the cities of Gdańsk, Gdynia, <strong>and</strong> Sopot, rank among the richest local governments<br />

<strong>in</strong> Pol<strong>and</strong>. They lead the list of large regional cities <strong>in</strong> terms of the generated level of own<br />

<strong>in</strong>come per capita. The size of the <strong>in</strong>come is the direct function of good f<strong>in</strong>ancial st<strong>and</strong><strong>in</strong>g<br />

of the bus<strong>in</strong>esses hav<strong>in</strong>g their registered seats <strong>in</strong> the cities, <strong>and</strong> the high earn<strong>in</strong>gs<br />

of their <strong>in</strong>habitants.<br />

TRANSPORT ACCESSIBILITY<br />

The role of the Gdańsk Metropolitan Area <strong>in</strong> transport goes beyond its be<strong>in</strong>g the ma<strong>in</strong><br />

node <strong>in</strong> the region. It is one of the prime transport hubs <strong>in</strong> Central <strong>and</strong> Eastern Europe,<br />

its component elements <strong>in</strong>clud<strong>in</strong>g two modern <strong>and</strong> ice-free seaports of Gdańsk <strong>and</strong><br />

Gdynia. Both ports are l<strong>in</strong>ked to the railway system which forms an <strong>in</strong>terchange of three<br />

SEA GATES TO THE WORLD<br />

The seaports of the metropolis have undergone substantial transformation over the<br />

last two decades. They have become modern transport hubs adequately equipped<br />

to h<strong>and</strong>le almost any type of cargo <strong>in</strong> import, export, <strong>and</strong> <strong>in</strong>ternational transit. Huge-scale<br />

<strong><strong>in</strong>vest</strong>ments have changed the structure of the loads h<strong>and</strong>led. The share of traditional<br />

bulk cargo such as coal <strong>and</strong> coke, sulphur, or crude oil <strong>and</strong> its derivatives, has gone down<br />

giv<strong>in</strong>g way to gra<strong>in</strong>, gases, <strong>and</strong> chemical products. The volumes h<strong>and</strong>led are on the rise,<br />

particularly <strong>in</strong> the general cargo sector supply<strong>in</strong>g the retail market on the one h<strong>and</strong>,<br />

<strong>and</strong> manufacturers <strong>and</strong> traders operat<strong>in</strong>g <strong>in</strong> the domestic market on the other h<strong>and</strong>.<br />

The ports of Gdańsk <strong>and</strong> Gdynia are, for <strong>in</strong>stance, the prime Polish locations h<strong>and</strong>l<strong>in</strong>g<br />

<strong>and</strong> distribut<strong>in</strong>g imported <strong>and</strong> exported vehicles, <strong>and</strong> the ma<strong>in</strong> po<strong>in</strong>t receiv<strong>in</strong>g supplies<br />

of citrus fruit <strong>and</strong> bananas designated to the domestic market <strong>and</strong> Central Europe.<br />

Thanks to the <strong>in</strong>tensively developed, modern port <strong>in</strong>frastructure, Gdańsk <strong>and</strong> Gdynia today<br />

have four conta<strong>in</strong>er term<strong>in</strong>als whose h<strong>and</strong>l<strong>in</strong>g capacity st<strong>and</strong>s at 1.5 million TEU. These<br />

are complemented with two modern ro-ro term<strong>in</strong>als <strong>and</strong> three term<strong>in</strong>als tak<strong>in</strong>g mixed<br />

passenger/vehicle ferries. Ferry boats play an important role <strong>in</strong> h<strong>and</strong>l<strong>in</strong>g both the passen-<br />

<strong>in</strong>ternational trunk l<strong>in</strong>es regulated under the <strong>in</strong>ternational AGC agreements. Here, too,<br />

three road routes of key importance for transit traffic converge. The air carriers served<br />

by the Lech Wałęsa International Airport <strong>in</strong> Gdańsk ensure swift <strong>and</strong> direct transport to<br />

several score cities <strong>in</strong> Europe.<br />

In anticipation of the grow<strong>in</strong>g trend <strong>in</strong> the conta<strong>in</strong>er-based <strong>and</strong> ro-ro trad<strong>in</strong>g, both ports<br />

are undertak<strong>in</strong>g further <strong><strong>in</strong>vest</strong>ments to enable more efficient h<strong>and</strong>l<strong>in</strong>g of more vessels<br />

<strong>and</strong> higher cargo volumes. The largest projects planned, <strong>in</strong> preparation by the port authorities<br />

<strong>and</strong> <strong><strong>in</strong>vest</strong>ors, <strong>in</strong>clude construction of a new ferry term<strong>in</strong>al capable of h<strong>and</strong>l<strong>in</strong>g<br />

the ferry-carried cargo <strong>in</strong> Gdynia, expansion of the conta<strong>in</strong>er <strong>and</strong> ro-ro term<strong>in</strong>als <strong>in</strong> the<br />

port of Gdańsk, <strong>and</strong> erection of modern logistic centres to back the conta<strong>in</strong>er term<strong>in</strong>als<br />

<strong>in</strong> both ports.<br />

REGULAR SHIPPING SERVICES<br />

The network of the sea routes along which shipp<strong>in</strong>g services are regularly offered from<br />

the ports of the Gdańsk Metropolis is gett<strong>in</strong>g denser by the years. The dest<strong>in</strong>ations spread<br />

far beyond the ports of the Baltic Sea or Europe, embrac<strong>in</strong>g the whole world. Today,<br />

Due to the ports’ favourable location <strong><strong>in</strong>vest</strong>ors are will<strong>in</strong>g to engage <strong>in</strong> modernisation<br />

<strong>and</strong> expansion projects, <strong>in</strong> construction of br<strong>and</strong> new, specialised re-load<strong>in</strong>g term<strong>in</strong>als,<br />

or <strong>in</strong>itiatives connected with cargo h<strong>and</strong>l<strong>in</strong>g <strong>and</strong> process<strong>in</strong>g. Hence, the port areas abound<br />

<strong>in</strong> service providers, with manufacturers follow<strong>in</strong>g suit.<br />

the two ice-free seaports of Gdańsk <strong>and</strong> Gdynia offer convenient shipp<strong>in</strong>g services to<br />

numerous ports <strong>in</strong> 47 countries.


Conta<strong>in</strong>er shipp<strong>in</strong>g <strong>and</strong> ferry transport are of major importance <strong>in</strong> <strong>in</strong>ternational trade.<br />

Pol<strong>and</strong> <strong>and</strong> the Gdańsk Metropolis have their substantial share <strong>in</strong> both forms of transport.<br />

Sea carriers <strong>and</strong> forwarders have long appreciated the modern h<strong>and</strong>l<strong>in</strong>g <strong>and</strong> storage<br />

<strong>in</strong>frastructure available at the ports of Gdańsk <strong>and</strong> Gdynia. Equipped so, today the<br />

ports take ships travell<strong>in</strong>g regularly to more than 20 ports <strong>in</strong> 12 European countries.<br />

Pol<strong>and</strong>’s accession to the European Union <strong>and</strong> open<strong>in</strong>g the skies to low-cost carriers<br />

l<strong>in</strong>ks enables swift <strong>and</strong> efficient transfer of people <strong>and</strong> cargo from the Gdańsk Metropolitan<br />

Area to any location <strong>in</strong> the world.<br />

cargo. The volume of cargo transferred via the airport has more than tripled over the last<br />

The cont<strong>in</strong>uously grow<strong>in</strong>g passenger <strong>and</strong> cargo traffic, <strong>and</strong> the perspective of the UEFA<br />

2012 European Football Championships make it necessary to exp<strong>and</strong> the Gdańsk airport,<br />

especially by erection of a new passenger term<strong>in</strong>al. A modern <strong>and</strong> functionally<br />

efficient facility, comb<strong>in</strong>ed with an extended apron will <strong>in</strong>crease the airport’s capacity to<br />

5 million passengers as soon as <strong>in</strong> 2011.<br />

Accord<strong>in</strong>g to the projections, the passenger traffic will grow to 3.5 million <strong>in</strong> 2012, <strong>and</strong><br />

<strong>in</strong> 2016 will exceed 5 million. The airport <strong><strong>in</strong>vest</strong>ment will be complemented with comprehensive<br />

modernisation of the ma<strong>in</strong> access roads, <strong>and</strong> the build<strong>in</strong>g of a swift metropolitan<br />

tra<strong>in</strong> l<strong>in</strong>e.<br />

Alongside the expansion of the exist<strong>in</strong>g airport, another option is pondered, i.e. the potential<br />

build<strong>in</strong>g of another civilian airport <strong>in</strong> the metropolis (on the site of the ex-military<br />

airfield <strong>in</strong> Babie Doły, Commune of Kosakowo). The other facility would <strong>in</strong>crease the overall<br />

capacity by far more planes, passengers, <strong>and</strong> cargo, with<strong>in</strong> a radius extend<strong>in</strong>g far<br />

beyond the borders of the Pomeranian Voivodship.<br />

ROAD TRANSPORT – ON THE GOOD COURSE<br />

The Metropolitan Area <strong>and</strong> the region lie exactly on the convergence of <strong>in</strong>ternational<br />

trunk transport corridors runn<strong>in</strong>g from Sc<strong>and</strong><strong>in</strong>avia <strong>and</strong> North-Eastern Europe<br />

to Southern Europe <strong>and</strong> the Mediterranean Sea <strong>in</strong> one direction, <strong>and</strong> from the northern<br />

part of Western Europe to Eastern Europe.<br />

The grid of the exist<strong>in</strong>g <strong>in</strong>ternational <strong>and</strong> national roads l<strong>in</strong>ks the region to:<br />

Southern Europe via the Czech Republic <strong>and</strong> Slovakia (E-75, E-77, <strong>and</strong> national roads<br />

