The most conspicuous change is theincrease of the field investigators wholift fingerprints from the crime scenes.That is to say, it was only the SOCO,limited number of specialists in the CrimeLaboratory who conducted fingerprintcollection at crime scenes for the previousyears. But now, all field investigators inthe level of police stations are consideringit as part of basic investigation activitiesand part of their mandated tasks, hence,the collection, submission and registrationof fingerprints in the AFIS databasecontinuously increases.With such a promising trend, the NPS,the PNP & JICA has shared a common ideathat it is essential to exchange informationon forensic or scientific investigationbetween the prosecution pillar & thelaw enforcement pillar. Realizing theimportance of investigative breakthroughsbrought about by scientific and forensicinvestigation, therefore, its utilizationshould not be limited for the consumptionof the police but also under maximumutilization in the whole CJS as objectevidence.Premised on the same idea, thePNP represented by the DIDM, CrimeLaboratory, Legal Service and JICA ExpertTeam held a half-day seminar on June 18,2013 at the PNP Training Service, CampCrame, with Fiscal Severino H Gaña,DOJ Senior Deputy State Prosecutoras one of the speakers. Further, of this number, a totalof 77 NUP Positions shall form part of theproposed Crime Research and AnalysisCenter (CRAC) under DIDM. Thismove is part of Chief, PNP, PDG ALANLA MADRID PURISIMA’s advocacy ofSerbisyong Makatotohanan by reportingto the community the true crime situation.Since the beginning, the DIDMcontinuously strived to develop and updatethe PNP’s investigative capability throughhuman resource development, systemsand procedures design and infrastructuredevelopment. Some of its notable plansand programs are the Reorganization ofthe DIDM; the on-site visit of CPS/MPS tovalidate their compliance with LOI 02/09UCPER; the development of the School forInvestigation and Detective Development(SIDD) into an investigation and detectiveacademy; the conduct of specializedinvestigation training in accordance withthe existing investigation desks of highlyurbanized police stations; the completionof the Investigation Manual; and thefinalization of the Field InvestigationManual, among others.Investigative systems and procedureshave also been standardized to complywith legally accepted procedures so asto drastically reduce the number of casesbeing dismissed due to investigative lapses.Improvements in investigative equipmentand infrastructure have also been pursued.The PNP leadership introducede-Projects (Crime Incident ReportingSystem or CIRS; e-Warrant System;and e-Rogues System) in CY 2010. Toemphasize further, the Crime IncidentReporting System (CIRS) shall notonly facilitate crime documentation andmodernize data storage, but also presentsa quick, fast, and reliable transmission ofcrime information from a police station tothe provincial and regional offices and tothe National Headquarters.The e-Warrant and e-Rouges GallerySystem in consonance with the CIRSsystem that were developed will be majorcatalyst in upgrading the competence ofpolice investigators in the country not onlyin terms of skills development but in usingmodern technology as a primary tool ofinvestigation. Hence, a three-fold approachto modernization and efficiency in crimereporting and case monitoring will be thefocus of police investigation. All PoliceRegional Offices, All Police Stationsnationwide as well as Investigation Officesof the PNP National Support Units shall bethe scope and coverage of the e-Projects.While the PNP has providedoperational focus on this matter in the past,it appears that the campaign suffers fromsustainability on account of various factorswhich impact on its implementation. Forone, no reliable system has been developedor maintained that would aid operatingunits in determining the actual number ofwarrant of arrest in their AOR.Secondly, the system of accountabilityand monitoring of performance oftasked units were not stated in clearand understandable terms in previouscampaigns. And third, the CrimeRegistrars assigned to each Police Stationswere Police Non-Commissioned Officers(instead of Non-Uniformed Personnel)whom we all know can be assigned to anyother posts as part of their career path andpromotion. Hence, the encoding of datafrom the police blotter to the e-Projectswas affected tremendously. These resultsto the backlog of data to be encoded aswell as the sustainability of such projectswill also affect the production of timely,accurate assessment of the nationalcrime environment. As such, the strategicmanagers’ deployment of resources andpolice actions will also be affected.The Chief, PNP’s Strategic Focus,CODE-PTo further enhance the PNP’scapability to solve crimes and arrestcriminals, there is a need to establish


