SECTION APurposeThe purpose of the MILLIONAIRE RAFFLE game is to award cash prizes to ticket holders whomatch unique, six-digit numbers from 000001 up to 500000 randomly selected in the <strong>Millionaire</strong><strong>Raffle</strong> game drawing. The <strong>Illinois</strong> <strong>Lottery</strong> will randomly select a total of 509 winning numbers toaward 509 prizes of varying dollar amounts.SECTION BDefinitionsThe following words and terms, when used within this document, shall have the following meaningunless otherwise indicated:Claim - To submit a winning Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket and completed claim form to an<strong>Illinois</strong> <strong>Lottery</strong> office for payment.Department - The <strong>Illinois</strong> Department of the <strong>Lottery</strong>.<strong>Lottery</strong>, <strong>Illinois</strong> <strong>Lottery</strong> or <strong>St</strong>ate <strong>Lottery</strong> - The Department of the <strong>Lottery</strong> charged withestablishing and operating the lottery or lotteries authorized by the <strong>Illinois</strong> <strong>Lottery</strong> Law.<strong>Lottery</strong> Central – The <strong>Illinois</strong> <strong>Lottery</strong>’s office located in Springfield, <strong>Illinois</strong>.<strong>Lottery</strong> Law – The <strong>Illinois</strong> <strong>Lottery</strong> Law 20 ILCS 1605/1 et seq., as amended.<strong>Lottery</strong> <strong>Rules</strong>—The <strong>Illinois</strong> <strong>Lottery</strong>’s administrative rules codified at 11 Ill. Admin. Code Part1770, as amended.<strong>Millionaire</strong> <strong>Raffle</strong> Ticket Number – The unique, six-digit number from one (000001) up to fivehundred thousand (500000) sequentially assigned to each Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket sold.<strong>Millionaire</strong> <strong>Raffle</strong> Winning Numbers – Five hundred nine (509) unique, six-digit numbers, fromone (000001) up to five hundred thousand (500000), randomly selected at the <strong>Millionaire</strong> <strong>Raffle</strong>game drawing, which shall be used to determine the winning tickets for the game.2


Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket - A <strong>Millionaire</strong> <strong>Raffle</strong> game ticket, produced on official paperstock by an On-Line Retailer in an authorized manner, bearing a unique, six-digit number from000001 up to 500000, plus validation data.On-Line Retailer - An <strong>Illinois</strong> business location licensed, contracted, and equipped to sell <strong>Illinois</strong><strong>Lottery</strong> on-line game products, including Official <strong>Millionaire</strong> <strong>Raffle</strong> Tickets.Superintendent – The Superintendent of the <strong>Illinois</strong> <strong>Lottery</strong>.Winnings Pool - Fifty percent (50%) of gross sales for the <strong>Millionaire</strong> <strong>Raffle</strong> game.Terms not otherwise defined herein shall have the meaning set forth in the <strong>Lottery</strong> <strong>Rules</strong>.SECTION CTicket Sales1. The sale of Official <strong>Millionaire</strong> <strong>Raffle</strong> Tickets may be conducted only by such <strong>Illinois</strong> businesslocations as the Superintendent shall contract with and license pursuant to <strong>Lottery</strong> <strong>Rules</strong> (relatingto ticket sales agents) and approve for on-line game sales (On-Line Retailers).2. The <strong>Lottery</strong> may terminate sales by any On-Line Retailer in accordance with the <strong>Lottery</strong> Lawand the <strong>Lottery</strong> <strong>Rules</strong>.SECTION DTicket Price1. Official <strong>Millionaire</strong> <strong>Raffle</strong> Tickets may be purchased for $20.00 per ticket. The player receivesone unique, sequentially issued, six-digit number from 000001 up to 500000 for each $20.00Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket purchased.2. The Superintendent may authorize the sale of an Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket at a discountfor promotional purposes.3