Nos. 1 <strong>and</strong> 7), Eastern Europe via Kal<strong>in</strong><strong>in</strong>grad (E-22, national road No. 22), <strong>and</strong> Western<br />

Europe via Germany (E-28, national road No. 6). The network of regional <strong>and</strong> local roads<br />

serves transport with<strong>in</strong> the region <strong>and</strong> metropolitan area. The length of all roads<br />

with<strong>in</strong> the voivodship system adds up to nearly 19 thous<strong>and</strong> km.<br />

Support from the European Union has contributed substantially to a number of road<br />

projects recently completed <strong>in</strong> the metropolis. They all facilitate transit <strong>and</strong> the residents’<br />

err<strong>and</strong>s with<strong>in</strong> the agglomeration. The list of the projects <strong>in</strong>cludes, e.g.:<br />

• modernisation of road No. 7, section Gdańsk – Elbląg,<br />

• construction of the last stretch of the Eugeniusz Kwiatkowski Route <strong>and</strong> Janka<br />

Wiśniewskiego Street, which l<strong>in</strong>k the port <strong>and</strong> <strong>in</strong>dustrial estates of Gdynia with the<br />

express road S-6 (national road No. 6),<br />

• construction of the Różowa Road <strong>in</strong> Gdynia,<br />

• modernisation of Marynarki Polskiej Street to facilitate access to the <strong>in</strong>ner port area<br />

<strong>and</strong> the ferry term<strong>in</strong>al,<br />

• modernisation of the road system lead<strong>in</strong>g to the new DCT conta<strong>in</strong>er term<strong>in</strong>al <strong>and</strong><br />

the <strong>in</strong>dustrial estates <strong>in</strong> the eastern part of the Gdańsk port,<br />

• redevelopment of the cross<strong>in</strong>g of Słowackiego, Grunwaldzka, <strong>and</strong> Kościuszki Streets<br />

<strong>in</strong> Gdańsk,<br />

• modernisation of national road No. 1, section Pruszcz Gdański-Pszczółki,<br />

• modernisation of road No. 6 between Reda <strong>and</strong> Wejherowo.<br />

The A1 motorway <strong>in</strong> construction is of strategic importance for the development of<br />

the Metropolitan Area. L<strong>in</strong>k<strong>in</strong>g the region to southern Pol<strong>and</strong> <strong>and</strong> Europe, the road<br />

will offer the shortest route from Sc<strong>and</strong><strong>in</strong>avia down south the cont<strong>in</strong>ent <strong>and</strong> onwards<br />

towards the East, along the VI European transport corridor. The motorway is already <strong>in</strong><br />

operation over an almost 100 km long section from the junction <strong>in</strong> Różyny, the Commune<br />

of Pruszcz Gdański, to the locality of Nowe Marzy near Grudziądz <strong>in</strong> the Kuyavian-Pomeranian<br />

Voivodship. The entire length of the motorway, which will cont<strong>in</strong>ue<br />

across Toruń, via Łódź, Częstochowa, <strong>and</strong> Katowice, up to the Polish-Czech border,<br />

is to be ready <strong>in</strong> 2011.<br />

Alongside the A1 motorway, other road <strong><strong>in</strong>vest</strong>ments pursued outside the metropolis<br />

<strong>and</strong> region are also of fundamental importance. The projects <strong>in</strong>clude e.g. the staged<br />

<strong><strong>in</strong>vest</strong>ment <strong>in</strong> upgrad<strong>in</strong>g national road No. 7 to the st<strong>and</strong>ard of the express road S-7.<br />

Modernisation of national road No. 22 is <strong>in</strong>cluded <strong>in</strong> the plans. The road, once redeveloped,<br />

will be upgraded to the express road st<strong>and</strong>ard becom<strong>in</strong>g a section of the thoroughfare<br />

l<strong>in</strong>k<strong>in</strong>g the cities on the southern Baltic coast, from Hamburg to Tall<strong>in</strong> (Via<br />

Hanseatica <strong>and</strong> Via Baltica). A 50 km long section of the route (S-22), between Elbląg<br />

<strong>and</strong> the Grzechotki border cross<strong>in</strong>g, was opened to the traffic <strong>in</strong> 2008. The same project<br />

further <strong>in</strong>cludes staged modernisation of national road No. 6 <strong>in</strong> the voivodships<br />

of Pomerania <strong>and</strong> Western Pomerania.<br />

Metropolis Open to the World<br />

RAILWAYS – THE CIRCULATORY SYSTEM OF THE ECONOMY<br />

Four <strong>in</strong>ternational railway trunk l<strong>in</strong>es cross the voivodship:<br />

• from Gdańsk via Szczec<strong>in</strong> to the German border,<br />

• from Gdynia via Warsaw <strong>and</strong> Cracow down to the Czech <strong>and</strong> Slovak border,<br />

• from Gdynia via Bydgoszcz, Łódź, <strong>and</strong> Katowice to the western <strong>and</strong> southern state<br />

borders,<br />

• from Gdynia via Olsztyn to Kal<strong>in</strong><strong>in</strong>grad, or via Białystok to Belarus.<br />

These l<strong>in</strong>es form sections of the pan-European transport corridors, <strong>and</strong> via secondary<br />

junctions are l<strong>in</strong>ked to the ma<strong>in</strong> <strong>in</strong>dustrial centres <strong>in</strong> the country.<br />

Pomerania has 1350 km of railway l<strong>in</strong>es <strong>in</strong> operation. The density of the railway network<br />

is one of the highest <strong>in</strong> the country. The ratio between the operated l<strong>in</strong>es <strong>and</strong> the size<br />

of the region is 7.4 (l<strong>in</strong>e length per 100 sq. km). The high status of the metropolis <strong>and</strong><br />

region on the railway map of Pol<strong>and</strong> stems from e.g. the fact that a large proportion<br />

of the cargo reach<strong>in</strong>g the seaports is delivered by rail.<br />

The Swift Commuter Tra<strong>in</strong> is but an <strong>in</strong>troduction to the modern,metropolitan railway system.<br />

Many trunk routes of strategic significance to the economy are undergo<strong>in</strong>g modernisation<br />

to improve the efficiency <strong>and</strong> speed up the railway traffic. In effect, however, not<br />

only the travell<strong>in</strong>g speed will <strong>in</strong>crease, but also safety <strong>and</strong> reliability of the railway <strong>in</strong>frastructure.<br />

Modernisation of the regional track network, on the other h<strong>and</strong>, will facilitate access<br />

to the metropolis for people liv<strong>in</strong>g outside the centre, i.e. improve their opportunities<br />

of tak<strong>in</strong>g up jobs <strong>in</strong> the centre. Scheduled for implementation too, is the project of<br />

exp<strong>and</strong><strong>in</strong>g the metropolitan railway system. Based on the exist<strong>in</strong>g track l<strong>in</strong>es of the swift<br />

commuter tra<strong>in</strong>s, extended to <strong>in</strong>clude newly laid l<strong>in</strong>es, the metropolitan railway will cover<br />

the western districts of Gdańsk <strong>and</strong> Gdynia, <strong>in</strong>clud<strong>in</strong>g the Gdańsk airport <strong>and</strong> – ultimately<br />

– the airport <strong>in</strong> Babie Doły. The metropolitan railway will be a far quicker means<br />

of transport than a private car or bus.<br />

PUBLIC TRANSPORT IN THE METROPOLITAN AREA<br />

The economic potential of a metropolis is, among other factors, a function of well organised<br />

public transport which enables the residents to move smoothly from <strong>and</strong> to school,<br />

work, <strong>and</strong> places of leisure. The ma<strong>in</strong> organiser of the public transport <strong>in</strong> the Gdańsk<br />

Metropolis is the Metropolitan Transport Association of the Bay of Gdańsk formed <strong>in</strong><br />

2007 (www.mzkzg.org). The purpose of the Association is to <strong>in</strong>tegrate the exist<strong>in</strong>g bus,<br />

tram, trolley, <strong>and</strong> swift commuter tra<strong>in</strong> (overground equivalent of the subway) systems.<br />

Integration is <strong>in</strong>tended to embrace all sub-systems of the public transport operated<br />

by the municipal, state, <strong>and</strong> private carriers.<br />

For three years now the association has also been promot<strong>in</strong>g water transport <strong>in</strong> the summer<br />

season, i.e. the water tram shuttle between the harbours of Gdańsk, Gdynia, Sopot,<br />

<strong>and</strong> Hel. The local governments of the areas compris<strong>in</strong>g the Gdańsk Metropolitan Area<br />

aim at mak<strong>in</strong>g the public transport system an attractive alternative to the private car.<br />

The tram network <strong>in</strong> Gdańsk has recently been substantially extended <strong>and</strong> modernised<br />

(ga<strong>in</strong><strong>in</strong>g e.g. the junction <strong>in</strong> the district of Chełm), just like the trolley network <strong>in</strong> Gdynia.<br />

The entire Gdańsk Metropolitan Area has <strong><strong>in</strong>vest</strong>ed <strong>in</strong> environmentally-friendly <strong>and</strong> reliable<br />

bus stock (e.g. hybrid buses).<br />

To further improve transport <strong>in</strong> the Area, an <strong>in</strong>telligent system of monitor<strong>in</strong>g <strong>and</strong> controll<strong>in</strong>g<br />

the road traffic is planned. Integration of the cycl<strong>in</strong>g routes will create another<br />

attractive alternative to the car or public transport.<br />

Water tram shuttles offer a popular means of seasonal transport from <strong>and</strong> to the shorel<strong>in</strong>e localities of the metropolis.<br />

