FOREWORDPart IIA of the Envir<strong>on</strong>mental Protecti<strong>on</strong> Act 1990 sets out a regulatory regime for theidentificati<strong>on</strong> and remediati<strong>on</strong> of land where c<strong>on</strong>taminati<strong>on</strong> is causing unacceptable risks todefined receptors. The Envir<strong>on</strong>ment Agency has a number of regulatory roles under thisregime. Where land is designated as a <strong>Special</strong> Site, as defined in the C<strong>on</strong>taminated <str<strong>on</strong>g>Land</str<strong>on</strong>g>(England) Regulati<strong>on</strong>s 2000, the Agency will act as the enforcing authority. It is expectedthat a similar regime will be introduced in Wales during 2001, but the reader should checkwhether definiti<strong>on</strong>s of <strong>Special</strong> <strong>Sites</strong> in the Welsh regulati<strong>on</strong>s are the same as in the English<strong>on</strong>es.The Envir<strong>on</strong>ment Agency’s approach to carrying out its regulatory resp<strong>on</strong>sibilities is set outin its Part IIA Process Documentati<strong>on</strong>, available <strong>on</strong> the Agency website (www.envir<strong>on</strong>mentagency.gov.uk).This documentati<strong>on</strong> sets out how the Agency intends to carry out itsresp<strong>on</strong>sibilities under Part IIA of the Envir<strong>on</strong>mental Protecti<strong>on</strong> Act 1990, which came intoforce in England <strong>on</strong> 1 April 2000.Users of the Part IIA process documentati<strong>on</strong> should first refer to the Part IIA ProcessHandbook to obtain a clear understanding of the activities involved in the Part IIA regime,and with which Agency officer resp<strong>on</strong>sibility for particular tasks lies. The Procedures supportthe individual activities, and provide detailed step by step guidance <strong>on</strong> the necessary tasks.The Procedures are supported by Internal Standards which focus <strong>on</strong> the technical and legalaspects of the Part IIA regime. Other relevant advice is provided in Agency R&D documentsand technical publicati<strong>on</strong>s and in authoritative technical materials published by othersincluding the Department of the Envir<strong>on</strong>ment, Transport and the Regi<strong>on</strong>s.This document is <strong>on</strong>e of seven technical reports that provide background informati<strong>on</strong> aboutthe categories of land designated as <strong>Special</strong> <strong>Sites</strong> identified in Regulati<strong>on</strong> 2 of theC<strong>on</strong>taminated <str<strong>on</strong>g>Land</str<strong>on</strong>g> (England) Regulati<strong>on</strong>s 2000. The reports focus <strong>on</strong> the complexities andcharacteristics of the <strong>Special</strong> Site categories, and in particular, c<strong>on</strong>taminati<strong>on</strong> types foundspecifically <strong>on</strong> these sites. The reports are not intended to provide regulatory or proceduralguidance, but they aim to provide technical informati<strong>on</strong> to assist both Agency staff and othersdealing with <strong>Special</strong> <strong>Sites</strong> in carrying out their work.In the interests of transparency and openness, Part IIA process documentati<strong>on</strong>, including thisseries of technical reports are made available to pers<strong>on</strong>s outside the Agency.
