Welcome to Germany!<br />

Dear athletes and guests,<br />

It is an honour and pleasure as well for the <strong>DJK</strong>-<strong>Sportverband</strong> (German Sport<br />

Association), to cordially welcome all sportsmen and sportswomen, assistants<br />

and guests coming from 9 nations this summer.<br />

With its sports park and the Wedau School of Physical Education, Duisburg is<br />

a unique place in Germany and highly eligible for hosting the FICEP-Games<br />

here.<br />

The <strong>DJK</strong> cannot imagine a FICEP without its games. Having seven professional<br />

teams which hold their competitions with us, possess a special challenge<br />

enhancing the ultimate and authentic „FICEP-FEELING“. The result matters<br />

but the experience even more!<br />

We look forward to having four exciting days in the Ruhr-Metropolis and we<br />

wish all participants from the different nations, a lot of luck and to the audience<br />

faire and entertaining games and sovereignty to the organizational<br />

committee while managing the competition.<br />

We hope the FICEP-Games 2012 will set new standards again this year.<br />

We look forward to a colourfull mix of flags and to having more than 700<br />

guests!<br />

Innenhafen (internal harbor), Forum, Casino, Landscape Park, Zoo – The list with attractions<br />

is ling. Duisburg is in many aspects a versatile city: Visit attractions, experience sun and water,<br />

Located right in the centre, facing the CityPalais, you will find the new „gute Stube der<br />

Stadt“, the “Forum Duisburg“, with approx. 60.000 m² Retail and Food stores as well as<br />

The Shopping-Mall offers numerous opportunities for a daily shopping tour. Various und attractive<br />

are also ist food and restaurant facilities.<br />

• Theater Duisburg<br />

Centrally located in the heart of the city, it belongs to one of the most distinguishable monuments<br />

in the city. The front entrance will remind of an ancient Temple entrance.<br />

The Theater association of the two cities of Düsseldorf and Duisburg has been existing since<br />

1956 and is recognized as one of the leading houses for ballet and opera in Germany<br />

• The Internal Harbour of Duisburg “Innenhafen Duisburg“<br />

A popular destination for a visit or to eat out is the internal harbour in Duisburg. It is very<br />

vibrant here, whether you are on land or on water. Experience the Internal Harbour with its<br />

numerous pubs, bars and cafés or just discover the area while being on a boat tour in the<br />

harbour.<br />

• Waterworld Wedau Sportpark Duisburg<br />

The Sportpark Duisburg comprises a total dimension of about 200 Hektar, from which 56<br />

hektar are part of the water surface. At the location you can find many different sport facilities.<br />

Thus it is considered to be one of the largest and most versatile sport and recreational<br />

areas in entire Germany. It is located next to Sportschule Wedau!<br />

• Landscape Park Duisburg-Nord<br />

Recreation, Experience, Culture and a lot of fun – there is no other park which is as wideranging<br />

and diverse as the Landscape Park “Landschaftspark Duisburg-Nord”.<br />

• LEGOLAND Discovery Centre Duisburg<br />

Duisburgs latest leisure attraction at the “Werhahnspeicher am Philosophenweg“ involves its<br />

visitors daily in an interactive journey in the world of coloufu Lego Stones daily from 10 am<br />

to 07 pm.<br />

• Duisburg Zoo<br />

The Duiburg Zoo hasn’t been just a compilation of cages and enclosures with some exotic<br />

animals for many years now, but rather a harmony of attractive landscaping, biotopical presentations<br />

and possession of endangered species in large stalls and enclosures.<br />

Sechs-Seen-Platte (six lakes)<br />

One of the largest recreational areas in the metropolitan area<br />

of Duisburg is located just a few kilometres outisde the city and in<br />

direct neighbourhood to “Sportpark Wedau”.<br />

Anti-Doping-Campaign<br />

Nowadays, doping unfortunately is part of the professional sport just as triumphs, medals<br />

and world records. Victories which are supported by the use supplements are really tempting.<br />

Their ambitious supporters are also trainers, medical doctors or functionaries.<br />