The modern metropolitan transport is based on the stock of environmentally friendly buses, trolleys,<br />

trams, <strong>and</strong> swift commuter tra<strong>in</strong>.<br />

HOTBED OF STAFF AND RESEARCH<br />

The Metropolis is home to many public <strong>and</strong> non-public schools of higher education which,<br />

together with academic <strong>and</strong> research <strong>in</strong>stitutes, form the hotbed for staff resources tapped<br />

by the entire northern Pol<strong>and</strong>.<br />

In terms of the number of graduates, public schools of higher education, especially the<br />

University of Gdańsk, Gdańsk University of Technology, Medical University, <strong>and</strong> Maritime<br />

University, contribute most to educat<strong>in</strong>g future staff <strong>in</strong> an array of special fields. The recent<br />

15 years have witnessed swift development of privately-owned schools of tertiary education.<br />

Focus<strong>in</strong>g ma<strong>in</strong>ly on the humanities, they offer studies <strong>in</strong> areas high <strong>in</strong> dem<strong>and</strong> <strong>in</strong> the<br />

market, related to law, adm<strong>in</strong>istration, management, f<strong>in</strong>ance, <strong>and</strong> account<strong>in</strong>g.<br />

The range of profiles of the offered courses, <strong>and</strong> the enrolment places available to the c<strong>and</strong>idates<br />

are grow<strong>in</strong>g year by year. In the academic year of 2005/2006 16.5 thous<strong>and</strong> graduates<br />

left higher schools. In the subsequent academic year their number rose to 17.4 thous<strong>and</strong>.<br />

The enrolments for the year 2007/2008 beat the record with more than 90.6 thous<strong>and</strong> freshmen.<br />

See<strong>in</strong>g to their education is the academic staff of 5.2 thous<strong>and</strong> teachers.<br />

The evolv<strong>in</strong>g structure of the educational opportunities will have its impact on the future of<br />

the Metropolitan Area, particularly on its economy. Year after year we are gett<strong>in</strong>g more students<br />

who opt for the specialisations sought for <strong>in</strong> the market, that is eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> technical<br />

studies, architectural <strong>and</strong> construction profiles, fields related to <strong>in</strong>formation technology<br />

<strong>and</strong> environment protection. Economics <strong>and</strong> adm<strong>in</strong>istration cont<strong>in</strong>ue to be <strong>in</strong> high <strong>in</strong>terest.<br />

The grow<strong>in</strong>g number of students <strong>and</strong> the ever new needs with which the economy challenges<br />

the schools require steady development of the academic <strong>and</strong> research base. Hence the<br />

efforts of both public <strong>and</strong> non-public schools to exp<strong>and</strong> their educational ‘hardware’. The<br />

effects can be evidenced most clearly on the example of three top universities of the Gdańsk<br />

Metropolitan Area. The Gdańsk University of Technology has acquired modern facilities now<br />

hous<strong>in</strong>g the Management <strong>and</strong> ETI departments. The University of Gdańsk is steadily cont<strong>in</strong>u<strong>in</strong>g<br />

its massive project of exp<strong>and</strong><strong>in</strong>g the university campus. In pursuance of a long-term<br />

<strong><strong>in</strong>vest</strong>ment programme the school has erected a new facility complex for the Faculty of Management<br />

<strong>in</strong> Sopot, the Ma<strong>in</strong> Library, the Faculty of Law <strong>and</strong> Adm<strong>in</strong>istration, the facilities<br />

hous<strong>in</strong>g the Faculty of Social Sciences (Psychology, Philosophy, Sociology, Journalism, Pedagogy,<br />

<strong>and</strong> Political Sciences), <strong>and</strong> the Institute of Geography <strong>in</strong> Gdańsk.<br />

The exist<strong>in</strong>g facilities have been given a thorough revamp <strong>and</strong> modernisation.<br />

The educational <strong>in</strong>frastructure of the metropolis has further been enhanced with another<br />

major addition – the new Academic Centre of Invasive Medic<strong>in</strong>e, that is a cl<strong>in</strong>ical hospital<br />

which will not only treat patients, but also educate new specialists study<strong>in</strong>g at the Medical<br />

University of Gdańsk. The Academy of Music <strong>in</strong> Gdańsk, <strong>and</strong> the Academy of Physical Education<br />

<strong>and</strong> Sport have also enlarged their bases.<br />

Young <strong>and</strong> qualified<br />

The strength of the metropolitan labour market is largely due to the highly advantageous<br />

economic structure of the population. Nearly two thirds of the <strong>in</strong>habitants (about<br />

780 thous<strong>and</strong> people) are <strong>in</strong> their production age. Their knowledge <strong>and</strong> experience serve<br />

the employers already operat<strong>in</strong>g <strong>in</strong> the Metropolitan Area, <strong>and</strong> the new <strong><strong>in</strong>vest</strong>ors<br />

enter<strong>in</strong>g the market. The prospects for the future look good consider<strong>in</strong>g a high share<br />

of the pre-production population, especially <strong>in</strong> the poviats neighbour<strong>in</strong>g on the heart<br />

of the Metropolis.<br />

The metropolitan labour market offers many opportunities for professional development.<br />

Swift economic development translates to the low level of registered unemployment<br />

<strong>in</strong> the Metropolitan Area. This is particularly true of the most heavily <strong>in</strong>dustrialised centre<br />

<strong>and</strong> the adjacent poviats, the latter both the source of labour for large employers,<br />

<strong>and</strong> an ever more attractive location for new <strong><strong>in</strong>vest</strong>ments.<br />

The dem<strong>and</strong> for highly qualified specialists translates to the level of the average salaries<br />

<strong>in</strong> the metropolitan area. The pay earned <strong>in</strong> the centre of the metropolis is much above<br />

the national average. Thanks to convenient transport l<strong>in</strong>ks, employers can hire labour<br />

from those areas <strong>in</strong> the Metropolitan Area, where the average earn<strong>in</strong>gs are lower.<br />

Alongside professional qualifications, employers, especially <strong><strong>in</strong>vest</strong>ors from abroad, pay<br />

much attention to the comm<strong>and</strong> of foreign languages among job c<strong>and</strong>idates. Under<br />

the Polish educational system compulsory English is <strong>in</strong>troduced as early as <strong>in</strong> grade one<br />

of primary school <strong>and</strong> typically cont<strong>in</strong>ues until university graduation. Many students<br />

of primary, secondary, <strong>and</strong> tertiary level schools, as well as university graduates attend<br />

more than one foreign language course – the other language typically be<strong>in</strong>g German,<br />

Spanish, French, Italian, or Swedish. A network of privately owned language schools<br />

which offer courses start<strong>in</strong>g from the elementary level of general language, up to specialist<br />

courses <strong>in</strong> area-oriented term<strong>in</strong>ology, e.g. technical, legal, or bus<strong>in</strong>ess, makes access<br />

operate from the Gdańsk Metropolitan Area. A vast majority, that is more than 104 thous<strong>and</strong>,<br />

represent bus<strong>in</strong>esses owned by natural persons who have taken their chances<br />

start<strong>in</strong>g <strong>in</strong>dependent bus<strong>in</strong>esses. The metropolis has been chosen domicile by over<br />

15 thous<strong>and</strong> equity-based companies, <strong>in</strong>clud<strong>in</strong>g listed jo<strong>in</strong>t stock companies.<br />

FOREIGN INVESTMENTS<br />

The metropolis, characterised by swift social <strong>and</strong> economic development, is ga<strong>in</strong><strong>in</strong>g <strong>in</strong> attractiveness<br />

<strong>in</strong> the eyes of foreign <strong><strong>in</strong>vest</strong>ors who perceive it as an advantageous location<br />

for various k<strong>in</strong>ds of bus<strong>in</strong>ess ventures. The <strong>in</strong>flow of foreign <strong><strong>in</strong>vest</strong>ments has accelerated<br />

ever s<strong>in</strong>ce Pol<strong>and</strong> jo<strong>in</strong>ed the European Union.<br />

The improv<strong>in</strong>g transport, rapidly develop<strong>in</strong>g home build<strong>in</strong>g <strong>and</strong> the commercial property<br />

market, qualified human resources, attractive l<strong>and</strong> available for <strong><strong>in</strong>vest</strong>ments, <strong>in</strong>clud<strong>in</strong>g<br />

estates subject to the regulations on special economic zones, proximity of higher schools<br />

<strong>and</strong> the research base – these are but the ma<strong>in</strong> factors which <strong>in</strong>duce <strong><strong>in</strong>vest</strong>ors to engage<br />

their capital <strong>in</strong> this part of the world.<br />

The Metropolitan Area <strong>and</strong> the entire Pomeranian region rank among the top five locations<br />

<strong>in</strong> Pol<strong>and</strong> <strong>in</strong> terms of popularity among foreign <strong><strong>in</strong>vest</strong>ors. The Pomeranian voivodship<br />

is home to nearly 3.8 thous<strong>and</strong> bus<strong>in</strong>esses with foreign equity participation. The share<br />

of the region <strong>in</strong> the volume of direct foreign <strong><strong>in</strong>vest</strong>ments <strong>in</strong> Pol<strong>and</strong> st<strong>and</strong>s at about 13%.<br />

Operators of the lead<strong>in</strong>g European cha<strong>in</strong> stores also f<strong>in</strong>d the Metropolis attractive.<br />

In the heart of the Metropolitan Area alone there are over 40 large-floor-surface shopp<strong>in</strong>g<br />

centres <strong>and</strong> hypermarkets owned <strong>and</strong> managed by such operators <strong>and</strong> cha<strong>in</strong> traders as:<br />

APSYS (France), AUCHAN / LEROY MERLIN (Auchan Group, France), ECE Projektmanagement<br />

(Germany), E.Leclerc (France), Carrefour (France), Castorama (United K<strong>in</strong>gdom),<br />

IKEA (Sweden). The trad<strong>in</strong>g offer of the shopp<strong>in</strong>g centres is complemented by the supermarket<br />

