Availabillty of basic needsThe prioritized basic needs c,'ed earlier shall preferably be available withreasonable distance from the prcject site, but where these are rpt available,the same shall be provided for by the developer.2. Conformity wlth the Zoning Ordinance or Land Use Plan of theCity/MunicipalityGenerally, housing projects should conform with the zoning ordinance of thecity/municipality where they are located thus shall be in suitable sites forhousing. However, where there is no zoning ordinance or land use plan, thepredominant land use principle and site suitability factors cited herein shall beused in determining suitability of a project to a site.Furthermore, if the prcject is undoubtedly supportive of other land uses andactivities (e.9., housing for industrial workers) said prcject shall be allowed.


3. Physical SuitabilityA potential site must have characteristics assuring healthful, safe andenvironmentally sound community life. lt shall be stable enough toaccommodate foundation load without excessive site works. Critical areas(e.9., areas subject to flooding, land slides and stress) must be avoided.4. AccessibllityThe site must be sewed by a road that is readily accessible to publictransoortation lines. Said access road shall conform to the standards setherein of these <strong>Rule</strong>s to ac@mmodate expected demand caused by thedevelopment of the area. In no case shall a subdivision project be apprcvedwithout necessary access road/right-of-way constructed either by thedeveloper or the Local Govemment Unit.B. PlanningConsiderations1.
