General community informationACCESS and PARKING INFORMATIONLOCAL ACCESS ONLY ZONEThe 2012 FORMULA 1 AUSTRALIAN GRAND PRIX will be staged from 15 <strong>to</strong> 18 March 2012.<strong>Grand</strong> <strong>Prix</strong> and mo<strong>to</strong>rsport related activities will take place from Wednesday 14 March.This <strong>Community</strong> Information Guide is intended <strong>to</strong> provide you with a range ofinformation on <strong>the</strong> event and how normal services in <strong>the</strong> area will be conducted during<strong>the</strong> event period (see Event Program timetable on page 14).ALCOHOL CONSUMPTION IN PUBLIC> Around <strong>the</strong> event, within <strong>the</strong> Cities of PortPhillip, S<strong>to</strong>nning<strong>to</strong>n and Melbourne, local lawswill be in place <strong>to</strong> prohibit <strong>the</strong> consumption orpossession of alcohol in unsealed containers inany public place (o<strong>the</strong>r than in any licensedpremises or in an extension of licensed premisespermitted by <strong>the</strong> Liquor Licensing Commissionand/or <strong>the</strong> Council) from Monday 12 <strong>to</strong> Monday19 March 2012 inclusive.AVIATION ACTIVITY> T<strong>here</strong> will be aerial displays and flyovers at <strong>the</strong>2012 FORMULA 1 AUSTRALIAN GRAND PRIX.See <strong>the</strong> Event Program timetable on page 14.COMMUNITY HEALTH SERVICES> All <strong>Community</strong> Health Services will operatenormally.EMERGENCIES> Telephone 000 for emergency assistance.Emergency vehicles have 24-hour access.NOISE LEVELS> Residents who would like <strong>to</strong> use earplugs areadvised <strong>to</strong> use soft foam disposable earplugs.These are available free of charge and can bepicked up from <strong>the</strong> <strong>Australian</strong> <strong>Grand</strong> <strong>Prix</strong><strong>Community</strong> Relations Office which is operationalfrom Monday 5 March at Gate 1 (Canterbury Road),and on sale from local pharmacies.> For a full list of all activities please refer <strong>to</strong> <strong>the</strong>Event Program timetable on page 14.PETS> It is recommended that pets sensitive <strong>to</strong> noisebe kept indoors during Formula 1 sessionsand aerial displays. Pets are not allowed within <strong>the</strong>circuit during <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong> Race Period(Tuesday 13 <strong>to</strong> Monday 19 March).SCHOOLS> Schools will notify parents directly of anychanges <strong>to</strong> normal daily procedures.PUBLIC TRANSPORT INFORMATIONThe <strong>Australian</strong> <strong>Grand</strong> <strong>Prix</strong> Corporation has workedclosely with public transport opera<strong>to</strong>rs <strong>to</strong> encouragepatrons attending <strong>the</strong> event <strong>to</strong> use public transport<strong>to</strong> reduce traffic entering <strong>the</strong> local area.CHANGES WILL AFFECT THE FOLLOWINGSERVICES DURING THE EVENT:> Tram Route 96 – St Kilda light rail> Tram Route 112 – Clarendon StreetSaturday 17 and Sunday 18 March 2012Sections of tram routes 96 and 112 will be replacedwith a bus service <strong>to</strong> make way for <strong>the</strong> expresstrams between <strong>the</strong> city <strong>to</strong> <strong>the</strong> circuit.In <strong>the</strong> weeks leading up <strong>to</strong> <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong>, see <strong>the</strong>Metlink website at metlinkmelbourne.com.au forfull details on <strong>the</strong> service alterations in your areaduring <strong>the</strong> event.For fur<strong>the</strong>r train, tram and businformation call Metlinkon 131 638 or visitmetlinkmelbourne.com.auLOCAL ACCESS ZONEFree Permits will be issued <strong>to</strong> eligible residents and businesseswithin <strong>the</strong> Local Access Only Zone in February 2012.Only vehicles displaying this permit will be allowed access <strong>to</strong> <strong>the</strong>Local Access Only Zone during <strong>the</strong> event. Selected perimeter roadswill be closed and access will be restricted <strong>to</strong> specific entry pointsduring <strong>the</strong> event (shown as blue arrows on <strong>the</strong> 2012 Access andParking Plans). Access at <strong>the</strong>se entry points will be controlled bysecurity between 6.00am – 6.00pm for <strong>the</strong> four days of <strong>the</strong> event.PERMIT USAGE> Residents & Businesses within <strong>the</strong> Local AccessOnly Zone will be issued with two permits inFebruary 2012.Additional permits can be requested bytelephoning <strong>the</strong> <strong>Australian</strong> <strong>Grand</strong> <strong>Prix</strong>Corporation on (03) 9258 7120 or emailing:localpermits@grandprix.com.au> Local Access Permits are also <strong>to</strong> be used for shortterm access, loading and unloading purposes.