Like a magnet, the Gdańsk Metropolitan Area attracts foreign <strong><strong>in</strong>vest</strong>ors who establish<br />

their ma<strong>in</strong> bus<strong>in</strong>ess offices <strong>and</strong> branches of their parent companies here. At the close<br />

of 2007 over 3 thous<strong>and</strong> equity-based companies with foreign equity participation had<br />

their operations based <strong>in</strong> the area.<br />

TOWARDS INNOVATIVE ECONOMY<br />

The Gdańsk Metropolitan Area <strong>and</strong> the whole voivodship are <strong>in</strong> the lead <strong>in</strong> Pol<strong>and</strong><br />

<strong>in</strong> terms of concentration of bus<strong>in</strong>esses represent<strong>in</strong>g the high technology sector. Their<br />

prevail<strong>in</strong>g l<strong>in</strong>es of bus<strong>in</strong>ess <strong>in</strong>clude the production of:<br />

• Electronic <strong>and</strong> telecommunication devices,<br />

• Industrial automation <strong>and</strong> mechanotronics,<br />

• Pharmaceuticals <strong>and</strong> derivative products,<br />

<strong>and</strong> services <strong>in</strong>:<br />

• Tele<strong>in</strong>formation,<br />

• System <strong>and</strong> database build<strong>in</strong>g <strong>and</strong> servic<strong>in</strong>g,<br />

• F<strong>in</strong>ance <strong>and</strong> account<strong>in</strong>g.<br />

The dynamic development of the high-tech sector is fed by the <strong>in</strong>flow of <strong><strong>in</strong>vest</strong>ments from<br />

<strong>in</strong>ternational concerns <strong>and</strong> Polish companies transferr<strong>in</strong>g their own know-how here. It is<br />

also the effect of the high level tra<strong>in</strong><strong>in</strong>g offered by the schools of higher education which<br />

teach highly specialised <strong>and</strong> professional staff.<br />

Companies of the type <strong>in</strong>clude e.g.: Intel Technology Pol<strong>and</strong>, Flextronics International<br />

Pol<strong>and</strong>, Young Digital Planet, DGT, Gemplus, Polotne, or ZenSar technologies.<br />

The important elements perta<strong>in</strong><strong>in</strong>g to the development of the knowledge-based economy<br />

<strong>in</strong>clude centres of excellence. The centres group academic <strong>and</strong> research units conduct<strong>in</strong>g<br />

research at the top world level, solv<strong>in</strong>g technical <strong>and</strong> technological problems <strong>in</strong>dicated<br />

Pomeranian Special Economic Zone<br />

The Pomeranian Special Economic Zone (PSSE) is made up of seventeen <strong><strong>in</strong>vest</strong>ment<br />

sub-zones spread over three voivodships: Pomeranian (448.3 ha), Kuyavian-Pomeranian<br />

(463.93 ha), <strong>and</strong> West Pomeranian (150 ha). The manag<strong>in</strong>g company, Pomeranian Special<br />

Economic Zone sp. z o.o., has its head office <strong>in</strong> Sopot.<br />

The entrepreneurs operat<strong>in</strong>g <strong>in</strong> the zone under the permit licence, are eligible for <strong>in</strong>come tax<br />

exemption with respect to specific <strong><strong>in</strong>vest</strong>ment expenditure <strong>and</strong> the employment level.<br />

Pomeranian Science <strong>and</strong> Technology Park<br />

The Pomeranian Science <strong>and</strong> Technology Park <strong>in</strong> Gdynia was first launched <strong>in</strong> 2001<br />

on jo<strong>in</strong>t <strong>in</strong>itiative of the Pomeranian Centre of Technology <strong>and</strong> the city authorities<br />

of Gdynia. The PSTP is currently under the management of the City of Gdynia’s budgetary<br />

unit – Gdynia Innovation Centre. S<strong>in</strong>ce 2004 the PSTP structure has <strong>in</strong>cluded the<br />

Pomeranian Innovation <strong>and</strong> Entrepreneurship Incubator cluster<strong>in</strong>g young bus<strong>in</strong>esses<br />

represent<strong>in</strong>g the high-tech sector. Today, the PSTP serves as the location of about<br />

70 <strong>in</strong>novative bus<strong>in</strong>esses. The purpose of the PSTP is to create conditions conducive<br />

to the pursuance of projects based on advanced technologies <strong>in</strong> the areas of:<br />

The Park is a jo<strong>in</strong>t project launched by the Pomeranian Special Economic Zone sp. z o.o.,<br />

the Local Government of the Pomeranian Voivodship, the City of Gdańsk, <strong>and</strong> the Gdańsk<br />

University of Technology. GSTP offers the best conditions for the location of R&D laboratories<br />

<strong>and</strong> high-tech bus<strong>in</strong>esses <strong>in</strong> such areas as:<br />

• <strong>in</strong>formation <strong>and</strong> telecommunication technologies,<br />

• functional materials <strong>and</strong> nanotechnologies,<br />

• environment protection,<br />

• biotechnology, food <strong>and</strong> medic<strong>in</strong>al chemistry.<br />

The area of the Gdańsk Science <strong>and</strong> Technology Park has been given the status of a special<br />

economic zone. Today, the office <strong>and</strong> production facility complex located <strong>in</strong> close<br />

vic<strong>in</strong>ity of the Gdańsk University of Technology <strong>and</strong> the Medical University of Gdańsk<br />

is home to several dozen bus<strong>in</strong>esses of the high-tech sector, the Gdańsk Construction<br />

Cluster, <strong>and</strong> an <strong>in</strong>cubator of technological bus<strong>in</strong>esses. Ultimately, after yet another stage<br />

<strong>in</strong> the development of the GSTP <strong>in</strong>frastructure, the Park will house the ma<strong>in</strong> offices<br />

of the Baltic Centre of Biotechnology <strong>and</strong> Innovative Diagnostics formed jo<strong>in</strong>tly by three<br />

largest universities <strong>in</strong> the region: the Medical University of Gdańsk, Gdańsk University<br />

HOUSING AND COMMERCIAL SPACE<br />

The Gdańsk Metropolitan Area is one of the most attractive places to live <strong>in</strong> Pol<strong>and</strong>.<br />

Proximity of the sea, varied terra<strong>in</strong>, the Tri-City L<strong>and</strong>scape Park on the verge of the very<br />

heart of the metropolis, the peace <strong>and</strong> charm of the Kashubian towns, the magnificent<br />

architecture represent<strong>in</strong>g a cross-section of the historic epochs – from Gdańsk with its<br />

Mediaeval orig<strong>in</strong>s, through the modernist Gdynia, to the F<strong>in</strong> de Siecle Sopot – all these<br />

factors <strong>in</strong>spire a grow<strong>in</strong>g number of ambitious hous<strong>in</strong>g projects <strong>in</strong> the metropolis.<br />

Engaged <strong>in</strong> the field are private <strong><strong>in</strong>vest</strong>ors, cooperatives, social build<strong>in</strong>g societies, <strong>and</strong><br />

a score-or-so domestic <strong>and</strong> foreign developers.<br />

The year 2007 beat the record with more than 8.8 thous<strong>and</strong> new homes h<strong>and</strong>ed over for<br />

use <strong>in</strong> the Metropolitan Area. Simultaneously, another several score <strong><strong>in</strong>vest</strong>ment projects<br />

were under way on detached family homes (primarily <strong>in</strong> the suburban <strong>and</strong> rural neighbourhoods),<br />

multi-family hous<strong>in</strong>g, <strong>and</strong> apartment estates.<br />

Several dozen further projects proposed by domestic <strong>and</strong> foreign developers are currently<br />

<strong>in</strong> preparation or at the stage of plann<strong>in</strong>g.<br />

The Gdańsk Metropolitan Area cont<strong>in</strong>ues to abound <strong>in</strong> l<strong>and</strong> (publicly <strong>and</strong> privately<br />

owned) available for subsequent <strong><strong>in</strong>vest</strong>ments <strong>in</strong> hous<strong>in</strong>g, commercial office <strong>and</strong> shopp<strong>in</strong>g<br />

space, recreational facilities, etc.<br />

Availability of office space fitted with modern telecommunication <strong>in</strong>frastructure is a major<br />

factor stimulat<strong>in</strong>g development of the economy, particularly the knowledge-based<br />

bus<strong>in</strong>ess. Availability of such space is particularly important <strong>in</strong> the central part of the metropolis,<br />

i.e. Gdańsk, Gdynia, <strong>and</strong> Sopot. The offer <strong>in</strong> the heart of the Metropolitan Area<br />

comprises over 30 sites provid<strong>in</strong>g office space classes A <strong>and</strong> B, all totall<strong>in</strong>g more than<br />

260 thous<strong>and</strong> sq. m. with the usable floor space of almost 150 thous<strong>and</strong> sq. m.<br />

Investments <strong>in</strong> modern office space have <strong>in</strong>tensified substantially over the last two years.<br />

Well advanced are the construction works on two modern office compounds <strong>in</strong> Gdańsk<br />

<strong>and</strong> Gdynia, which together will offer the total of over 50 thous<strong>and</strong> sq. m. A dozen-or-so<br />

other projects of the same type, all add<strong>in</strong>g up to about 200 thous<strong>and</strong> sq. m., are at the<br />

stage of preparation for implementation.<br />

The metropolis, a major <strong>in</strong>dustrial centre <strong>and</strong> transport node, attracts <strong><strong>in</strong>vest</strong>ors <strong>in</strong>terested<br />

<strong>in</strong> build<strong>in</strong>g commercial facilities designated primarily to storage <strong>and</strong> production.<br />

Most modern sites of the k<strong>in</strong>d are located <strong>in</strong> the vic<strong>in</strong>ities of the seaports <strong>and</strong> along the<br />

ma<strong>in</strong> transit roads, especially the S6 express road. The largest logistic operators <strong>in</strong> the<br />

world have already marked their presence <strong>in</strong> the Gdańsk Metropolitan Area, with ProLogis<br />

