Implementation of Transitional Laws in Serbia 2006• All state authorities, planned by the Law on Free Access to Informationas mechanisms for right protection, must meet lawful obligations andlegal decisions not-applicable in practice must be changed by lawamendments. The authorities from the Ministry of Culture must betransferred to the Ministry of Public Administration and Local Self-Government;• The city and municipal offence bodies must more efficiently processthe cases dealing with violation the Law on Free Access to Informationso that responsible persons could be properly sanctioned;• Members of the Jagodina Secretariat of Interior must shortly order thecapture of persons responsible for severe physical injuries inflicted toZivota Milanovic whereas the District Attorney’s Office, on the basis ofall the facts related to this case, should press charges against perpetratorsof these criminal acts for inciting racial, religious and national hatredand intolerance;• Although the Law on Rehabilitation was passed in May this year,the court is practically doing nothing in these cases; district courts,authorized for rehabilitation on demands, must filed demands moreefficiently process so that there would be no hearings waited for eightmonths;• Authorized courts in Serbia should strictly respect the laws and sanctionproperly article authors and editors-in-chef of the public outletsspreading “hate speech” in the Serbian media;• Police members, when dealing with citizens, should strictly respectthe professional regulations present in the Law on Police, Statute onConditions and Ways of Force Use and Police Ethics and Police WorkInstructions;• Courts must sanction police torture cases as well as violation f humanrights of all vulnerable group members so that, by creating practicalcourt work, they could stop a no-punishment tradition, prevent actionof all potential perpetrators and upgrade theories and regulationsdealing with human rights on this territory.196
