Implementation of Transitional Laws in Serbia 2006in their opinion the criminal acts committed were an „insult“ 1168 and„endangered safety“ 1169 . For one charge the process was still in progress 1170 .The Pozarevac Prosecution had dismissed two charges immediately, and theinvestigation was still in progress on one 1171 . The Prosecution in Somborwas still conducting an investigation on two criminal charges, and had raisedand indictment against an underage person 1172 . In one case the Prosecutionin Nis had raised an indictment, and the investigation was still in progresson the other two cases 1173 .The Zrenjanin District Public Prosecutor’s Office had received four criminalcharges, of which one was dismissed 1174 . The other three cases were in theprocess of investigation and failed in attempts to identify the suspects 1175 .Seven criminal charges were filed to the District Public Prosecutor’sOffices in Novi Pazar 1176 and Vranje 1177 . The Prosecution in Novi Pazardismissed one of the charges, raised an indictment on one, and submitted asuggestion of pronouncing a correctional measure in two cases 1178 . On theother criminal charges, the investigation was still in progress 1179 . Accordingto the data given to the Initiative by the Prosecution in Vranje, one chargewas dismissed, and in all other cases the conduction of an investigation orstarting of misdemeanor procedures for violating the Law on Public Orderand Peace were required 1180 . An indictment was raised in one of the sixinvestigated cases. 1181The District Prosecutor’s Office in Belgrade had, during the years 2004and 2005, received 16 criminal charges. Implementation of Transitional Laws in Serbia 2006Prosecution decided to drop the case after conducting an investigation 1182 .The District Prosecutor’s Office in Novi Sad received 11 criminal charges,nine of which were dismissed, and two were processed 1183 .The District Prosecutor’s Offices in Sabac, Subotica and Sremska Mitrovicadid not answer the submitted requests.District CourtsIn the District Courts of Serbia during the years 2004 and 2005, fifteen courtprocedures were based on suspicion that a criminal act of causing racial,religious and national hatred or intolerance was committed. Of the fourverdicts that were reached, two were acquittals. In the other two verdicts, themeasure of obligatory psychiatric treatment outside of an institution waspronounced 1184 . The measure of obligatory psychiatric treatment outsideof an institution is pronounced to mentally incompetent perpetrators ofcriminal acts, in order to prevent the possibility of repeating the act 1185 . In11 cases, the procedure was still in progress.In 14 of 25 District Courts in Serbia, during the years 2004 and 2005,no procedures were lead for this criminal act, and accordingly, no verdictswere reached.
