Thereaction time for filing a pot hole should not be more than 3 days.ii) The berms on State highways should be properly maintained withadequate slopes. In city portion, normally ramps are constructed bythe shop keepers, these berms should be kept at lower level thanthe road.iii) It has been observed that a lot of wild growth takes place on bermsduring rainy season and causes hindrance to the traffic whichshould be cleared regularly and atleast twice a year by mechanicalmeans.iv) Gantry signs should be fixed at important locations.v) Wherever any work is in progress on State Highways, advancewarning signs boards should be installed and traffic be regulated byindependent persons in proper uniform.vi) Wherever the road is bumpy and the riding surface is not goodproper advance warning sign boards with polite message should beinstalled.vii) The speed breakers should be of proper design and duly paintedwith thermoplastic plant. Studs should be fixed on both sides of thespeed breakers.

viii) Speed breakers should be constructed on the link roads joining theState Highways.The minimum standards for State Highways should be followed forall time. The Commissioner and Secy. to Government of Haryana PWDDepartment, Engineer-in-Chief, Haryana PWD B&R and other senior officers willregularly monitor the maintenance of State Highways.You are requested to bring the minimum standards to the notice fall concerned for strict compliance.Superintending Engineer (Roads),For Engineer-in-Chief, Haryana,PWD (B&R) Br., Chandigarh.

It may be ensured that the workmen wear proper clothing/Jaketsand Boots etc.2. Proper ‘Men at work’ sign boards are installed.3. Advance warning sign boards be installed.4. The working zone be segregated to the extent possible.5. Sufficient Diversion Boards be installed as per requirement.6. Proper guide vanes along the trench be provided whereverwidening of road is being done.7. RCC studs be fixed at curves & high embankments areas and soon and so forth.It has been observed that while some progress has been made inthis matter but more attention is required to be given to safety while constructionwork on road is in progress.

In addition to 7 No, points already intimated vide letter underreference, following measure should also be taken for enhanced safety duringconstruction:1. Wherever widening of road is to be done, the excavation on bermsshould be done on one side only. When widening is completed onone side the excavation on other side should be started.2. The excavation of berms/road surface for widening/reconstructionshould not be done in a stretch of more than 500 metre at a time.3. No machinery should be left on the road portion during night.4. Advance caution board should be fixed at the both ends of the roadstretch which is wavy.The list is by no means exhaustive and should be supplemented asper site conditions to make the construction zone safe.