SECTION EPlay Restrictions1. Official <strong>Millionaire</strong> <strong>Raffle</strong> Tickets may only be sold to persons 18 years of age or older,providing such persons are not:(a)Any member of the <strong>Lottery</strong> Control Board or person employed by the Board or bythe Department;Employees of any TV station from which lottery drawings originate who aredirectly involved in the production of drawing telecasts, including floor director,camera operators, stage hands, character generator operators, air control technicians,announcer and performer for each telecast;Employees of any advertising agency or public relations agency or any consultantemployed by the Department who are directly involved in a <strong>Lottery</strong> engagement;Employees of audit firms performing on site contractual audit services with respectto Department's operations;Employees of any vendor of goods or services to the Department or Board whichthe Superintendent has stated in rule or contract shall not purchase tickets as suchpurchase may jeopardize the security and integrity of the <strong>Lottery</strong>.(b)Any spouse, child, brother, sister or parent residing as a member of the samehousehold in the principal place of residence of any person designated in subsection(a) of this Section.2. An Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket matching all game play, serial number and other validationdata residing in <strong>Lottery</strong>'s central gaming system shall be the only valid proof of the wagerplaced and the only valid receipt for claiming any prize, except as provided in the <strong>Lottery</strong> <strong>Rules</strong>.3. Official <strong>Millionaire</strong> <strong>Raffle</strong> Tickets may not be canceled once entered into the <strong>Lottery</strong>’s gamingsystem.4


SECTION FTime, Place and Manner of Conducting DrawingAn electronic drawing utilizing a random number generator will be conducted on or about March 17,2013 to select at random the <strong>Millionaire</strong> <strong>Raffle</strong> Winning Numbers, pursuant to the controls andmethods defined by the <strong>Lottery</strong>. The <strong>Lottery</strong> shall not be responsible for lost or stolen Official <strong>Millionaire</strong> <strong>Raffle</strong> Tickets unlessotherwise provided in the <strong>Lottery</strong> <strong>Rules</strong>.2. The purchaser of an Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket has the sole responsibility for verifyingthe condition of the data printed on the ticket at the time of purchase. Any defects must bereported to the On-Line Retailer before the next transaction is processed in order for the ticket tobe reprinted. The original ticket must be retained with the reprint in order to claim any prize.3. The <strong>Lottery</strong> shall not be responsible to the player for Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticketsredeemed in error by an On-Line Retailer.5


SECTION ITicket Validation Requirements1. In order to be deemed a valid <strong>Millionaire</strong> <strong>Raffle</strong> winning ticket, all of the following conditionsmust be met:(a) The validation data must be present in its entirety and must correspond, using thecomputer validation file, to the six-digit Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket Numberprinted on the ticket;(b) The ticket must be sufficiently intact to permit validation;(c) The ticket must not be intentionally mutilated, altered, reconstituted, or tamperedwith in any manner;(d) The ticket must not be counterfeit or an exact duplicate of another winning ticket;(e) The ticket must have been issued by an authorized On-Line Retailer on officialpaper stock;(f) The ticket must not have been stolen;(g) The ticket must be submitted for payment in accordance with Section "J" (relatingto procedures for claiming and payment of prizes);(h) The ticket data must have been recorded on the central computer system prior to thedrawing and the ticket data must match this computer record in every respect;(i) The Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket Number and validation data of an apparentwinning ticket must appear on the official file of winning tickets, and a ticket withthat exact data must not have been previously paid;(j) The ticket must not be mis-registered, defectively printed or printed or produced inerror to an extent that it cannot be processed by the <strong>Lottery</strong>;(k) The ticket must pass all other confidential security checks of the <strong>Lottery</strong>;(l) In submitting an Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket for validation, the player agreesto abide by applicable laws, all <strong>Lottery</strong> <strong>Rules</strong> and Regulations, instructions,conditions and final decisions of the Superintendent;(m) There must not be any other breach of these <strong>Rules</strong> in relation to the ticket that, in theopinion of the Superintendent, justifies disqualification.2. An Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticket submitted for validation that fails any of the precedingvalidation conditions shall be considered void, subject to the following determinations:(a) In all cases of doubt, the determination of the Superintendent shall be final andbinding; however, the Superintendent may, at his/her option, replace an invalidticket with a ticket of equivalent sales price from any current <strong>Lottery</strong> game;(b) In the event a defective ticket is purchased or in the event the Superintendent6


