Implementation of Transitional Laws in Serbia 2006and Sarajevska streets. 883 According to witnesses’ statements, at around 2am, 2.30 am, a group of seven to nine young men, shorthaired and slightlydrunk came to the Roma houses in these streets. 884 Inhabitants were wokenup by the exclamations: “Gypsies, you are asleep”, “Screw you, Gypsies,”and cheering songs such as: “We are the champions”. 885 Soon after theyoung men stoned houses in the suburb. 886 According to police report, sevenhouses were hit and windows were broken on five. 887 Three inhabitants ofthe community whose houses were stoned Bajram Dalipovic, Zaim Ramicand Abdula Sakir went in their cars to look for the attackers. 888 At the sametime, the inhabitants called the police. According to the statement givenby the young men who stoned the houses and magistrate’s decision, threeRomas came first to the attackers when they had beaten up two with fistsand metal rod. 889The police brought in four attackers, Marko Vidic, Goran Markovic andolder minors J.N. and S.P. Also, Dalipovic, Ramic, Sakir and their neighborsDanijel and Damir Kurtesevic had been called in the police station CrveniKrst first thing in the morning and were detained there for nine hours 890 . Asa reason for there detention, the police stated the attack on the young menwho caused the incident. 891 The police officers did not let detained Romasto leave the building nor take food or medicines even though two of themwere diabetes patients. 892 According to the witnesses’ statements, policeofficer Terzic, who was interrogating them, acted arrogantly and cynically,threatening them they would be prosecuted while minor-offence chargeswould be pressed against the attackers on Roma houses. 893During the police investigation, the young men who had stoned the housesdefended themselves claiming they were throwing stones on each otherand hit a few houses on that occasion and that they were beaten up by the883 All data are from reports about Initiative’s incident, police and judicial transcripts as well as decision fromoffence organ. Witness Marko Tripkovic, who waswalking his dog at that time, did not see how two young men were beingbeaten but he claimed he “had heard the slapping.” 896 Police had searchedRoma houses but the metal rod which was allegedly used for violence wasnot found. 897The police submitted a request to open offence procedure against sevenpersons, four young men of Serbian nationality who, due to houses’ stoning,were accused of misdemeanor, 898 noise and clamor 899 and three persons ofRoma nationality who were accused of violence. 900 All these offences areregulated by the Law on Public Peace and Order.
