The Letter of Indent / rates quoted will be non – transferable.3. No Letter of Indent shall be considered if the contents are erased, illegible oroverwritten. Any corrections should be scored and rewritten under the initials. As faras possible the Letter of Indent should be without any corrections.4. The college has adopted two envelope system for this tender. Envelope “A”,superscripted thereon as “Envelope A : Technical Details”, should contain all thetechnical details about the tender. Envelope “B”, superscripted thereon as“Envelope B : Financial Details” should contain the financial details (Ratesoffered). Both the envelopes should be placed in larger envelope which should besealed and submitted as <strong>Tender</strong> document. The larger outer cover should indicatetender details, name of the firm and opening date on the top of the right hand corner.5. If the tenderer has downloaded the application form from the website a Demand Draftfor ` 500/- (` Five hundred only) (Non refundable) of nationalized bank drawn in thename of “Pay and Accounts Officer, MAFSU, COVAS, Udgir” for the tender costor a copy of cash receipt received from the college if the tender form is purchasedfrom the college should be enclosed in this outer envelope, without which the tenderis liable for outright rejection.6. The tender form is to be submitted in the two envelopes A and B and should containfollowing documents –Envelope A- Technical details:a. Earnest Money Deposit (EMD) for ` 4000/- (` Four thousand only) in the formof Demand Draft of Nationalized Bank drawn in favour of ‘Pay & AccountsOfficer, MAFSU, COVAS, Udgir’ (EMD exemption will be given if the validcertificate is enclosed).b. Technical specifications consisting of all technical details along withcommercial terms & conditions.c. Product Literature / leaflets / photographs consisting of detailed description ofgoods essentially technical and performance characteristics.d. Copy of registration certificate of the firm.e. Certified copy of PAN issued by Department of Income Tax.f. Certified copies of taxes and licences, as applicable (As per Sr.No.7).g. User’s list and photocopies of the purchase orders received for the said item.h. Details regarding bank for payment (As per Sr.No.7).i. Certificate of on-site demonstration (As per Sr.No. 8)


Envelope B- Financial Details:a. Item-wise rates of the items should be quoted on the letterhead of the firmduly signed by the competent authority.b. The rates should be quoted only in Indian currency.c. No rate should be quoted in combination of items.d. The rates should be quoted considering all taxes/levies applicable as VAT,octroi, LBT etc. or may be quoted as inclusive of all taxes, in this case notaxes/levies shall be paid.e. The quoted rates should be inclusive of all packaging, forwarding, installationand other incidental charges. In any case, such charges will not be paid bythis office.7. The following details with documentary evidence must be enclosed alongwith tenderform, failing which the tender form will be summarily rejected / cancelled -Details regarding Taxes and Licences:1) PAN No.2) VAT No.3) Local Sale Tax No.4) Central Sale Tax No.5) Excise No. (If applicable)6) Shop Act Licence No.Details regarding Bank:1) Bank Name2) Branch3) A/c. On-site demonstration of the material (with or without lighting arrangement) beforethe committee is mandatory and certificate to this effect will be given by thecommittee. The tender without on-site demonstration and certificate in lieu of,will be summararily rejected.9. Both the envelopes A & B are to be enclosed in a larger envelope addressed to theAssociate Dean, College of Veterinary & Animal Science, Udgir and submitted to theAssociate Dean, COVAS, Udgir on or before 07/11/2013 (up to 05.30 pm). Thisenvelope must bear the words “<strong>Tender</strong> form for Preparation of name boards andname plates”, name of the firm submitting the tender and opening date on the top ofthe right hand corner.