Doping not only worsened the sportsmen’s health condition but it has also cost many their<br />

lives. In each way doping poses a risk and danger to humans. If doping was legalized it would<br />

mean that everyone would have an equal advantage but then it would more likely be about<br />

having a competition for the most efficient method of doping, the motto would be:”Who has<br />

the best dope”?<br />

Goal of the Anti-Doping-Campaign<br />

Prevention is the major starting point for future improvements. The development and preparation<br />

of information and educational material regarding the topic”sport and doping “are<br />

part of the FICEP’s core duty. The linked members and associations are requested to generate<br />

obligatory educational seminars for their trainers.<br />

The FICEP requests all member associations to implement anti doping methods in their respective<br />

areas of responsibility.<br />

- Education for supervisors and trainers<br />

- Active contributions by atheletes fighting the use doping material<br />

The FICEP is determined to implement the suggested measures with its highest devotion.<br />

Doping-Control Measures<br />

The current anti-doping-code (ADC) by the ‘FICEP’ dated 29. April 2011, Nada and WADA is<br />

valid. Spontaneous doping controls are to be executed. The chosen athletes have to report, if<br />

asked to, within one hour after the finished competition at the doping control station.<br />

Due to identification purposes an ID-Card or passport should be presented.<br />

The medical database by the WADA as well as the ‚NADAMed‘facilitates athletes and supervisors,<br />

to get quick information on the doping relevance of drugs. The database includes a range<br />

of frequently requested or prescribed drugs. Athletes and their active physicians can apply<br />

for a medical exception – if the treatment of chronic diseases requires drugs or methods with<br />

illicit substances.<br />

Details on how to apply for a certificate of exemption are also to be found at the database of<br />

‚NADAMed‘(www.nada-bonn.de. The application must be presented to the FICEP at least 30<br />

business days before the competition.<br />

Each participant, athlete, trainer, supervisor, physician, etc. must present a statement of<br />

Statement of Commitment By the athletes of the FICEP<br />

A successful fight against doping is also not imaginable in public without active assistance<br />

by FICEP athletes. A major contribution is particularly the statement of commitment<br />

shown below by the athletes.<br />

Declaration of Honour and Commitment<br />

For physicians, veterinary doctors, physiotherapists, trainer, leading specialists<br />

and supervisors<br />

The dignity and the physical integrity of each athlete is the basis of a faire athletic<br />

competition.<br />

Each manipulation, in particular the use of doping, violates this dignity and ethic basics<br />

of the sport. Therefore, the fight against doping is of crucial importance for the<br />

credibility of the sport.<br />

For the FICEP I hereby declare:<br />

1. Doping poses not only a health risk for athletes but also a clear violation against<br />

the spirit of the sport and against the principle of fairness.<br />

2. Not at any time, have I distributed, applied, made accessible or prescribed or<br />

employed any methods, which would violate the active national or international anti<br />

doping regulations.<br />

3. I will also protect the dignity of each athlete in the future. And I will not participate<br />

in any doping measures. I acknowledge the respective anti doping regulations,<br />

in particular the, WADA-Code, NADA-Code and the Anti-Doping-Code (ADC) by the<br />

FICEP. I am aware of the fact that dealing and distribution as well as the possession<br />

of doping material is against the law.<br />

4. I acknowledge that a violation of the anti doping regulations can lead to far-reaching<br />

consequences.<br />

Basketball<br />

1. Principles<br />

It is to play according FIBA regulations. After a well-reasoned petition by the organizer the sports<br />

commission determined to admit participants of other nations and clubs.<br />

Following categories are offered:<br />

. Youth A m + w 16 / 17 / 18 years (2012: 01/01/1994 until 31/12/1996)<br />

. Youth B m + w 14 / 15 years (2012: 01/01/1997 until 31/12/1998)<br />

3. <strong>Competition</strong> Programme<br />

When there are up to five set up teams the games is played in the „Championship“ manner(everyone<br />

against everyone), beginning from 6 teams groups are to be formed<br />

Matchdurance: 4 x 10 Minutes 4 Teams foul per Quarter determined at the end of the game will give a<br />

5 minute over time.<br />

4. Rankings<br />

For the rankings the score is calculated as the following:<br />

1. won match = 2 points<br />

2. lost match (including cancellation owing to a lack of players) = 1 point<br />

3. no presence or exclusion = 0 points<br />

4. When the game is played the “championship“ way - rankings are determined as follows:<br />

• If two teams are equal, the direct contact will decide.<br />

• If the total score and the average score, resulting from the direct contact are equal, the ave<br />

rage score of games played by the two teams in their group is to be determined.<br />

