8. The College has adopted two envelop system superscripted thereon as‘ENVELOP 1 : TECHNICAL DETAILS” & “ENVELOP 2 : FINANCIALDETAILS” which should be kept a larger sealed packet / envelope. The largerouter cover should indicate Tender Number, Name of the equipment andopening date on the top of the right hand corner. The technical details inenvelop A will be opened on 28.03.2013 at 14.30 hrs. at first instance. Acompetent committee will evaluate the same. If the technical specifications areas per the tendered specifications, tender will be accepted. Otherwise, in casewhere the technical details (envelop 1) fails to meet the requirements, theFinancial details (envelop 2) will not be opened and the tender will be rejected.At the Second stage, financial details of only technically accepted offers shallbe opened for further evaluation and ranking before awarding the contract.9. The <strong>college</strong> authority reserves the full rights to open/consider the secondenvelop (2) only if the <strong>college</strong> authority is satisfied with information containedin envelope (1). The tenders as furnished should remain open and valid for 12 months from thedate of opening the tender.13. Any infringement of the terms and conditions of the contract will make thetenderer liable for cancellation and further earnest money or security depositpaid will be forfeited by the Associate Dean, <strong>Nagpur</strong> <strong>Veterinary</strong> College,<strong>Nagpur</strong>14. Tenderer will not be allowed to withdraw his tender after opening the samewithout forfeiting his earnest money deposited.15. The equipments must be of the best quality, sound and or as per the givendetailed specification and subject to the approval of the Associate Dean,<strong>Nagpur</strong> <strong>Veterinary</strong> College, <strong>Nagpur</strong>16. The tender will be opened on 28.03.2013 at 14.30 hrs. in the <strong>Nagpur</strong><strong>Veterinary</strong> College, <strong>Nagpur</strong> in presence of tenderer or his representative. Ifrequired, at the time of opening the tender, the Associate Dean or TenderOpening Committee can ask for specific documents which will have to becalled for / provided at that time.17. Successful tenderer will have to furnish security deposit to the extent of 3%of total cost of the items accepted by the College authority as offered in thetender either in cash or through demand draft drawn on any nationalized bankpayable at <strong>Nagpur</strong> in favor of the “PAO,HQ NVC.<strong>Nagpur</strong>”. The successfultenderer should have to pay the security deposit immediately on receipt oforder, failing which his earnest money deposit is liable to be forfeited and heshall cease to be a successful tenderer. Thereafter, the Associate Dean shall befree to enter into contract with any other tenderer.


18. The security deposit of the tenderer shall be returned to the tenderer after 12months or expiry of warrantee whichever is less from the date of supply ontheir furnishing the usual demand certificate, subject to the clearance of alloutstanding dues, issues or points of dispute to the satisfaction of the AssociateDean. No interest will be given on the amount for such period.19. The goods should be dispatched at suppliers risk; however, the supplier will beresponsible until the entire items are supplied in good condition at thedestination.20. It is within the discretion of the concerned <strong>college</strong>/ University authorities toincrease or decrease the quantity to be purchased and/ or to relax the conditionsin exceptional circumstances.21. Even though the tender is technically accepted but after receiving of the saidequipment, if it is found that the technical specifications given in the tenderdocument do not match with supplied equipment, the Associate Dean reservesthe right to reject the purchase order and the purchase order will be given to thenext tenderer after negotiations.22. Installation and demonstration of equipments with satisfactory performanceshould be given before the payment is made to the supplier. Payment will bemade after satisfactory report is received from the concerned Indenter /Scientist / Officer In charge.23. Undersigned reserves right to accept or reject supplies in full or in part whichdo not strictly stick up to the specifications or to accept the materials suppliedwith slight variations in specifications or with a condition that the ratesaccepted shall be reduced at such rates as the competent authority of theCollege may deem fit, looking to variations and such rates shall be binding onthe tenderer.24.
