Implementation of Transitional Laws in Serbia 2006react, considering the proclamation in the Constitution. The declaration onconstitutional obligations to protect the interests of Serbia in Kosovo in alldomestic and foreign political relations creates a difficult obligation for thefuture generations of politicians. On the other hand, it is in discordancewith the attitude of parties of the so-called democratic block that a war asa solution is out of discussion. There is no reason why the preamble wouldnot be understood as call to take over Kosovo by arms. It is also evidentthat by not accepting the decision of the United Nations, Serbia risks goingback to a state of isolation similar to that during the nineties.According to many journalists and analysts, Kosovo was the very reason foradopting a new Constitution of Serbia 16 . Furthermore, a large part of themedia campaign for the adoption of the Constitution rested on messagesconnected to the future status of Kosovo 17 . Through messages that thenew Constitution would enable Kosovo to stay within Serbia, the rulingelite gave one more hope that is false to the inhabitants of Kosovo ofSerbian nationality. This will result in great disappointment if the solutionfor Kosovo turns out to be independence. It is also possible that a partof the Serbian population in Kosovo will move into Serbia.
