<strong>From</strong><strong>To</strong><strong>The</strong> <strong>Eng<strong>in</strong>eer</strong>-<strong>in</strong>-<strong>Chief</strong>,<strong>Haryana</strong> <strong>PWD</strong> B&R <strong>Br</strong>.<strong>Chandigarh</strong>.All the Super<strong>in</strong>tend<strong>in</strong>g <strong>Eng<strong>in</strong>eer</strong>s,<strong>Haryana</strong> <strong>PWD</strong> B&R <strong>Br</strong>anch,Memo No. 4661-69 Dated: 26.09.2007Subject:M<strong>in</strong>imum standards for ma<strong>in</strong>tenance of State Highways.It has been decided that the State Highways throughout the Statewill be ma<strong>in</strong>ta<strong>in</strong>ed as per M<strong>in</strong>imum standards specified below:i) State highways should be kept pot holes free for all the time. <strong>The</strong>reaction time for fil<strong>in</strong>g a pot hole should not be more than 3 days.ii) <strong>The</strong> berms on State highways should be properly ma<strong>in</strong>ta<strong>in</strong>ed withadequate slopes. In city portion, normally ramps are constructed bythe shop keepers, these berms should be kept at lower level thanthe road.iii) It has been observed that a lot of wild growth takes place on bermsdur<strong>in</strong>g ra<strong>in</strong>y season and causes h<strong>in</strong>drance to the traffic whichshould be cleared regularly and atleast twice a year by mechanicalmeans.iv) Gantry signs should be fixed at important locations.v) Wherever any work is <strong>in</strong> progress on State Highways, advancewarn<strong>in</strong>g signs boards should be <strong>in</strong>stalled and traffic be regulated by<strong>in</strong>dependent persons <strong>in</strong> proper uniform.vi) Wherever the road is bumpy and the rid<strong>in</strong>g surface is not goodproper advance warn<strong>in</strong>g sign boards with polite message should be<strong>in</strong>stalled.vii) <strong>The</strong> speed breakers should be of proper design and duly pa<strong>in</strong>tedwith thermoplastic plant. Studs should be fixed on both sides of thespeed breakers.


viii) Speed breakers should be constructed on the l<strong>in</strong>k roads jo<strong>in</strong><strong>in</strong>g theState Highways.<strong>The</strong> m<strong>in</strong>imum standards for State Highways should be followed forall time. <strong>The</strong> Commissioner and Secy. to Government of <strong>Haryana</strong> <strong>PWD</strong>Department, <strong>Eng<strong>in</strong>eer</strong>-<strong>in</strong>-<strong>Chief</strong>, <strong>Haryana</strong> <strong>PWD</strong> B&R and other senior officers willregularly monitor the ma<strong>in</strong>tenance of State Highways.You are requested to br<strong>in</strong>g the m<strong>in</strong>imum standards to the notice fall concerned for strict compliance.Super<strong>in</strong>tend<strong>in</strong>g <strong>Eng<strong>in</strong>eer</strong> (Roads),For <strong>Eng<strong>in</strong>eer</strong>-<strong>in</strong>-<strong>Chief</strong>, <strong>Haryana</strong>,<strong>PWD</strong> (B&R) <strong>Br</strong>., <strong>Chandigarh</strong>.

It may be ensured that the workmen wear proper cloth<strong>in</strong>g/Jaketsand Boots etc.2. Proper ‘Men at work’ sign boards are <strong>in</strong>stalled.3. Advance warn<strong>in</strong>g sign boards be <strong>in</strong>stalled.4. <strong>The</strong> work<strong>in</strong>g zone be segregated to the extent possible.5. Sufficient Diversion Boards be <strong>in</strong>stalled as per requirement.6. Proper guide vanes along the trench be provided whereverwiden<strong>in</strong>g of road is be<strong>in</strong>g done.7. RCC studs be fixed at curves & high embankments areas and soon and so forth.It has been observed that while some progress has been made <strong>in</strong>this matter but more attention is required to be given to safety while constructionwork on road is <strong>in</strong> progress.


In addition to 7 No, po<strong>in</strong>ts already <strong>in</strong>timated vide letter underreference, follow<strong>in</strong>g measure should also be taken for enhanced safety dur<strong>in</strong>gconstruction:1. Wherever widen<strong>in</strong>g of road is to be done, the excavation on bermsshould be done on one side only. When widen<strong>in</strong>g is completed onone side the excavation on other side should be started.2. <strong>The</strong> excavation of berms/road surface for widen<strong>in</strong>g/reconstructionshould not be done <strong>in</strong> a stretch of more than 500 metre at a time.3. No mach<strong>in</strong>ery should be left on the road portion dur<strong>in</strong>g night.4. Advance caution board should be fixed at the both ends of the roadstretch which is wavy.<strong>The</strong> list is by no means exhaustive and should be supplemented asper site conditions to make the construction zone safe.