<strong>and</strong> Panattoni enter<strong>in</strong>g the market.<br />

The Sea Towers <strong>in</strong> Gdynia belongs to the highest apartment blocks <strong>in</strong> Pol<strong>and</strong> <strong>and</strong> on the southern coast<br />

of the Baltic Sea.<br />

WELCOME TO THE METROPOLIS<br />

Tourism ranks among the most important <strong>and</strong> best develop<strong>in</strong>g <strong>in</strong>dustries <strong>in</strong> the Metropolitan<br />

Area <strong>and</strong> Pomeranian region. Visitors are encouraged by the unmatched values<br />

of the natural environment <strong>and</strong> the multi-cultural heritage of the region – legacy of the<br />

local population <strong>and</strong> newcomers who settled <strong>and</strong> stayed here for generations. The tourist<br />

values translate to dynamic development of the tourist <strong>in</strong>frastructure. The Gdańsk<br />

Metropolitan Area takes pride <strong>in</strong> its exceptional offer available to both the visitors <strong>and</strong><br />

residents.<br />

The number of tourists visit<strong>in</strong>g the metropolis, especially <strong>in</strong> the summer, is the ultimate<br />

outcome of <strong>in</strong>terplay between more than just the weather conditions, or natural <strong>and</strong><br />

historic values. It is also the function of such factors as: availability of accommodation,<br />

the <strong>in</strong>terest<strong>in</strong>g recreational <strong>and</strong> cultural offer, accessibility of medical <strong>and</strong> spa services of<br />

the European st<strong>and</strong>ard, <strong>and</strong> the shopp<strong>in</strong>g offer. The Swedish <strong>and</strong> residents of the Kal<strong>in</strong><strong>in</strong>grad<br />

Circuit, for example, f<strong>in</strong>d the Gdańsk metropolis an attractive <strong>and</strong> popular place<br />

to do the shopp<strong>in</strong>g. On the other h<strong>and</strong>, many Norwegians, Germans, <strong>and</strong> British enjoy the<br />

tourist offer <strong>and</strong> the varied enterta<strong>in</strong>ment, <strong>and</strong> complement their stay reach<strong>in</strong>g for medical<br />

services, e.g. ophthalmological <strong>and</strong> dentistry cl<strong>in</strong>ics, or specialists <strong>in</strong> plastic surgery.<br />

Tourist flow <strong>in</strong> the Metropolis is also generated by ports. Every year over 100 cruisers call<br />

at the ports of Gdańsk <strong>and</strong> Gdynia with about 100 thous<strong>and</strong>s tourists on board.<br />

Many foreign tourists are the passengers of ferries operat<strong>in</strong>g between metropolis<br />

<strong>and</strong> Swedish ports, come for one day shopp<strong>in</strong>g or they are <strong>in</strong> transit.<br />

Consider<strong>in</strong>g the average daily spend<strong>in</strong>g of foreign tourists while <strong>in</strong> Pol<strong>and</strong>, which the<br />

Institute of Tourism <strong>in</strong> Warsaw estimates to oscillate around USD 92, one can deduce that<br />

the <strong>in</strong>come the metropolis earned on the visitors stay<strong>in</strong>g overnight st<strong>and</strong>s at about USD<br />

56.4 million. The ‘one-day’ visitors left another sum, at least comparable to the figure.<br />

GROWING HOTEL BASE<br />

The position of the metropolitan area as an important centre of tourism <strong>and</strong> bus<strong>in</strong>ess<br />

is reflected <strong>in</strong> the development of the hotel base. In 2007, the visitors could choose from<br />

72 facilities represent<strong>in</strong>g a range of st<strong>and</strong>ards. Hotels had over 4.4 thous<strong>and</strong> rooms <strong>and</strong><br />

more than 8.8 thous<strong>and</strong> beds to offer. Most hotel facilities available were of the three<br />

<strong>and</strong> two-star st<strong>and</strong>ards.<br />

The metropolis is ga<strong>in</strong><strong>in</strong>g new hotels year by year. On the photo, the Sheraton Hotel <strong>in</strong> Sopot, opened <strong>in</strong> 2008.<br />

The steadily grow<strong>in</strong>g number of hotel guests <strong>and</strong> the pend<strong>in</strong>g UEFA EURO 2012 Football<br />

Championships enhance <strong>in</strong>terest <strong>in</strong> build<strong>in</strong>g new, higher class hotels with conference<br />

<strong>and</strong> spa facilities, as well as tourist-class accommodation among the domestic <strong>and</strong> foreign<br />

<strong><strong>in</strong>vest</strong>ors.<br />

The year 2008 marked the open<strong>in</strong>g of e.g. the Sheraton Hotel <strong>in</strong> Sopot (5*), <strong>and</strong> the<br />

Hotel Gdańsk <strong>in</strong> Gdańsk (4*). Further three hotels are <strong>in</strong> construction <strong>in</strong> the same city:<br />

the Radisson SAS, Hilton, <strong>and</strong> Qubus. The projects of the IBB cha<strong>in</strong> hotels, <strong>and</strong> the Ibis<br />

<strong>and</strong> Etap tourist-class facilities are <strong>in</strong> their <strong>in</strong>itial stages of construction. Several other<br />

hotel sites are at the <strong><strong>in</strong>vest</strong>ment plann<strong>in</strong>g stage. New <strong><strong>in</strong>vest</strong>ment opportunities arise on<br />

attractively located estates offered by the local governments, <strong>and</strong> on sites of multi-functional<br />

large-scale centres planned by the developers. Among the latter, let us mention<br />

but e.g. the project envisag<strong>in</strong>g the development of the ex-shipyard estate <strong>in</strong> Gdańsk, or<br />

the expanse separat<strong>in</strong>g the port of Gdynia from the city, or the neighbourhood of the<br />

railway station <strong>in</strong> Sopot. The overall number of beds <strong>in</strong> the hotels of the Metropolitan<br />

Area is anticipated to exceed 20 thous<strong>and</strong> by the year 2012.<br />

METROPOLIS OF SPORT AND RECREATION<br />

Fans of sport <strong>and</strong> active leisure f<strong>in</strong>d the Bay of Gdańsk Metropolitan Area absolutely<br />

exceptional. The sports <strong>and</strong> recreational <strong>in</strong>frastructure <strong>in</strong> place enables them to <strong>in</strong>dulge<br />

<strong>in</strong> almost any discipl<strong>in</strong>e of <strong>in</strong>dividual sports <strong>and</strong> team games.<br />

The <strong>in</strong>frastructure base serv<strong>in</strong>g team games is steadily exp<strong>and</strong>ed. A Performance <strong>and</strong><br />

Sports Hall for 15 thous<strong>and</strong> spectators is now <strong>in</strong> construction on the border between<br />

Gdańsk <strong>and</strong> Sopot. Gdynia has already launched a Sports Hall tak<strong>in</strong>g an audience of<br />

4.5 thous<strong>and</strong> <strong>in</strong> (2008). Gdańsk, a host city of the EURO 2012 Championship football<br />

f<strong>in</strong>als, is build<strong>in</strong>g a football stadium capable of accommodat<strong>in</strong>g 44 thous<strong>and</strong> spectators.<br />

The two exist<strong>in</strong>g club football stadiums <strong>in</strong> Gdańsk <strong>and</strong> Gdynia have been thoroughly<br />

modernised <strong>in</strong> the recent years, several sports halls designated for tra<strong>in</strong><strong>in</strong>g <strong>and</strong> enterta<strong>in</strong>ment<br />

purposes <strong>and</strong> offered for hire to the residents for sports <strong>and</strong> recreation have<br />

been erected <strong>and</strong>/or modernised. Similar projects are taken all across the Metropolitan<br />

Area where the exist<strong>in</strong>g sports facilities are be<strong>in</strong>g revamped or entirely new sports <strong>and</strong><br />

recreational sites erected for the <strong>in</strong>habitants <strong>and</strong> tourists.<br />

The Metropolitan Area offers several score sports facilities fit for such sports discipl<strong>in</strong>es<br />

as squash or tennis. Out of the latter, the most widely known are the courts of the Sopot<br />

Tennis Club, host to the ATP Series <strong>in</strong>ternational competitions. Many courts are also<br />

available <strong>in</strong> the w<strong>in</strong>ter season.<br />

The Metropolis is also known for its decades’ long horse-rid<strong>in</strong>g traditions. Ow<strong>in</strong>g<br />

to the EU funds, the Sopot hippodrome <strong>in</strong> the very heart of the Metropolitan Area, once<br />

famous for the horse races <strong>and</strong> horse-rid<strong>in</strong>g competitions it used to organise, will be<br />

modernised.<br />

Intense effort is taken all across the Metropolitan Area to develop <strong>and</strong> exp<strong>and</strong> the <strong>in</strong>frastructure<br />

for all k<strong>in</strong>ds of water sports. W<strong>in</strong>dsurf<strong>in</strong>g <strong>and</strong> kite surf<strong>in</strong>g clubs have located<br />

their campuses along the beach. The best known are the Sopot Sail<strong>in</strong>g Club <strong>and</strong> the National<br />

Sail<strong>in</strong>g Centre. The competitors tra<strong>in</strong><strong>in</strong>g here have a record of victorious European<br />

<strong>and</strong> World Championships <strong>in</strong> sail<strong>in</strong>g <strong>and</strong> w<strong>in</strong>dsurf<strong>in</strong>g.<br />

In the summer, a number of sites right on the beach, <strong>and</strong> water sports centres offer light<br />

watercraft for hire: kayaks, water bicycles, row<strong>in</strong>g boats, motorboats, <strong>and</strong> sail<strong>in</strong>g boats.<br />