• If more than two teams are equal, a ranking list on basis of the games played with each other<br />

is to be set up.<br />

• If the teams still have equal scores, the average score among teams with eaqual scores is to<br />

be determined.<br />

• If the teams still have equal scores, the average score of all the games played in the group<br />

has to be determined.<br />

• If still more than two teams have equal scores during this qualification then it is to be deter<br />

mined according to the above mentioned points one and two.<br />

• If the teams with equal scores have been reduced to two teams the qualification procedure<br />

starts from point three again.<br />

5. The average score is always calculated by a division<br />

Exception: If only two teams participate in a competition, and the situation cannot be solved by the<br />

mentioned procedure (average score by division), then the higher number of successful baskets will<br />

determine the rank. Should the teams still be equal then a lottery will determine.<br />

5. Set Up of the Delegation<br />

After a well-reasoned petition by the organizer the sports commission determined to admit participants<br />

of other nations and clubs.<br />

2. Age Groups<br />

The following categories are offered:<br />

- Females and Males (2008: born in 01/01/1987 or after)<br />

3. <strong>Competition</strong> Programme<br />

It is subject to be played “one against all“when having up to five teams. Beginning from six<br />

teams groups are to be formed.<br />

4. Rankings<br />

When the score is even - rankings are determined as follows:<br />

1. Higher set difference (Difference between players with equal score)<br />

2. higher set difference/rate (difference from…among each other)<br />

The competitions are disputed as per the IJF/FIJ regulations.<br />

After a well-reasoned petition by the organizer the sports commission determined to admit par<br />

ticipants of other nations and clubs.<br />

2. Age Groups<br />

The following categories are offered:<br />

- Men 20 years and older (2012: 31/12/1992 and older)<br />

- Women 20 years and older (2012: 31/12/1992 and older)<br />

- Juniors (m) 17 – 19 years (2012: 01/01/1993 - 31/12/1995)<br />

- Juniors (f) 17 – 19 years (2012: 01/01/1993 - 31/12/1995)<br />

3. <strong>Competition</strong> Programme<br />

Weight Classes:<br />

Men: - 60; - 66; - 73; - 81; - 90; - 100; + 100 kg<br />

Women: - 48; - 52; - 57; - 63; - 70; - 78; + 78 kg<br />

The fight is accessible for athletes holding three green belt.<br />

1. General Information<br />

The competition is disputed as per ITTF regulations. The admittance and exemption of other<br />

clubs and nations will be determined by the Spoko (Sport Commission) provided the<br />

organizer’s application is turned in.<br />

2. <strong>Competition</strong> Categories<br />

It is played in the six following categories:<br />

- Open class f/m<br />

- Youth (girls/ boys – U 18/ deadline: 01. 01. 1994)<br />

- Students (– U 15/ deadline: 01. 01. 1997)<br />

Notice: Girls, Boys, Students who participate in team competitions in higher age category will not be<br />

able to join the single competitions with their equal age category again.<br />

3.1 Registration<br />

The participating associations can register one team per competition category for the<br />

competition. Up to 4 players can be nominated per team.<br />

The registered players for the team competition are completely and without limitation eligible for<br />

the other competitions.<br />

The places of the other competitions (fields: 32 or 64) can be placed by other active participating associations<br />

after approval by the delegation leaders. However, these “move ups” can neither claim the<br />

“FICEP Table-Tennis Title” nor the medals for the second or third place.<br />

4. Games Systems And Score<br />

- Teams <strong>Competition</strong>s in General:<br />

Having participants of more than 5 associations it is played in groups.<br />

In group games every team plays against each other team in the group.<br />

When there are two groups, the tops of the group play in the finale and the seconds of the group play<br />

for the third place (bronze medal)<br />

When there are three groups, the tops of the group play in the finale “everyone against everyone system”<br />

to determine the first three places.<br />

- Team competition of the open class male, boys and students:<br />

A team consists of three players. The non-playing-captains make<br />

the team set up before the game (A, B, C or X, Y, Z).<br />

The game order (according to the Swaythling-Cup-System) is as<br />

follows: A – X, B – Y, C – Z, B – X, A – Z, C – Y, B – Z, C – X<br />

and A – Y. A game is finished as soon as a team has scored<br />

5 points.<br />

- Team competition of the open class female, girls and students:<br />

A team consists of 2 to 4 players. The non-playing-captains make the team set up before the<br />

game (A and B o. X and Y).<br />

The two players for the double will be called when the two firsts are finished.<br />

