Welcome to the latest edition ofNewsTh<strong>is</strong> <strong>is</strong> my first edition as the new Leader ofKnowsley Council. I am both honoured andthrilled to be taking up th<strong>is</strong> new role and inleading the council in the coming years.I have lived with my family inKnowsley for more than 50 years,formerly in Halewood and mostrecently in Huyton. What’s hotImproving Children’sServices in KnowsleySignificant progress <strong>is</strong> being made into children’s social care in Knowsley,following Ofsted’s inspection last year.An independent review of the service,led by Malcolm Newsam, IndependentChair of Knowsley’s ImprovementBoard, has recently been conducted andhe commented,I have been impressed by theimpact of the new Chief Executivewho has shown an impressivecommitment to the improvementof Children’s Services. There hasbeen demonstrable improvementin the quality of practicesince Chr<strong>is</strong>tmas.Improvements to systems and processeshave been implemented, as well as asuccessful recruitment drive to attractexperienced social work staff.Th<strong>is</strong> has also been extended to attracthigh quality adopters for childrenlooking for a permanent home.A review of the adoption process hasreduced the length of time it takes toplace children with adoptive parents.As a result there has been a 40%increase in the number of childrenplaced with adoptive parents th<strong>is</strong> yearcompared to the previous year.In addition, the James Holt Residentialand Outreach Support Services, based inKirkby, has recently retained its Ofstedoverall ‘Good’ rating, with inspectorsstating it had ‘sustained effectiveness’.It provides support to 11-18 yearolds with emotional or behaviouraldifficulties.Knowing the signs...protecting those who need itLocal authorities across Merseyside have joined forces with Merseyside Police totackle the sensitive subject of child sexual exploitation (CSE). Although most ofus will have seen news reports from elsewhere in the country highlighting caseswhere th<strong>is</strong> has happened, CSE <strong>is</strong> often an <strong>is</strong>sue that <strong>is</strong>n’t d<strong>is</strong>cussed and can bem<strong>is</strong>understood. Th<strong>is</strong> needs to change in order to ensure our children and youngpeople stay safe and are protected.Here in Knowsley, the council andits partners are at the forefront ofth<strong>is</strong> work to ra<strong>is</strong>e awareness of childsexual exploitation - particularly withyoung people who may not real<strong>is</strong>ethey are at r<strong>is</strong>k. A play, entitledChelsea’s Choice, has been performedin schools across the borough and arange of information has been sharedto ensure young people know what tolook out for and what to be wary of.One of the saddest things about CSE <strong>is</strong>that the young victims may not evenreal<strong>is</strong>e that they are being exploitedin the first place. To tackle th<strong>is</strong> <strong>is</strong>sue,information <strong>is</strong> also being shared withparents to make sure they know thesigns to look out for in their children.Th<strong>is</strong> could include, young people…• coming home with unexplainedexpensive gifts or possessions likephones or jewellery• being defensive about wherethey have been, and who with• using their mobile phones moreand / or being secretive about it• having new ‘friends’ – some ofwhich may be older than them• starting to m<strong>is</strong>s school• suddenly changing their behavior- becoming secretive, withdrawnor aggressiveTo make sure you know the signs andwhere to go for help and advice if youare concerned, v<strong>is</strong>itwww.l<strong>is</strong>tentomystory.co.ukwww.knowsley.gov.uk 05


What’s hotContact the council online...it’s quick, easy and free!Did you know …. you can contact the council online to pay bills, report <strong>is</strong>sues, arrangea bulky rubb<strong>is</strong>h collection, keep up-to-date with the latest news and much more!Earlier th<strong>is</strong> year, the council launched a mobile app for reporting <strong>is</strong>sues such asflytipping, littering, dog fouling, no<strong>is</strong>e pollution or m<strong>is</strong>sed bin collections. If youhaven’t already, you can download the Knowsley Council app, for free, from the AppStore, Windows Store or Google Play.Over the summer, more services will be available online including reportingabandoned vehicles and submitting a compliment or complaint to the council.Later in the summer, you will be able to set up a direct debit for your Council Tax andview your housing benefit details on the website. You will also be able to access MyNeighbourhood via the app, which includes useful information about your local areaincluding local councillors, doctors, chem<strong>is</strong>ts and le<strong>is</strong>ure centres.By contacting the council online, you can do it at a time and place to suit you,whether you’re at home, work or out and about. What’s hotThe first in a series of Heritage Lottery Funded (HLF) community projects todevelop the borough’s archive and preserve it for the future <strong>is</strong> underway.ExcitingprojectcelebratingKnowsley’sh<strong>is</strong>tory needsyou!Kirkby University of the Third Age (U3A)will chart the changing character ofthe town during the 1940s, 1950s and1960s and their work will be exhibitedin August in Kirkby town centre.In all, nine projects will be deliveredover three years after the Library Servicesecured a HLF grant to develop theArchive Resource for Knowsley (ARK),which houses documents, maps andphotos dating <strong>back</strong> to the 13th Century.Each project will run for around 12weeks, focus on a different themeand culminate in a public exhibition.We hope you will v<strong>is</strong>it and enjoy theexhibitions but we also need your helpto make them happen!