Sail<strong>in</strong>g clubs <strong>and</strong> the newly built mar<strong>in</strong>as take <strong>in</strong> seafar<strong>in</strong>g sail<strong>in</strong>g <strong>and</strong> motor yachts,<br />

<strong>and</strong> offer boats for hire. Expansion of network of the sailboat ports <strong>and</strong> harbours along<br />

the shores of the Bay of Gdańsk, the Vistula Delta, <strong>and</strong> the Vistula Lagoon, under the<br />

programme of revitalisation of <strong>in</strong>l<strong>and</strong> watercourses, st<strong>and</strong>s high on the priority lists<br />

of the local governments who aim at enhanc<strong>in</strong>g the attractiveness of the metropolis<br />

<strong>and</strong> region to tourists. In effect, excellent conditions for moor<strong>in</strong>g, garag<strong>in</strong>g, <strong>and</strong> repair<strong>in</strong>g<br />

boats have been created <strong>in</strong> the yacht<strong>in</strong>g ports <strong>and</strong> mar<strong>in</strong>as of Gdynia <strong>and</strong> Gdańsk.<br />

Sopot also <strong>in</strong>tends to jo<strong>in</strong> the exclusive group of the world’s sail<strong>in</strong>g ports plann<strong>in</strong>g<br />

to build a mar<strong>in</strong>a on the shoulder of the world’s longest wooden pier.<br />

The Metropolitan Area has an odd dozen swimm<strong>in</strong>g pools to choose from, headed by<br />

the Sopot aqua park complex of pools. Other sites of the k<strong>in</strong>d are planned e.g. <strong>in</strong> Gdańsk<br />

<strong>and</strong> Reda. There are three golf courses located <strong>in</strong> the immediate neighbourhood of the<br />

metropolis: the Sierra Golf Club <strong>in</strong> Piętkowice near Wejherowo, the Postołowo Golf Club<br />

<strong>in</strong> Postołowo, <strong>and</strong> the Tokary Golf Club <strong>in</strong> Tokary.<br />

The consequently developed sports <strong>in</strong>frastructure serves as the arena for professional<br />

team contests. The league games held on stadiums <strong>and</strong> <strong>in</strong> sports halls gather tens of<br />

thous<strong>and</strong>s of fans every year. The Metropolitan Area takes pride <strong>in</strong> its two teams play<strong>in</strong>g<br />

<strong>in</strong> the football Premier League: Lechia Gdańsk <strong>and</strong> Arka Gdynia. High <strong>in</strong> the men’s<br />

basketball tables is the Assecco Prokom Sopot team, <strong>and</strong> their women’s counterpart:<br />

Lotos PKO BP Gdynia. Fans of volleyball gather to watch matches played by the first<br />

<strong>and</strong> second league men’s teams of Trefl Gdańsk <strong>and</strong> GTS Gdańsk, <strong>and</strong> women’s teams<br />

of Energa Gedania II Gdańsk, <strong>and</strong> EC Wybrzeże TPS Rumia. H<strong>and</strong>ball is also well represented<br />

<strong>in</strong> the Area <strong>in</strong> terms of both the players, <strong>and</strong> match events held. Two women’s<br />

teams: KS Łączpol Gdynia <strong>and</strong> Dablex AZS AWFiS Gdańsk, <strong>and</strong> a men’s team of KS AZS-<br />

AWFiS Gdańsk are ranked <strong>in</strong> the h<strong>and</strong>ball prime league. The Metropolis is a strong national<br />

centre of rugby. The top positions <strong>in</strong> the national tables <strong>in</strong> the discipl<strong>in</strong>e belong to:<br />

Lechia Gdańsk, Arka Gdynia, <strong>and</strong> Ogniwa Sopot. High level of mastery can also be found<br />

<strong>in</strong> c<strong>in</strong>der-track motor rac<strong>in</strong>g represented by the club team of GKŻ Wybrzeże, <strong>and</strong> hockey<br />

with the prime league team of GKS Stoczniowiec Gdańsk.<br />

All <strong>in</strong> all, fans cheer<strong>in</strong>g their clubs on the way to the highest trophies cannot compla<strong>in</strong><br />

of shortage of excit<strong>in</strong>g sports events. The league teams <strong>and</strong> their players are sponsored<br />

by large regional companies which <strong>in</strong> this way turn the idea of corporate social responsibility<br />

<strong>in</strong>to flesh.<br />

HEALTH AND BEAUTY<br />

The health service system of both public <strong>and</strong> non-public status is well developed <strong>in</strong> the<br />

Bay of Gdańsk Metropolitan Area. Medical services <strong>in</strong> the metropolis can be obta<strong>in</strong>ed<br />

from over 250 various health care entities <strong>and</strong> almost 500 apothecaries.<br />

The health care system is based on a network of privately-owned health care centres<br />

provid<strong>in</strong>g basic medical services. These are complemented with a network of centres<br />

offer<strong>in</strong>g advanced medic<strong>in</strong>e (hospitals), owned mostly by the local governments.<br />

Rheumatologic Hospital. Gdańsk was the first city <strong>in</strong> Pol<strong>and</strong> to have a private hospital,<br />

The Metropolitan Area, particularly the city of Sopot, is also known for its unique heal<strong>in</strong>g<br />

values. SPA services are available from many specialist medical centres, however the best<br />

known are the SPA facilities of the Nadmorski hotel (Gdynia), Haffner hotel (Sopot), <strong>and</strong><br />

Sheraton hotel (Sopot).<br />

The first privately-owned hospital <strong>in</strong> Pol<strong>and</strong> was built <strong>in</strong> the Gdańsk Metropolitan Area<br />

by the listed SWISSMED company. The Metropolitan Area will soon ga<strong>in</strong> a modern Academic Centre of Invasive Medic<strong>in</strong>e.<br />

Tourist Heaven<br />

EURO 2012<br />

In the year 2012 the Gdańsk Metropolitan Area will host football teams participat<strong>in</strong>g <strong>in</strong> the<br />

European Football Championship, EURO 2012. The matches will be held at the modern football<br />

stadium capable of tak<strong>in</strong>g the audience of 44 thous<strong>and</strong>, currently <strong>in</strong> construction <strong>in</strong> the<br />

Letnica district of Gdańsk. While the responsibility for the erection of the stadium rests with<br />

the Gdańsk city authorities, organisation of a sports event of that scale requires engagement<br />

on the part of all local governments of the Metropolitan Area, especially as concerns transport,<br />

accommodation, cater<strong>in</strong>g, <strong>and</strong> public security. These needs call for <strong>in</strong>tensive development<br />

of the exist<strong>in</strong>g <strong>in</strong>frastructure which, once the EURO 2012 games are over, will serve the residents<br />

<strong>and</strong> the visitors to the metropolis.<br />

The most vital projects required to accompany the erection of the football stadium <strong>in</strong> connection<br />

with host<strong>in</strong>g the EURO 2012, <strong>in</strong>clude:<br />

• enlargement of the Lech Wałęsa airport,<br />

• redevelopment of the road lead<strong>in</strong>g from the airport to the stadium (Słowackiego Street),<br />

• build<strong>in</strong>g of the metropolitan railway l<strong>in</strong>e to l<strong>in</strong>k the airport with Gdańsk <strong>and</strong> Gdynia,<br />

• construction of the southern r<strong>in</strong>g road, <strong>and</strong> the Sucharski Route together with the tunnel<br />

under the Dead Vistula canal,<br />

• erection of a congress <strong>and</strong> exhibition centre <strong>in</strong> the neighbourhood of the new football<br />

stadium,<br />

• build<strong>in</strong>g of new accommodation facilities,<br />

• modernisation <strong>and</strong> expansion of the medical base.<br />

Most of the <strong><strong>in</strong>vest</strong>ment projects accompany<strong>in</strong>g the stadium erection <strong>and</strong> organisation of the<br />

EURO 2012 are already under way or well advanced <strong>in</strong> their preparation for implementation.<br />

TOWARDS THE EUROPEAN CAPITAL OF CULTURE<br />

The Bay of Gdańsk Metropolitan Area offers a broad range of cultural events <strong>and</strong> cyclical<br />

ventures to its residents <strong>and</strong> visitors. The popularity of the seashore agglomeration is<br />

largely due to its cultural calendar. Boredom <strong>in</strong> the Metropolis is unheard of, <strong>and</strong> the<br />

kaleidoscope of the liv<strong>in</strong>g styles <strong>and</strong> paths f<strong>in</strong>ds its way to the highly varied cultural offer<br />

which <strong>in</strong>cludes occasions of the world format.<br />

Metropolitan Area.<br />

The rich cultural offer has always someth<strong>in</strong>g of <strong>in</strong>terest to the residents <strong>and</strong> visitors alike,<br />

irrespective of the season.<br />

Appreciat<strong>in</strong>g the role of culture <strong>in</strong> the lives of the <strong>in</strong>habitants <strong>and</strong> tourists, the local<br />

governments take numerous steps to modernise <strong>and</strong> exp<strong>and</strong> the exist<strong>in</strong>g <strong>in</strong>frastructure.<br />

The flagship projects <strong>in</strong> the field, both completed <strong>and</strong> planned, <strong>in</strong>clude:<br />

• HEVELIANUM Centre – adaptation of the historic military complex to accommodate<br />

a centre of education <strong>and</strong> recreation <strong>in</strong> Gdańsk,<br />

• amber route – reconstruction of a Roman trad<strong>in</strong>g post <strong>in</strong> Pruszcz Gdański;<br />

