This issue should be precisely defined by the law.In the year 2006, on 747 submitted requests, the Initiative had received540 replies. In 124 cases this happened only after an appeal was sent to theCommissioner, i.e. after the commissioner had addressed the organ of publicauthority and notified them of the appeal submitted by the Initiative.The right to file a complaint to the CommissionerA complaint to the Commissioner is filed in the period of 15 days fromthe delivery of the decision to the submitter by the organ of authority,or in the case of „silence of the management” 286 . The reasons for filing acomplaint can be if the organs of authority: refuse to inform the submitteron the possession of the information, to give him insight, issue or addressa copy of the requested document, or if this is not done in the appropriateperiod of time 287 , if they do not answer in the appropriate period of time 288 ,the conditions of issuing a copy by paying a compensation higher thanthe costs of making a copy 289 , and if they do not provide insight into thedocument in a way regulated by this law 290 .A complaint to the Commissioner is not allowed against the decisions of theNational Parliament, the President of the Republic, the Government of theRepublic of Serbia, the Supreme Court of Serbia, and the Republic PublicProsecutor 291 .