and institute an Organizational set-upthat has the most efficient managementteam and staff to support its programthrusts. The Chief, PNP, PDG ALANLA MADRID PURISIMA, stronglyemphasized that, “MORE POLICEMENSHALL BE ASSIGNED IN <strong>THE</strong> FIELDWHILE NUPs SHALL TAKE OVERADMINISTRATIVE FUNCTIONS/POSTS.” As stipulated in “CODE-P:2013 and Beyond,” Strategic Focus 1,Competence, The organization shall beprincipally guided by its mandate ofsolving crimes and arrest criminals tobetter serve and protect the community.Hence, to improve CSE, police officersneed to solve more crimes, arrest morecriminals. That is why there is a need forthe development of competency courses forNUPs. This is to prepare them to takeoveradministrative duties of the uniformedpersonnel like being Crime Registrars ofpolice stations.With this in mind, more humanresource shall be utilized on the streetwhile NUPs shall take on mid-leveland basic administrative functions andresponsibilities from the previous postsassigned to the aforecited uniformedpersonnel doing administrative functions.The Chief, PNPs SerbisyongMakatotohananSpecifically, the Chief, PNP stronglycalls for Serbisyong Makatotohanan bypresenting the true crime situation, whereall crime statistics reported in the PoliceBlotter, to include those crimes reportedat the barangay level and in other lawenforcement agencies shall all be trulyreflected and recorded by Crime Registrars.Honest service or “SerbisyongMakatotohanan” as PDG PURISIMA’sadvocacy, emanated from his NCRPOexperience, where the true crime picturewas depicted in Metro Manila that almostdoubled the crime volume and became theonly region that registered an upward trend.This however, was deliberately intendedto be used as strategic management toolto redirect deployment of personnel andutilization of resources resulting to a moreeffective and efficient community policingstrategy.This means that the police are alwayswithin reach by the community. It showsthe effectiveness of reporting any incidentor crimes to Police Stations. That is whythe PNP leadership is encouraging thecommunity to report crimes to the police.PDG PURISIMA further instructed theDIDM to conduct an audit and validationin NCR to check whether the PoliceCommanders are indeed reporting the truecrime situation and further conducted thesame validation in other PROs as part ofhis Serbisyong Makatotohanan advocacy.In his keen observation, PDGPURISIMA said the unchecked discretionof the Chiefs of Police and/or investigatorsto report only those crimes which theydeemed to be worth reporting did notchange. This resulted to poor reporting orunder reporting, if only to show that hisarea of responsibility was that peaceful andthe crime incidents were manageable.DETECTIVEIn fact, PDG PURISIMA was thenthe Executive Officer of DIDM whenLOI UCPER was implemented in early2009. LOI UCPER further stipulates that:“False or inaccurate report of the Chiefsof Police and/or investigators shall bea ground for the administrative case ofSERIOUS IRREGULARITY IN <strong>THE</strong>PERFOMANCE OF DUTY.”He said that his reasons for instructingDIDM to deliver relief orders to COPs orinvestigators who were found to violatesuch rule under LOI UCPER is all partof instilling Discipline for each and everyPolice Officer. He wasrushed at Governor Generoso DistrictHospital but was pronounced deadon arrival (DOA). Hence, a SpecialInvestigation Task Group (SITG)Romie was created by Davao OrientalPPO on May 20, 2013 tasked to handlein-depth investigation. The SOCOteam led by PSINSP Nelson Silveron,Acting Chief, PCLO conducted crimescene investigation and recoveredthree (3) fired cartridges believed to becoming from .45 caliber pistol. Apr-June 2013Volume 2 8Issue No. 6DETECTIVECommendation Ceremony held on June 21, 2013 at the PROCOR with JICA Expert TeamIn the last issue of The Detective,we featured about “A to Z” of the ModelActivities in NCRPO as the hint of anextended scientific investigation to all overthe country.Now the DIDM and Crime Laboratoryare really enhancing the campaign onfield scientific investigation nationwide.On the PNP’s Anti-Crime CapabilityEnhancement Program by the DIDM-CL &JICA, we have already generated so manyas 84 training staff in the Crime LaboratoryOffices not only in NCR but also in manyregions under the scheme of the In-CountryTraining Program-Trainings of Trainers(the ICTP-<strong>TO</strong>T)* for effective training onfield fingerprint collection and more than400 field investigators have been trainedby the said training staff. Moreover, all theabovementioned training staff and trainedfield investigators have been provided theFingerprint Kits.