(c)(d)determines to adjust an error, the sole and exclusive remedy shall be thereplacement of such defective or erroneous ticket(s) with a ticket of equivalent salesprice from any current <strong>Lottery</strong> game;In the event a ticket is not paid by the <strong>Lottery</strong> and a dispute occurs as to whether theticket is a winning ticket, the <strong>Lottery</strong> may, at its option, replace the ticket asprovided in paragraph (a) of this subsection. This shall be the sole and exclusiveremedy, of the holder of the ticket;Any ticket holder, who disputes a final validation decision of the Superintendent,may seek review before a hearing officer designated by the Department.SECTION JProcedures for Claiming and Payment of Prizes1. Prizes shall be claimed as follows, effective upon determination of prize payouts, for a period ofone year after the date of the <strong>Millionaire</strong> <strong>Raffle</strong> drawing.2. Within one year after the date of the drawing, the holder of an individual Official <strong>Millionaire</strong><strong>Raffle</strong> winning ticket representing a cash prize of $25,000 or less may present the winning ticketto any official <strong>Lottery</strong> Claims Center for validation and payment.3. If a name and address is contained on the back of a ticket, the person so named shall, for allpurposes, be considered to be the owner of the ticket, unless that person submits documentationof group ownership as provided in subparagraph 7 below. If more than one name and/oraddress appears on the back of a ticket, the individuals so named shall be considered co-ownersof the winning ticket, subject to the documentation requirements of subparagraph 7 below. If noname appears on the back of a ticket, then the ticket shall be deemed owned by the bearer.4. The holder of any Official <strong>Millionaire</strong> <strong>Raffle</strong> winning ticket that is eligible for payment by a<strong>Lottery</strong> Claims Center may also mail the ticket and a properly completed claim form to <strong>Lottery</strong>Central. The claim form and ticket must be received at <strong>Lottery</strong> Central within one year after thedate of the drawing. The ticket will be validated at <strong>Lottery</strong> Central and any prize due will bepaid by <strong>St</strong>ate of <strong>Illinois</strong> warrant.5. The holder of an individual Official <strong>Millionaire</strong> <strong>Raffle</strong> winning ticket representing a cash prizeof more than $25,000 but less than $1,000,000, must mail a properly completed claim form andthe winning ticket to <strong>Lottery</strong> Central or hand deliver the properly completed claim form and7


ticket to a <strong>Lottery</strong> Claims Center, where the claim form and ticket must be received within oneyear after the date of the drawing. The ticket(s) will be validated at <strong>Lottery</strong> Central and anyprize(s) due will subsequently be paid by <strong>St</strong>ate of <strong>Illinois</strong> warrant.6. Prizes of $1,000,000 may be claimed only at <strong>Lottery</strong> Central or the <strong>Lottery</strong>’s administrativeoffice in Chicago, unless an alternate site is mutually agreed upon by the <strong>Lottery</strong> and the ticketholder. Such prize claims shall be made on a date and at a time mutually agreed to by theclaimant and the <strong>Lottery</strong>. The winning ticket and a properly completed claim form must besurrendered to <strong>Lottery</strong> staff at the designated claim location within one year after the date of thedrawing. The ticket will be validated at <strong>Lottery</strong> Central and any prize due will subsequently bepaid by <strong>St</strong>ate of <strong>Illinois</strong> warrant.7. If a winning Official <strong>Millionaire</strong> <strong>Raffle</strong> winning ticket is owned by more than one person, theprize claim must be supported by an IRS Form 5754 showing the names, addresses and taxpayeridentification numbers of all ticket owners. $1,000,000 prizes claims must also be supported bya partnership agreement or other documentation of group ownership acceptable to the <strong>Lottery</strong>.8. The payment of prizes to those persons who may die before receiving any or all of a particularprize shall be paid in accordance with Section 13 of the <strong>Lottery</strong> Law (relating to prizes payableafter death of a prize winner).9. The <strong>Lottery</strong> shall be discharged of any and all liability after payment of prizes as provided inSection 13 of the <strong>Lottery</strong> Law (relating to discharge of <strong>St</strong>ate liability upon payment).10. <strong>Illinois</strong> and federal withholding taxes shall be withheld by the <strong>Lottery</strong> for prize payments in suchamounts as may be required in accordance with applicable provisions of the law.11. Official <strong>Millionaire</strong> <strong>Raffle</strong> prizes shall not be paid to any of the following persons:(a)Any member of the <strong>Lottery</strong> Control Board or person employed by the Board or bythe Department;Employees of any TV station from which lottery drawings originate who aredirectly involved in the production of drawing telecasts, including floor director,camera operators, stage hands, character generator operators, air control technicians,announcer and performer for each telecast;8