• extension to the National Museum <strong>in</strong> Gdańsk,<br />

• modernisation of the Forest Opera <strong>in</strong> Sopot,<br />

• erection of an early Mediaeval stronghold <strong>in</strong> Sopot,<br />

WORTH SEEING IN THE GDAŃSK METROPOLITAN AREA AND THE POMERANIAN REGION<br />

The Royal Route <strong>and</strong> the Historic<br />

Sites of the Ma<strong>in</strong> City <strong>in</strong> Gdańsk<br />

Rank<strong>in</strong>g among the largest <strong>and</strong> most<br />

beautiful architectural complexes of<br />

historic value <strong>in</strong> Pol<strong>and</strong> <strong>and</strong> Northern<br />

Europe, it is a must for every tourist.<br />

The route runn<strong>in</strong>g the course of Long<br />

Street <strong>and</strong> Long Market, from the Golden<br />

Gate to the Green Gate, evokes<br />

awe <strong>and</strong> wonder with its facades of rich<br />

burger townhouses <strong>and</strong> build<strong>in</strong>gs of<br />

stature, <strong>in</strong>clud<strong>in</strong>g the most impressive<br />

<strong>and</strong> most valuable Artus Court <strong>and</strong> the<br />

Town Hall of the Ma<strong>in</strong> City. All around<br />

the route stretch blocks <strong>and</strong> quarters of<br />

the historical architecture <strong>in</strong>terspersed<br />

with authentic gems <strong>in</strong>stantly associated<br />

with Gdańsk – St Mary’s Church, the<br />

world’s largest brick shr<strong>in</strong>e of the Gothic<br />

Kościuszko Square <strong>in</strong> Gdynia<br />

The Square is where Gdynia merges with<br />

the sea reveal<strong>in</strong>g the mar<strong>in</strong>e heritage of<br />

the place. It is also one of the favourite<br />

sites to take a leisurely stroll, appreciated<br />

by the visitors <strong>and</strong> locals alike, <strong>and</strong><br />

a popular open air stage for concerts,<br />

picnics, <strong>and</strong> other mass events. Here<br />

too, is the permanent moor<strong>in</strong>g site of<br />

the historic vessels: the ORP Błyskawica<br />

[Lightn<strong>in</strong>g Navy Vessel] <strong>and</strong> the Dar Pomorza<br />

tall ship [Gift of Pomerania]. Cruisers,<br />

visit<strong>in</strong>g naval fleets, <strong>and</strong> tall ships<br />

berth here. The <strong>in</strong>com<strong>in</strong>g water tram<br />

shuttles <strong>and</strong> white fleet vessels will stop<br />

here. Out of many sites of <strong>in</strong>terest <strong>in</strong> the<br />

neighbourhood one should mention<br />

the Gdynia Aquarium, popular especially<br />

among children <strong>and</strong> teenagers,<br />

a modern sail<strong>in</strong>g boat mar<strong>in</strong>a, <strong>and</strong> many<br />

gourmet’s nooks.<br />

The Sopot Pier<br />

This longest European wooden pier<br />

(511.5 m) spann<strong>in</strong>g the Sopot beach is<br />

the place to take a recreational <strong>and</strong> therapeutic<br />

walk (the iod<strong>in</strong>e concentration<br />

at the outermost seaward tip is twice<br />

the level recorded on shore). The pier<br />

is the stage of numerous festivals <strong>and</strong><br />

a l<strong>and</strong><strong>in</strong>g place for the white fleet vessels<br />

<strong>and</strong> water taxis. The pier offers an<br />

excellent vantage po<strong>in</strong>t to watch the<br />

World Sail<strong>in</strong>g Championships, the Baltic<br />

Cup <strong>in</strong> W<strong>in</strong>dsurf<strong>in</strong>g, or the Sopot Triathlon<br />

on the bay waters.<br />

The Sopot pier is composed of two sections:<br />

the famous wooden promenade,<br />

<strong>and</strong> the Spa Square on l<strong>and</strong>, where<br />

concerts <strong>and</strong> festivities are held. Surround<strong>in</strong>g<br />

the place is the unique F<strong>in</strong> de<br />

Siecle spa architecture.<br />

St Mary’s Assumption Gothic<br />

Nunnery Church <strong>in</strong> Żukowo<br />

The orig<strong>in</strong>s of the shr<strong>in</strong>e go back to mid<br />

14. century. The first unquestionable<br />

mention of the already exist<strong>in</strong>g nunnery<br />

church is dated 1462. The church served<br />

the nuns <strong>and</strong> the Żukowo population<br />

for ages. The most precious element<br />

of its fixtures is the 16. century altar<br />

from Antwerp, now flank<strong>in</strong>g the ma<strong>in</strong><br />

altar on the right. The latter, depict<strong>in</strong>g<br />

St Mary’s Assumption, is dated to the<br />

17. century. Equally <strong>in</strong>terest<strong>in</strong>g are: the<br />

Baroque pulpit, choir balustrade, numerous<br />

pa<strong>in</strong>t<strong>in</strong>gs <strong>and</strong> ornamentation.<br />

Adjacent to the church is the Parish<br />

Museum with a collection of canonicals<br />

<strong>and</strong> liturgical accessories orig<strong>in</strong>at<strong>in</strong>g<br />

from the Żukowo nunnery on display.<br />

A separate exhibition is devoted to the<br />

Kashubians <strong>and</strong> the Kashubian embroidery<br />

of the Żukowo school.<br />

Tourist Heaven<br />

Build<strong>in</strong>gs <strong>and</strong> hydrotechnical<br />

<strong>in</strong>stallations of the early 20. century<br />

power plant <strong>in</strong> Rutki<br />

Rutki is the name of one of the oldest<br />

<strong>and</strong> still operated power plants <strong>in</strong> Pomerania.<br />

It was built <strong>in</strong> 1910 <strong>in</strong> the Radunia<br />

River Valley, below the breakthrough<br />

section of the river course. A low<br />

dam holds back the water which forms<br />

a small pond accumulat<strong>in</strong>g 4 million<br />

cubic metres of water. An artificial canal<br />

directs the water from the pond to the<br />

power station where it falls down to two<br />

Francis turb<strong>in</strong>es <strong>in</strong>stalled 12 metres below.<br />

Their aggregate capacity is 560 kW.<br />

Surviv<strong>in</strong>g too, are the nearby dwell<strong>in</strong>gs<br />

of the power station crew. The plant neighbours<br />

on a truss bridge rest<strong>in</strong>g on<br />

30 metre high columns, a popular meet<strong>in</strong>g<br />

place of dedicated wall climbers<br />

<strong>and</strong> bungee jumpers.<br />

Rais<strong>in</strong>g of the Cross Church <strong>in</strong> Pruszcz<br />

Gdański<br />

An authentic 14. century structure,<br />

with a beautiful Renaissance pulpit <strong>and</strong><br />

a Baroque organ prospectus.<br />

The church, erected on a slight elevation<br />

on the bank of the Radunia canal<br />

<strong>and</strong> sheltered by the surround<strong>in</strong>g old<br />

tree st<strong>and</strong>, is one of the earliest surviv<strong>in</strong>g<br />

rema<strong>in</strong>s of the town settlement<br />

of Pruszcz Gdański.<br />

Truss bridge <strong>in</strong> Rutki – ideal place for wall climb<strong>in</strong>g<br />

<strong>and</strong> bungee jump<strong>in</strong>g.<br />

The Tri-City L<strong>and</strong>scape Park<br />

The woodl<strong>and</strong>s stretch<strong>in</strong>g over more than 20 thous<strong>and</strong> hectares offer exquisite opportunities<br />

for foot walks, cycl<strong>in</strong>g, <strong>and</strong> classical ski<strong>in</strong>g. The park overgrows a range of mora<strong>in</strong>e<br />

hills carved deep by numerous crisscross<strong>in</strong>g brooks. This is where many tourist tracks<br />

beg<strong>in</strong>. The woodl<strong>and</strong>s of the park are the lungs of the Gdańsk Metropolitan Area.<br />

The Tri-City L<strong>and</strong>scape Park – the lungs of the Gdańsk Metropolitan Area.<br />

Hel Pen<strong>in</strong>sula<br />

This 35-kilometre long pen<strong>in</strong>sula is actually a s<strong>and</strong>y dune. Tucked along its shores are<br />

many fish<strong>in</strong>g towns <strong>and</strong> settlements of unique features. They are excellent locations for<br />

water sports. The pen<strong>in</strong>sula is strewn with surviv<strong>in</strong>g rema<strong>in</strong>s of authentic military structures,<br />

mostly from World War Two. To get to the pen<strong>in</strong>sula, you can travel by car, tra<strong>in</strong>,<br />

bike, or the water tram shuttle which travels between the pen<strong>in</strong>sula <strong>and</strong> the cities of the<br />

Bay of Gdańsk Metropolitan Area <strong>in</strong> the summer.<br />

Puck Bay<br />

Nicknamed the ‘Little Sea’, the bay is a bas<strong>in</strong> known <strong>in</strong> Europe for the excellent conditions<br />

one can f<strong>in</strong>d here to <strong>in</strong>dulge <strong>in</strong> many water sports, such as w<strong>in</strong>dsurf<strong>in</strong>g, kite<br />

surf<strong>in</strong>g, or sail<strong>in</strong>g. In the w<strong>in</strong>ter, you can also try your skills on the ice. Boat ports <strong>and</strong><br />

harbours are <strong>in</strong> Puck, Chałupy, Kuźnica, Jastarnia, <strong>and</strong> Jurata. The bay is also an excellent<br />

angl<strong>in</strong>g spot.<br />

Slov<strong>in</strong>ian National Park<br />

The site is just one of the 23 national parks of Pol<strong>and</strong>, but its nature is unique. In 1977<br />

UNESCO listed it among the World Nature Reserves. W<strong>and</strong>er<strong>in</strong>g dunes which shape the<br />

l<strong>and</strong>scape turn<strong>in</strong>g it <strong>in</strong>to a desert of unmatched features are the key attraction of the<br />

park. The nearby village of Kluki is the location of the Slov<strong>in</strong>ian Village Museum.<br />

