FOREWORDPart IIA of the Environmental Protection Act 1990 sets out a regulatory regime for theidentification and remediation of land where contamination is causing unacceptable risks todefined receptors. The Environment Agency has a number of regulatory roles under thisregime. Where land is designated as a Special Site, as defined in the Contaminated <strong>Land</strong>(England) Regulations 2000, the Agency will act as the enforcing authority. It is expectedthat a similar regime will be introduced in Wales during 2001, but the reader should checkwhether definitions of Special Sites in the Welsh regulations are the same as in the Englishones.The Environment Agency’s approach to carrying out its regulatory responsibilities is set outin its Part IIA Process Documentation, available on the Agency website (www.environmentagency.gov.uk).This documentation sets out how the Agency intends to carry out itsresponsibilities under Part IIA of the Environmental Protection Act 1990, which came intoforce in England on 1 April 2000.Users of the Part IIA process documentation should first refer to the Part IIA ProcessHandbook to obtain a clear understanding of the activities involved in the Part IIA regime,and with which Agency officer responsibility for particular tasks lies. The Procedures supportthe individual activities, and provide detailed step by step guidance on the necessary tasks.The Procedures are supported by Internal Standards which focus on the technical and legalaspects of the Part IIA regime. Other relevant advice is provided in Agency R&D documentsand technical publications and in authoritative technical materials published by othersincluding the Department of the Environment, Transport and the Regions.This document is one of seven technical reports that provide background information aboutthe categories of land designated as Special Sites identified in Regulation 2 of theContaminated <strong>Land</strong> (England) Regulations 2000. The reports focus on the complexities andcharacteristics of the Special Site categories, and in particular, contamination types foundspecifically on these sites. The reports are not intended to provide regulatory or proceduralguidance, but they aim to provide technical information to assist both Agency staff and othersdealing with Special Sites in carrying out their work.In the interests of transparency and openness, Part IIA process documentation, including thisseries of technical reports are made available to persons outside the Agency.