Employees of any advertising agency or public relations agency or any consultantemployed by the Department who are directly involved in a <strong>Lottery</strong> engagement;Employees of audit firms performing on site contractual audit services with respectto Department's operations;Employees of any vendor of goods or services to the Department or Board whichthe Superintendent has stated in rule or contract shall not be paid prizes as suchpayment may jeopardize the security and integrity of the <strong>Lottery</strong>.(b)Any spouse, child, brother, sister or parent residing as a member of the samehousehold in the principal place of residence of any person designated in subsection(a) of this Section.(c)Persons less than 18 years old.SECTION KUnclaimed Prize MoneyPrize monies allocated for the payment of Official <strong>Millionaire</strong> <strong>Raffle</strong> winning tickets shall beretained by the Superintendent for payment to the ticket holder entitled thereto, for a period of oneyear after the date of the <strong>Millionaire</strong> <strong>Raffle</strong> drawing. In the event no claim is made within one (1)year after the drawing date, any remaining prize monies shall be paid out of the <strong>St</strong>ate <strong>Lottery</strong> Fundand used for purposes otherwise provided for in accordance with Section 19 of the <strong>Lottery</strong> Law(relating to unclaimed prize money).SECTION LGoverning Law1. In purchasing a ticket, the purchaser agrees to comply with and abide by applicable laws, all<strong>Lottery</strong> <strong>Rules</strong> and Regulations, instructions, conditions and final decisions of the Superintendent,and all procedures established by the Superintendent for conduct of the <strong>Millionaire</strong> <strong>Raffle</strong>.2. All decisions made by the Superintendent, including the declaration of prizes and the payment9


thereof and the interpretation of the <strong>Illinois</strong> <strong>Lottery</strong> Law and the <strong>Illinois</strong> <strong>Lottery</strong> <strong>Rules</strong>, shall befinal and binding on all players and on every person making a claim respect thereof, subject tothe provisions of the <strong>Illinois</strong> Administrative Review Law.3. Section 14 of the <strong>Lottery</strong> Law (20 ILCS 1605/14) states in part that:No person shall sell a ticket or share at a price greater than that fixedby rule or regulation of the Department or the Division. No personother than a licensed lottery sales agent or distributor shall sell or reselllottery tickets or shares. …Any person convicted of violating this Section shall be guilty of aClass B misdemeanor; provided, that if any offense under this Sectionis a subsequent offense, the offender shall be guilty of a Class 4 felony.Should it come to the attention of the <strong>Lottery</strong> that a winning Official <strong>Millionaire</strong> <strong>Raffle</strong> Ticketwas purchased from a re-seller and not directly from an authorized On-Line Retailer, the <strong>Lottery</strong>may declare the ticket to be void and select another winner.Northstar <strong>Lottery</strong> Group, LLC as the private manager of the <strong>Illinois</strong> <strong>Lottery</strong>If you or someone you know has a gambling problem, crisis counseling and referralservices can be accessed by calling 1-800-GAMBLER (1-800-426-2537).10
