c<strong>on</strong>taminated land to be designated as a <strong>Special</strong> Site, if it meets <strong>on</strong>e of a number of categoriesof land prescribed in the C<strong>on</strong>taminated <str<strong>on</strong>g>Land</str<strong>on</strong>g> (England) Regulati<strong>on</strong>s 2000. In cases where aLocal Authority believes that land, if found to be c<strong>on</strong>taminated land, would subsequently be a<strong>Special</strong> Site, it will normally ask the Envir<strong>on</strong>ment Agency to carry out a site inspecti<strong>on</strong> <strong>on</strong> itsbehalf, prior to determinati<strong>on</strong> of that land as c<strong>on</strong>taminated land. However, the resp<strong>on</strong>sibilityfor formal determinati<strong>on</strong> of any land as c<strong>on</strong>taminated land remains with the Local Authorityin all cases.Once land has been determined to be c<strong>on</strong>taminated land, and where the Envir<strong>on</strong>ment Agencyand Local Authority agree (or the Secretary of State decides) that the land is also a <strong>Special</strong>Site, the Envir<strong>on</strong>ment Agency will take over the role of enforcing authority from the LocalAuthority. Remediati<strong>on</strong> of the site may include further investigati<strong>on</strong> and assessment(assessment acti<strong>on</strong>), acti<strong>on</strong> to remedy the unacceptable risks identified (remedial treatmentacti<strong>on</strong>) or m<strong>on</strong>itoring (m<strong>on</strong>itoring acti<strong>on</strong>). The Agency is resp<strong>on</strong>sible for maintaining apublic register of regulatory acti<strong>on</strong> for <strong>Special</strong> <strong>Sites</strong>.1.3 How to Use this <str<strong>on</strong>g>Technical</str<strong>on</strong>g> <str<strong>on</strong>g>Guidance</str<strong>on</strong>g>This series of reports <strong>on</strong> <strong>Special</strong> <strong>Sites</strong> is primarily intended to provide Envir<strong>on</strong>ment AgencyOfficers with the specialist technical informati<strong>on</strong> required when dealing with <strong>Special</strong> <strong>Sites</strong>under Part IIA (EPA 1990). Thus, every effort has been made to minimise the overlap withother guidance <strong>on</strong> generic aspects of c<strong>on</strong>taminated land identificati<strong>on</strong>, assessment andmanagement. In practice, it is likely that the reports will also prove useful to Local Authorityofficers, and others, when dealing with these types of sites.The reports focus <strong>on</strong> the categories of land identified by Regulati<strong>on</strong> 2 of the C<strong>on</strong>taminated<str<strong>on</strong>g>Land</str<strong>on</strong>g> (England) Regulati<strong>on</strong>s 2000. Separate guidance has been developed for those sites thatare <strong>Special</strong> <strong>Sites</strong> by virtue of the seriousness of polluti<strong>on</strong> of c<strong>on</strong>trolled waters (defined byRegulati<strong>on</strong> 3 of the C<strong>on</strong>taminated <str<strong>on</strong>g>Land</str<strong>on</strong>g> (England) Regulati<strong>on</strong>s 2000).The informati<strong>on</strong> c<strong>on</strong>tained in each report is arranged and presented so that it can easily bedrawn up<strong>on</strong> when using other relevant guidance such as the Part IIA EPA 1990 processdocumentati<strong>on</strong>. It begins with background informati<strong>on</strong> <strong>on</strong>, for example, the industrial processand facility descripti<strong>on</strong>; further secti<strong>on</strong>s describe key issues that should be c<strong>on</strong>sidered duringthe characterisati<strong>on</strong>, evaluati<strong>on</strong>, remediati<strong>on</strong> and validati<strong>on</strong> stages for each category of<strong>Special</strong> Site. References and a bibliography are also provided, together with a glossary ofterms (both general c<strong>on</strong>taminated land industry terms and also those specific to the individualtechnical field).The format adopted in the report aims to assist the reader in the practical use of the technicalinformati<strong>on</strong> it c<strong>on</strong>tains by the inclusi<strong>on</strong> of, where appropriate, selected checklists, diagrams,photographs, case studies and the highlighting of key technical informati<strong>on</strong>. In additi<strong>on</strong>, atthe start of each of the secti<strong>on</strong>s, a list of the key questi<strong>on</strong>s is included that highlight the issuescovered by the secti<strong>on</strong>.