*The ICTP-<strong>TO</strong>T is the ongoingproject (2011-2014) by the CL andJICA to generate 126 training staff inthe Regional/Provincial/District/CityCrime Laboratory Office and 600trained field investigators in 3 yearsto establish effective and sustainabletraining system on fingerprints andto enhance, eventually, the fieldperformance of investigators onfingerprint collection.Now the time has come for the trainedinvestigators to start the “field practice”!!While it is true that it is easy tolearn and understand something however,it is not easy to practice what we learnand understand, but it is not the “missionimpossible”.Let’s see some new breed of scientificinvestigation in PROCOR.In PROCOR, 3 field investigators inBaguio City: PO2 Marvin S. Fey-agan ofBaguio City Police-PS1, PO2 GregorioB.Guisdan&PO2 Robert B. Busacay ofBCPO-PS10, have started field practice oflatent fingerprint collection at crime scenes.PO2 Fey-agan is continuing crime sceneprocessing every month and constantlycollected and submitted latent fingerprints.And in the PS10, a small police stationwith limited total manpower of 26 andcomplimented with only 6 investigators,and 2 field investigators are well-motivatedto conduct crime scene processing underthe support of PSI Ruben D. Porte,Station Commander of PS10.Moreover, there are at least 2 fieldinvestigators who started conductingfingerprint collection at crime sceneswithout undergoing the recent trainingof ICTP-<strong>TO</strong>T. They are SPO3 Danny K.Antonio of Baguio City Police-PS2 andPO3 Jerry G. Gumihid of La TrinidadMPS. Especially, the former has got theAFIS-HIT with the latentprints lifted fromcrime scenes at the end of March.The efforts and outcome of theseseveral investigators have definitely beenborn under the daily coaching activities bythe training staff in the RCLO and effectiveleadership of the top management officersin the Region. PO1 Octavia S.Cuyangan,a young lady fingerprint examiner of theCL, PRO-COR who underwent the trainingof the ICTP-<strong>TO</strong>T as training staff last yearis actively communicating with the trainedfield investigators, conducting additionalcoaching daily to encourage them to startfield practices.PO2 Busacay, PO2 Guisdan and PO1 Cuyangan, together with PSI Porte, PS10 Commander, a fellow investigator andthe JICA Expert TeamAbove all, the regional managementheaded by no less than PCSupt BenjaminB. Magalong, Regional Director,PROCOR is considering the field scientificinvestigation as one of the priorities withall necessary missions to cover in dailypolice activities in the area of competence.And PROCOR has emphasized not only ontraining itself but also on field performanceof the trained individuals after the training,stating, “We have already trained morethan 20 field investigators on fingerprintcollection. Hence, all Chiefs, RIDMDsnationwide were further instructed to re-validate their crimestatistics for the period January, February and March 2013, wherebarangay crime incidents should be included.The Chief PNP, PDG ALAN LM PURISIMA, instructed theDIDM to conduct validation on crime statistics nationwide toreflect even those that are recorded in barangays and other lawenforcement agencies to get the true crime situation. It isimperative to note that crime analysis could hardly be done on thenational level if we cannot see the clear picture of crime behaviorfrom the regional down to the provincial level.For the period in review, it is highly notable that thenumber of crime incidents reported reached 153,426 based onthe collated data from the PNP Blotter alone in the 1 st Semesterof 2013, marking a 38.89% increase from 110,463 in the sameperiod of 2012.Among the regions nationwide, NCRPO registered thehighest crime volume with 28,101 crime incidents.Despite the increase in the overall reported crime incidentsnationwide, NCRPO showed otherwise with a decrease of 3.87%from 29,231 in the 1 st Semester of 2012 to 28,101 in the sameperiod of 2013.In this regard, it should be noted that crimes are consistentlyand substantially high in most populated regions nationwidewhich relatively recorded the highest number of crime incidents,and this is relatively true for NCRPO.Among the regions, PRO 4A registered the highest numberof inhabitants with approximately 13M followed by NCRPO with12.3M.Moreover, the notable increase in crime incidents on thenational level can be attributed to increased police presence broughtabout by the implementation of the Police Integrated Patrol System(LOI 63/2010 Police Integrated Patrol System) in order to controland contain crimes especially in places of convergence such asstreets, schools, private and public installations, malls, resorts,beaches and riverbanks.However, the PNP should improve the filing of cases in courtssince the CCE declined by 0.26%. Unfortunately, CSE disclosednearly the same decrease for the same period. This only shows thatthe solution of cases should be given utmost focus and importancein terms of identifying suspects which will lead to the arrest ofat least one of the suspected criminals, be it Index or Non-Indexcrimes.These only shows that there should be a continuous conductof a more aggressive PNP Anti-Criminality Campaign, hand inhand with the unfailing coordination with the local officials downto municipal and barangay levels to fight all forms of criminality.

