• Medical equipment and supplies and prosthetic and orthotic devices.• Inpatient hospital services.• Diagnostic, screening and preventive services.• Early and periodical screening, diagnosis, and treatment services; family planningservices; rehabilitation services, including mental health and substance abuse.• Services by these health care providers: physicians, chiropractors, dentists providingmedical surgical services, nurse midwives, nurse practitioners, optometrists, podiatrists,and psychologisst.• Prescription drugs.• Physical and occupational therapy services.• Ambulance services and non-emergency medical transportation services.• Home health services, hospice services, personal care services, private duty nursingservices, and targeted case management.• Institutional services: inpatient psychiatric services for individuals under age 21, inpatienthospital, nursing facility, and intermediate care facility services in institutions for mentaldisease for individuals age 65 and older; intermediate care facilities for the mentallyretarded, institutions for mental disease, and nursing facility services. 353SCHIP CharacteristicsThe federal share for SCHIP is 75 percent in Maine for FFY 2005 and the state share is 25percent of each dollar spent. 354 Maine spent $23 million on SCHIP in FY 2002, including bothfederal and state funds. 355 As of December 2003, there were 13,085 children enrolled inSCHIP. 356 To qualify for SCHIP, a child must be younger than 19, a U.S. citizen or legalresident, not eligible for Medicaid or state employee coverage, not have private insurance, andhave a family income below 200 percent of the federal poverty level. Families pay premiums,deductibles, and co-payments that vary according to their income levels. Children eligible forSCHIP are eligible for services provided under MaineCare (see above).SCHIP and Medicaid Initiatives• HIFA Section 1115 waiver to expand MaineCare (Medicaid/SCHIP) coverage tochildless adults up 100 percent poverty, approved October 1, 2002. 357 This expansionfinanced by redirecting a portion of its disproportionate share hospital (DSH) allocation tocover this population. 358• Section 1115 waiver to provide a limited set of Medicaid benefits to individuals withHIV/AIDS who would not otherwise be eligible for Medicaid. The expansion populationincludes individuals with HIV/AIDS with a gross family income at or below 250 percent ofFPL. 359C-26
