eGovernment in the European Union May 2015At an operational level, the Commission needs to tackle two challenges: modernising itsown 'internal' administration and operating professional trans-European services.Concerning the modernisation of its administration, the Commission in 2005 renewed itscommitment to the e-Commission initiative which aimed at delivering better quality andmore transparent services for staff and external stakeholders. This guarantees security ofinformation, including protection of personal data, based on streamlined processes andinteroperable information systems supported by a cost-effective, resilient and highperforming ICT infrastructure.Furthermore, special attention has been paid to the operation of trans-European servicesthat support the implementation of EU legislation, from internal market regulations toconsumer and health policies. Efficient operation of these services relies on onlineinformation services between public administrations across Europe, namely, thosesupported by the ISA programme.ISA 2 (Interoperability Solutions for European Public Administrations) programmeOn 26 June 2014, the European Commission has adopted a proposal for a Decision of theEuropean Parliament and of the Council establishing a programme on interoperabilitysolutions for European public administrations, businesses and citizens (ISA 2 ).ISA 2 will cover the period 2016-2020 with a financial envelope of €131 million. It willreplace the current ISA programme which comes to an end in December 2015 and whichresulted in a number of high-value solutions, including e-Prior (an IT system for electronicinvoicing and the exchange of public procurement documents), the Internal MarketInformation System IMI (allowing national authorities to exchange information), MT@EC (amachine translation service in all official languages for the EU institutions and MemberStates), and a system allowing online collection of statements of support for Europeancitizens’ initiatives. 4ISA (Interoperability Solutions for European Public Administrations) programmeISA (Interoperability Solutions for European Public Administrations) provides a frameworkthat allows Member States to work together to create efficient and effective electroniccross-border public services. The programme supports and maintains the EuropeanInteroperability Framework (EIF) and contains actions on: Trusted information exchange; interoperability architecture; Assessment of the ICT implications of new EU legislation; accompanying measures, such as communication activities, evaluation of progress inimplementing the programme, and, among measures, the new action on the ISAcollaboration platform, which has resulted in the creation of the Joinup portal focusingon eGovernment, semantic interoperability and Open Source Software (OSS).4 Press release - Faster, better public services for business and citizens as Commission proposes push tosweep away e-barriers http://ec.europa.eu/isa/documents/press-releases/faster-better-public-servicesfor-businesses-and-citizens_en.pdf[16]