The Field Investigatorsfrom NCRPO made a “HIT” when theyused the IBIS to acquire digital images ofthe markings made on fired ammunitionrecovered from a crime scene then comparethose images against earlier IBIS entriesvia electronic image comparison.The Case of PO3 John John A JustoEvery crime gun has a story to tell.A big part of this story is written insidethe gun in the form of unique markingswhich are transferred to firedbullets and cartridge caseswhen it is discharged. ThisIBIS breakthrough enabledthe Field Investigators fromNCRPO to discover linksbetween firearms-relatedviolent crimes more quickly,including links that wouldnever have been identified sansthe technology. Apparently,thru confirmed IBIS “HIT”,22 cold cases were perpetratedfrom April 2005 to November2006, wherein 18 of thesecases occurred in the NCRand the rest in Regions 3 and4.These cases are tiedtogether by recoveredfirearms and fired cartridgecases from a shootingincident that transpired on November 17,2006 in front of the Nueve De PebreroElementary School, Brgy. Addition Hills,Mandaluyong City, wherein PO3 Justo, amember of Mandaluyong Police Stationwas shot dead and led to the arrest ofseveral suspects during the conduct of hotpursuit operations.Series of case conferences regardingthe linked IBIS HITS were conductedby a Joint Investigating Team headedby the PCSUPT JOSE JORGECORPUZ, Deputy Director, DIDM andPCSUPT CHRIS<strong>TO</strong>PHER A LAXA,DRDO, NCRPO, and participated in byinvestigating teams from EPD, QCPD, SPDand NPD. It was supervised by RIDMD,NCRPO to further reassess the case andfurther aims to prepare necessary pertinentdocuments including comprehensivereports and fact sheets from confirmedIBIS HITS in preparation for the filingof necessary charges against the arrestedsuspects.PCSUPT CORPUZ, Deputy Director,DIDM attested to the fact that whenproperly managed, programs like IBIShelp Field Investigators be more effectiveat identifying suspects involved in gunrelatedcrimes. He further said that IBISis strongest in situations where the policeis often weakest – in situations wherecriminals are moving across multipleplaces committing crimes and scatteringevidence along the way.Situations for example, when one ofthe suspects on the PO3 Justo Case waspositively identified by witnesses from othercase (PCINSP RENA<strong>TO</strong> MARASIGANCase, PO2 Pepito Manalo Case,Danilo Manalo Case) related to IBISHITS, whom are responsible of killingtheir relative during the court hearing atMandaluyong City Regional Trial Court.This persuaded the investigating teamsto initiate the filing of additional chargesagainst the arrested suspects.IBIS only works when the police feedit or put an entry on the System. That is -when ballistics evidence collected from allcrime scenes and test fires discharged fromall guns taken into police custody, pursuantto an investigation of criminal wrongdoing, are submitted for IBIS processingand verification.Clearly, the IBIS technologysignificantly increases the ability of thePNP to make ballistics matches acrosscrime scenes and places. At this point,where gun-related crimes are prevalentin the country, new innovative solutionsare needed to explore the key informationfrom each crime gun and piece of ballisticsevidence in a more automated, accurateand timely manner so the guns can be takenout of the hands of criminals before theyhave an opportunity to kill again.

You try to find, develop and lift latent fingerprints from the crime scene….And, you have found & lifted a latent fingerprint from a part of the surface near the bill insertion slit of the Vending Machine!Q6 CAN YOU DETERMINE THAT <strong>THE</strong> LATENT FINGERPRINT IS OF <strong>THE</strong> SUSPECT?Next situation, supposing that:The door lock at the MRT Cubao Station employees’ room was broken and the money was stolen from the cash desk. And, you found and lifteda latent fingerprint from the surface of the cash desk!Q7 AGAIN, CAN YOU DETERMINE THAT <strong>THE</strong> LATENT FINGERPRINT IS OF <strong>THE</strong> SUSPECT?A lady came back to her condominium unit but she disappeared and her bloodstain was found in her condo unit. Most probably, she was involvedin a crime ! The case is reported to the police and the field investigators process the crime scene. Crime scene investigation is conductedproperly, and a batch of latent fingerprints are found and lifted from the wall inside the entrance door, located on the right side seeing the doorfrom inside … (Please see figure for Q7)And, the investigators also check the CCTV Camera of the condominium, and found no traces that the victim went out of the condo. Therefore,it is presumed that the neighbors in the condo have something to do with this case. So the investigators requested the residents of the condoto submit standard fingerprints voluntarily, and many of them submitted. The latent fingerprints were compared with the standard fingerprints atthe Crime Laboratory Office. And, eventually, the latent fingerprints were matched with the standard fingerprints of a guy, one of the neighbors .Now, it is interview time for the neighbor who left the latent fingerprints at the victim’s unit. The investigators ask him why his latent fingerprintswere left in the said point of the crime scene. The guy answered, “YES. I HAVE MET HER AT HER CONDO UNIT. <strong>THE</strong> FINGERPRINT WILLHAVE BEEN ATTACHED PROBABLY WHEN I JUST PASSED BY HER UNIT. I STAYED AT ENTRANCE HALL FOR A FEW MINUTES, BUT IHAVE NEVER BEEN INSIDE HER ROOM.”Is his statement credible? To conclude it, let us see the latent fingerprints lifted from the crime scene once again!