The game order (according to the Corbillon-Cup-System) is as follows:<br />

A – X, B – Y, Double, A – Y and B – X.<br />

A game is finished as soon as a team has scored 3 points.<br />

- Game Scores:<br />

There are two points for each win. There is one point for each loss and zero points for a can<br />

celled or not staged game.<br />

The group placement is determined according to the number of achieved points.<br />

If two or more teams have an equal score then the placement is determined in the following order:<br />

First the game, the set and eventually the ball ratio.<br />

- Single and double competitions:<br />

Each competition is played in a normal KO-System.<br />

It is played for 3 win sets until the quarterfinal and for 4 win sets beginning from the quarterfinal.<br />

5. Players Nomination<br />

Each association nominates his/her players for the team and single competitions respecting the<br />

international and national ranking list or after proper assessment of strength and performance.<br />

6. Draw<br />

The draw for the single competitions is executed according to ITTF-Regulations and in compliance with<br />

the latest ITTF-ranking list.<br />

Sets are determined under supervision by the organizer through decision made by delegation leaders.<br />

Athletes from the same association will compete against each other as later as possible.<br />

7. Experiences<br />

The ranks from 1 to 3 are eligible to be awarded with a price.<br />

In single and double competitions the first and second ranks are awarded with gold and silver and the<br />

losing athletes of semi-final with bronze.<br />

8. Structure of the Delegation<br />

1 physiotherapist/ supervisor<br />

9. Referee<br />

The participating nations and associations should appoint a most likely bilingual referee.<br />

The head referee and the other referees are appointed by the organizer.<br />

Supreme decisions are made by the referee committee consisting of three delegation leaders managed<br />

by the leading coordinator<br />

10. Non-Liability<br />

The organizers will not be liable for any thefts, losses or damages.<br />

Gymnastics<br />

1. Basics<br />

The competitions are executed in accordance with the FIG-Regulations. This includes standards in regard<br />

to apparatus and the regulations assessed by the ITB 2011. After a well-reasoned petition by the<br />

organizer the sports commission determined to admit participants of other nations and clubs.<br />

2. Age-Groups<br />

Follwing categories can be announced:<br />

- Men from 16 years (2012: 01/01/1996 and older)<br />

- Women from 16 years (2012: 01/01/1997 and older)<br />

- Juniors m. until 18 years (2012: 31/12/1994 and younger)<br />

- Juniors f. 13 - 15 years (2012: 31/12/1992 and younger)<br />

3. Competion Programm<br />

The team competitions for male age groups are executed according to competition regulation 1 (for the<br />

general competition) and according to competition regulation 3 for the apparatus regulation.<br />

One jump is required for the competition one. A second jump is required for the admittance of the apparatus<br />

final. Two jumps are required for the completion three.<br />

For the two female age groups a competition is executed in accordance with competition regulation 1<br />

and for the apparatus finals in accordance with the competition regulation 3.<br />

A team consists of at least 4 or maximum 6 gymnasts.<br />

A maximum of six gymnasts are allowed per apparatus.<br />

The four best grades will considered for the team ranking.<br />

The 8 best gymnasts per apparatus of the team competition will qualify for the single competition.<br />

However, a maximum of 3 gymnasts per nation and apparatus are starting entitled.<br />

The change of apparatus will be carried out in Olympic order.<br />

The starting order at the apparatuses will be drawn at the apparatus finals.<br />

Each team has 30 seconds to get warmed up for the team competitions per gymnast. (For the asymmetric<br />

bars and bars 50 seconds are available).<br />

Clothes according to regulations should be provided (if possible with national coat of arms). Bei den<br />

männlichen Altersklassen wird der Mannschaftswettkampf gemäss Wettkampfregle-ment 1 (für den<br />

allgemeinen Wettkampf) und gemäss dem Wettkampfreglement 3 für die Gerätefinals durchgeführt. Im<br />