10. The tender will be opened on 08/11/2013 at 11.00 a.m. in the College of Veterinary& Animal Sciences, Udgir in presence of tenderer or his representative. If required,at the time of opening the tender, The Associate Dean or <strong>Tender</strong> Opening Committeecan ask for specific documents which will have to be called for / provided at that time.11. The tender/s will be opened by the committee constituted for the purpose. The outerenvelope will be opended on 08.11.2013 at 11.00 a.m. at first instance. Thecommittee should receive two envelopes (Envelope A and envelope B) and a DD for` 500/- (` Five hundred only) (Non refundable) of nationalized bank drawn in thename of “Pay and Accounts Officer, MAFSU, COVAS, Udgir” for the tender costor a copy of cash receipt received from the college if the tender form is purchasedfrom the college. In this case, envelope A and subsequently envelope B will notopened in any case and the tender is liable for outright rejection.12. The technical details in envelop A will be opened subsequently and the competentcommittee will evaluate the same. If the technical specifications are as per thetendered specifications, tender will be accepted. Otherwise, in case where thetechnical details (in Envelope A) fails to meet the requirements, the Envelope B(Financial details) will not be opened and the tender will be rejected. At the secondstage, envelope B (Financial details) of only technically accepted offers shall beopened for further evaluation and ranking before awarding the contract.13. The college authority reserves the full rights to open/consider the second envelop (B)only if the college authority is satisfied with information contained in envelope (A).The decision of the college authority regarding this will be final and shall bebinding on tenderer.14. Any infringement of the terms and conditions of the contract will make the tendererliable for cancellation and further earnest money or security deposit paid will beforfeited by the Associate Dean, COVAS, Udgir.15. <strong>Tender</strong>er will not be allowed to withdraw his tender after opening the same withoutforfeiting his earnest money deposited.16. The general terms and conditions applicable to all the firms shall be as under -a. Prices: The prices ruling on the date of supply shall apply. All prices shouldbe FOR, Udgir.b. Taxes & other levies: Will be applicable as per the extantGovernment/University rules.c. Order: The order will be placed directly with the firm to whom the tender isawarded.d. Packing & Forwarding: The expenses on packing and forwarding the materialshall be borne by the firm supplying the goods.


e. Delivery and installation period: The materials ordered shall be delivered andinstalled by the firm within 21 days of placement of confirmed order.f. Delivery: All the goods shall be delivered in the campus of College ofVeterinary and Animal Sciences, Udgir. Goods not delivered in the collegecampus will not be accepted in any case.g. Validity: The rate contract will remain valid till 31 st March 2014 however thevalidity of the rate-contract can be further extended on mutual agreements.h. Payment: On receipt of material in good condition payment of bills will bemade within 30 days.i. Warranty: The supplied goods should have warranty of at least 2 years fromthe date of installation of the material during which anymaintenance/repairs/replacement should be done at firm’s own cost.17. Successful tenderer will have to furnish security deposit to the extent of 3% oftotal cost of the items accepted by the College as offered in the tender either incash or through demand draft drawn on in favor of the Pay & Accounts Officer,MAFSU, COVAS, Udgir. The successful tenderer should have to pay the securitydeposit immediately on receipt of order, failing which his Earnest Money Deposit isliable to be forfeited and he shall cease to be a successful tenderer. Thereafter, theAssociate Dean shall be free to enter into contract with any other tenderer.18. The security deposit of the tenderer shall be returned to the tenderer after 12 monthsor expiry of warrantee whichever is less from the date of supply on their furnishingthe usual demand certificate, subject to the clearance of all outstanding dues, issuesor points of dispute to the satisfaction of the Associate Dean. No interest will be givenon the amount for such period.19. The goods should be dispatched at suppliers risk; however, the supplier will beresponsible until the entire items are supplied in good condition at the destination.20. It should be noted that publishing of this tender does not necessarily meanthat the said purchase/s will be made by the college. It is within the discretionof the concerned college authorities to increase or decrease the quantity to bepurchased and/ or to relax the conditions in exceptional circumstances.21. Even though the tender is technically accepted but after receiving of the saidmaterial, if it is found that the technical specifications given in the tender documentdo not match with supplied material, the Associate Dean reserves the right to rejectthe purchase order.22. Installation and demonstration of the material with satisfactory performance shouldbe given before the payment is made to the supplier. Payment will be made aftersatisfactory report is received from the concerned committee.


23. Undersigned reserves right to accept or reject supplies in full or in part which do notstrictly stick up to the specifications or to accept the materials supplied with slightvariations in specifications or with a condition that the rates accepted shall bereduced at such rates as the competent authority of the College may deem fit,looking to variations and such rates shall be binding on the tenderer.24. The credit bill/ invoice should be presented in triplicate in the name of ‘AssociateDean, College of Veterinary & Animal Sciences, Udgir (Latur)’ up on receivingthe supply order. The College authority will not be liable for any delay in payment ofbill(s). Payment for goods supplied will be effected through cheque only.25. The Associate Dean, College of Veterinary and Animal Sciences, Udgir, Dist.Latur reserves the right to modify or reject or cancel any one or all the items inthe tender under this notice without giving any reason thereof.Associate DeanCOVAS, Udgir