W<strong>and</strong>er<strong>in</strong>g dunes are the ma<strong>in</strong> attraction of Slov<strong>in</strong>ian National Park.<br />

Kashubian Lake District<br />

The District stretches from the Baltic coast <strong>in</strong> the north to the southern borders of the<br />

Pomeranian region. The l<strong>and</strong> is a natural leisure base for the <strong>in</strong>habitants of the metropolis.<br />

The picturesque mora<strong>in</strong>e hills are dotted with long str<strong>in</strong>gs of ribbon lakes, which<br />

highlight the l<strong>and</strong>scape of unusual beauty. In the quiet <strong>and</strong> peace of this virtually undiscovered<br />

part of the country sail<strong>in</strong>g is ga<strong>in</strong><strong>in</strong>g <strong>in</strong> popularity. We recommend visit<strong>in</strong>g the<br />

Kashubian Ethnographic Park <strong>in</strong> Wdzydze Kiszewskie.<br />

Kashubian Lake District is the natural leisure base for locals <strong>and</strong> tourists.<br />

The Teutonic Castle <strong>in</strong> Malbork<br />

Centuries ago, Malbork used to be the capital of the state set up by the Teutonic Order.<br />

The castle is the largest brick fortress of Europe. Also recognised as one of the largest<br />

castle compounds <strong>in</strong> the world, <strong>in</strong> 1997 it was entered <strong>in</strong> the UNESCO World List of Cultural<br />

Heritage.<br />

Cooperation<br />

EFFECTIVE METROPOLIS: THE GLOBAL AND LOCAL PERSPECTIVES<br />

To achieve the tasks ensur<strong>in</strong>g from the local <strong>and</strong> regional policies, it is necessary to undertake<br />

many ventures whose range stretches beyond the borders of any particular city<br />

or commune. This is particularly true of the <strong>in</strong>frastructural projects which frequently affect<br />

from several to ten or more towns <strong>and</strong> communes. Cooperation of that scale is well<br />

exemplified by the operations of the Metropolitan Transport Association of the Bay of<br />

Gdańsk. The purpose of the organisation is to put <strong>in</strong> place an <strong>in</strong>tegrated system of public<br />

transport. The current priority is the <strong>in</strong>troduction of the metropolitan ticket to enable<br />

the holders to use different types of transport <strong>in</strong> any of an odd dozen cities, towns, <strong>and</strong><br />

communes. The objectives adopted by the association further <strong>in</strong>clude coord<strong>in</strong>ation of<br />

various means of transport (buses, trams, trolleys, swift commuter tra<strong>in</strong>), comb<strong>in</strong>ed with<br />

establishment of a network of modern transport hubs to facilitate <strong>in</strong>terchanges, <strong>in</strong>clud<strong>in</strong>g<br />

the change from the private car to public transport.<br />

The communal unions provide another metropolitan forum for solv<strong>in</strong>g issues connected<br />

with environment protection, water management, <strong>and</strong> waste utilisation. The ‘Reda<br />

<strong>and</strong> Chylonka Valleys’ Municipal Commune Union formed by five urban agglomerations<br />

(Gdynia, Sopot, Rumia, Reda, <strong>and</strong> Wejherowo) <strong>and</strong> two rural communes (Kosakowo, <strong>and</strong><br />

Wejherowo), has for years successfully performed the tasks taken over from the local governments,<br />

relat<strong>in</strong>g to the provision of water supply, sewage collection <strong>and</strong> treatment,<br />

heat supply, waste management, environment protection, <strong>and</strong> environmental education.<br />

Communal sewage management <strong>and</strong> treatment is also tackled jo<strong>in</strong>tly by the rural communes<br />

of Stegna <strong>and</strong> Sztutowo via their ‘MIERZEJA’ Municipal Union.<br />

Many countryside communes <strong>in</strong> the Metropolitan Area are members of the regional Pomeranian<br />

Association of Rural Communes. The aim of this organisation is to support the<br />

local governments <strong>in</strong> search for the means, tools, <strong>and</strong> sources of f<strong>in</strong>ance for projects<br />

related to environment conservation, education, <strong>and</strong> fire protection. The association is<br />

<strong>in</strong>volved <strong>in</strong> implement<strong>in</strong>g projects f<strong>in</strong>anced from the EU funds, geared towards improv<strong>in</strong>g<br />

the educational system <strong>and</strong> solv<strong>in</strong>g the environmental problems.<br />

Susta<strong>in</strong>ed development of maritime economy is another area which the local governments<br />

address h<strong>and</strong> <strong>in</strong> h<strong>and</strong>. The authorities of the coastal communities work towards<br />

exert<strong>in</strong>g a jo<strong>in</strong>t impact on various l<strong>in</strong>es of development of that particular economy sector<br />

via the forum of the Union of Sea Towns <strong>and</strong> Communes. The organisation groups<br />

32 local governments, <strong>in</strong>clud<strong>in</strong>g about a dozen towns <strong>and</strong> communes of the metropolis.<br />

So far, the union has presented a common st<strong>and</strong><strong>in</strong>g of the local authorities <strong>in</strong> matter<br />

such as the development of sea tourism, amendments to the act on seaports, the issues<br />

of reviv<strong>in</strong>g <strong>in</strong>l<strong>and</strong> roads, or improv<strong>in</strong>g accessibility of ports from the l<strong>and</strong>.<br />

The communes of the Metropolis are also engaged <strong>in</strong> the works of the ‘Pomorskie <strong>in</strong> the<br />

European Union’ Association. The association aims at assist<strong>in</strong>g local governments <strong>in</strong> the<br />

process of apply<strong>in</strong>g for the EU funds available under various operational programmes.<br />

Rais<strong>in</strong>g the level of know-how <strong>and</strong> transferr<strong>in</strong>g good practices <strong>and</strong> experience <strong>in</strong>to the<br />

local reality are the areas where the local governments of the Metropolitan Area have<br />

been highly active at the <strong>in</strong>ternational level. Krynica Morska can serve us as a good<br />

example. The town, together with its peers, i.e. the towns of Łeba, Ner<strong>in</strong>ga (Lithuania),<br />

Borgholm (Sweden), Morbylanga (Sweden), Hohnstorf (Germany), <strong>and</strong> Com<strong>in</strong>es (Belgium)<br />

participates <strong>in</strong> the EU Town Tw<strong>in</strong>n<strong>in</strong>g partnership programme.<br />

One of the prime organisations formed to act to the benefit of the coastal regions is the<br />

Union of the Baltic Cities. The local governments of Gdańsk, Sopot, Gdynia, Reda, Pruszcz<br />

Gdański, <strong>and</strong> Krynica Morska hold membership <strong>in</strong> the Union.<br />

Another organisation of major importance <strong>in</strong> which Gdańsk is actively <strong>in</strong>volved, is the<br />

Union of Hanseatic Cities whose orig<strong>in</strong>s go back to the Middle Ages. The organisation<br />

focuses on tighten<strong>in</strong>g cooperation between the Hanseatic cities <strong>in</strong> a dozen or so countries<br />

of Europe, ma<strong>in</strong>ly <strong>in</strong> the spheres of cultural, economic, <strong>and</strong> youth exchange, <strong>and</strong><br />

tourism.<br />

The cities, towns, <strong>and</strong> communes of the Metropolitan Area have built a dense network<br />

of work<strong>in</strong>g relationships with their sister local governments abroad. In total figures, cooperation<br />

is ma<strong>in</strong>ta<strong>in</strong>ed with more than 100 local authorities on 3 cont<strong>in</strong>ents. The relationships<br />

<strong>in</strong>volve ma<strong>in</strong>ly cultural, <strong>and</strong> economic contacts, youth exchange, sport, <strong>and</strong><br />

promotion. Members of the local authorities also share their experience <strong>and</strong> know-how<br />

<strong>in</strong> management of units of territorial self-government.<br />

The local governments of the Metropolitan Area actively participate <strong>in</strong> <strong>in</strong>ternational cooperation between<br />

partner towns <strong>and</strong> communes.<br />

Non-governmental organisations play a vital role <strong>in</strong> the work<strong>in</strong>gs of the metropolis, s<strong>in</strong>ce<br />

they are the actual implementers of many l<strong>in</strong>es <strong>in</strong> the social <strong>and</strong> economic policies. In<br />

a number of areas, the organisations either substitute, or complement the local authorities<br />

<strong>in</strong> their operations. The spheres <strong>in</strong> which the two meet <strong>in</strong>clude e.g.:<br />

• social aid,<br />

• counteract<strong>in</strong>g social pathologies <strong>and</strong> exclusion,<br />

• health protection,<br />

• research <strong>and</strong> educational actions,<br />

• cultural activities <strong>and</strong> <strong>in</strong>itiatives connected with cherish<strong>in</strong>g the cultural heritage,<br />

• environment protection,<br />

• human resources development,<br />

• <strong>in</strong>itiatives connected with rais<strong>in</strong>g the efficiency of the local <strong>in</strong>frastructure.<br />

Non-governmental organisations operate on support from donors (some enjoy the status<br />

of public benefit organisations), grants from the local authorities earmarked for the tasks<br />

rest<strong>in</strong>g with<strong>in</strong> the responsibility of public adm<strong>in</strong>istration, <strong>and</strong> subsidies from the European<br />

Union operational programmes. Across the Pomeranian region there are several thous<strong>and</strong><br />

non-governmental organisations. Their sheer number is the best evidence of the pro-active<br />

stance <strong>and</strong> sense of civic responsibility among the residents of the region.<br />

Partnership cooperation between local governments, <strong>in</strong>stitutions, <strong>and</strong> bus<strong>in</strong>esses translates e.g. <strong>in</strong>to<br />