> Permits are suitable for delivery vehicles, couriers,doc<strong>to</strong>rs, meals on wheels personnel, minister ofreligion, district nurses, hospice care workers ando<strong>the</strong>r services during <strong>the</strong> four days of <strong>the</strong> Event.> Permits are not required if travelling in an easilyidentifiable vehicle such as service vehicles,delivery and courier vehicles.> Buses, taxis and bicycles do not require a localaccess permit.> Permits MUST be attached <strong>to</strong> <strong>the</strong> bot<strong>to</strong>mpassenger-side windscreen of your vehicleand only <strong>the</strong> 2012 permit will be valid.> Please remove all permits from previous events.> Permits are for access only and DO NOT overridelocal government parking regulations/restrictions.> W<strong>here</strong> t<strong>here</strong> is no change <strong>to</strong> <strong>the</strong> existingarrangement, normal parking restrictionswill still apply.> Fines may be incurred if <strong>the</strong> time periodindicated is exceeded. Vehicles may be TOWEDAWAY if parked illegally and fines issued.LOCAL BUSINESSESRefer <strong>to</strong> your local shops and businesses for tradinghours during <strong>the</strong> event.MIDDLE PARKTraffic restrictions will be in place around MiddlePark for <strong>the</strong> four days of <strong>the</strong> event as follows:> Mills Street will be closed on Saturday 17 andSunday 18 March except for vehicles displaying<strong>the</strong> appropriate permits.> Armstrong Street will be closed betweenCanterbury Road and Canterbury Place fromFriday evening <strong>to</strong> Sunday evening.SOUTH MELBOURNEThe South Melbourne shopping precinct will beopen with normal trading hours and traffic accessfor <strong>the</strong> four event days except for:> Clarendon Street will be closed between ParkStreet and Albert Road, except for residents andbusinesses displaying a local access permit.ST KILDAFull access will be maintained <strong>to</strong> <strong>the</strong> Fitzroy Street& Acland Street business precinct. Businesses willoperate as usual for <strong>the</strong> four days of <strong>the</strong> event.RESTRICTED PARKING ZONEAdditional parking restrictions will be imposedduring <strong>the</strong> event, for areas within <strong>the</strong> Cities of PortPhillip, S<strong>to</strong>nning<strong>to</strong>n and Melbourne.Please refer <strong>to</strong> pages 9 and 11.67


ALBERT PARK RESERVE: At a glanceALBERT PARK reserve: Road closuresGENERAL PARK USERS> Albert Park Reserve remains open <strong>to</strong> <strong>the</strong> generalpublic with <strong>the</strong> exception of <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong>Race Period from 12.01am on Tuesday 13March 2012 <strong>to</strong> 11.59pm on Monday 19 March2012. During <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong> Race Period, AlbertPark Reserve will be closed <strong>to</strong> <strong>the</strong> general public.> Signage will indicate de<strong>to</strong>urs along paths whilstinfrastructure is being erected and dismantled.COMMUNITY PLAYGROUND> The <strong>Community</strong> Playground will be closedduring <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong> Race Period only.> Outside of <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong> Race Period t<strong>here</strong> willbe no vehicular movements on <strong>the</strong> path <strong>to</strong> <strong>the</strong>west of <strong>the</strong> playground and <strong>the</strong> carpark <strong>to</strong> <strong>the</strong>south of <strong>the</strong> playground will be available for use.CYCLISTS> Access will be maintained for cyclists on all parkroads except during restricted access periodsand <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong> Race Period. Clearly signedde<strong>to</strong>urs will be provided during <strong>the</strong> restrictedaccess periods on park roads and o<strong>the</strong>r pathwaysw<strong>here</strong> necessary. Cyclists should be aware thattemporary speed humps may be installed onsome shared pathways.DOG WALKERS> Dogs can be walked in Albert Park as usual in <strong>the</strong>lead up <strong>to</strong> <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong> Race Period, with <strong>the</strong>exception of roads and fenced work areas.ACCESS TO BUSINESSES IN ALBERTPARK RESERVE> Outside of <strong>the</strong> <strong>Grand</strong> <strong>Prix</strong> Race Period, commercialpremises operating in Albert Park Reserve will beopen for business as usual.