Wettkampf 1 wird 1 Sprung , für die Teilnahme am Gerätfinale wird ein 2. Sprung verlangt. Im Wettkampf<br />

3 sind 2 verschiedene Sprünge erforderlich.<br />

4. Rankings<br />

Following rankings are planned:<br />

• Rankings for teams<br />

• Single ranking per apparatus<br />

When score is even the following procedure determines the ranking:<br />

- For gymnasts male the higher total of five, then 4 etc. apparatus<br />

- For the gymnasts female the higher total of three then two and the one apparatus<br />

For the discussion and clarification at the conference of technicians 2011:<br />

The <strong>DJK</strong> sports association proposes no ranking for same placed persons with even score but to<br />

give or accept the equal placements for both teams instead (as done at international events).<br />

1. The Event<br />

is a part of the FICEP-Games 2012. The regualtions of FINA und der FICEP are generally valid.<br />

2. The organizer<br />

of the event is the FICEP. The host organizer is the <strong>DJK</strong> Bundesverband.<br />

Field of expertise: Swimming (federal expert warden Karin Stella, Email ksstella@arcor.de).<br />

The execution is passed to the swim associations of the <strong>DJK</strong> an <strong>DJK</strong> Diözesanverbandes Essen, under<br />

supervision of the <strong>DJK</strong> SV Delphin 05 Osterfeld e.V., Email jens.kubla@arcor.de<br />

3. The event takes places<br />

at the swim arena Wedau, Margaretenstraße 11, 47055 Duisburg.<br />

3.1. The length of lane is 50 m; the indoor spa poses about eight lanes separated by floating ropes; the<br />

water temperature is approx. 26° C, the water depth is continuously 2 m.<br />

3.2. Electronic time measure is employed.<br />

4. Admittance<br />

The competitions are conducted according to FINA.<br />

5. Swim Clothes<br />

The FINA-regulations shall be obeyed. It is to be notified that checks will be done.<br />

6. Sign ups<br />

6.1 The signups will only be done by the participating nations and their national teams.<br />

6.2 Sign up deadline/ Sign up opening: All signups and names for the swimming competitions<br />

must be sent out to the sign up address, under respect to the last swum times, until the 29th July 2012.<br />

6.3 The signups must be sent to the organizer via e-mail and signup sheet as well as the sheets according<br />

to DSV standards. Otherwise they can be sent type written on official DSV signup sheets as well as<br />

the enclosures. Foreign associations can send in the signups on other signup lists or model lists including<br />

signup sheets.<br />

Signups must include following information:<br />

Name, first name, date of birth, name of association, country name, competition course, signup time.<br />

The positioning is made without regard to date of birth but due to signup time.<br />

6.4 Each nation can sign up two active persons per age group and competition.<br />

6.5 Refree:<br />

6.6 Data Protection:<br />

By submitting the signup sheet, it is confirmed that the signed up active persons and their proxies do<br />

not have any objections regarding to publishing their photos or names in context to the set up of the<br />

protocols and reports about these events.<br />

6.7 Liability<br />

Clothes and valuable belongings shall be secured by oneself. The event manager or organizer will not be<br />

liable.<br />

There will not be any claims resulting from theft, loss of valuables, or damage or personal damage.<br />

7. Evaluation<br />

The evaluation is according to FICEP rules. It will be graded the men and women born in 1995 and older<br />

as well as for Juniors from 1998 to 1996.The are male and female evaluation groups for handicapped<br />

persons.<br />

8. Awards<br />

The first three athletes of the respective competitions will be awarded with<br />

medals (according to FICEP regulations). In addition, there will<br />

be a placing between the nations. The awarding will take place<br />

at a central closing ceremony.<br />

After a well-reasoned petition by the organizer the sports commission determined to admit<br />

participants of other nations and clubs.<br />

2. Age Groups<br />

It will be played in the championship mode if 5 teams are set-up (all against all).<br />

If there are more than 5 teams signed up then it should be played in two groups in the preround.<br />

The group classification will be drawn. Though it has to be considered that the last FCEPchampionship<br />

teams ranking first and second place will not be classified into same group.<br />

In championship mode the first and second ranking teams will play the final after all game<br />

contacts.<br />

4. Ranking<br />

The winner gets 2 points, the loser 1 point, non-participants or exemptions 0 points.<br />
