LAND USE ELEMENT 3-25grade road crossings. This community utilizes on-site septic systems forwastewater disposal. The Regional Wastewater Facilities <strong>Plan</strong> proposes to collectwastewater at a Regional pumping station for transport to the ElizabethtownWastewater Treatment <strong>Plan</strong>t. This infrastructure is anticipated to be installed toserve this planning area within the next ten years. As an interim measure,decentralized wastewater collection and treatment for this area may be installeduntil conveyance infrastructure is available• Recommended Land Use and Development Criteria:- The recommended land use patterns for the Glendale Rural Village isexpansion of the existing mix of residential and tourist related commercialdevelopment that maintains the traditional character, architectural style,visual character and the aesthetically pleasing environment of thiscommunity.- Access control measures are encouraged in the commercial area of thisvillage in order to maintain orderly traffic flow.- Sign controls that recognize and enhance the cultural, historic and aestheticnature of the community are encouraged.- Residential development should occur from the center of the community outin an orderly fashion in order to best use available infrastructure.- Adjacent to the Glendale Rural Village to the southeast is the 1,551 acreGlendale Industrial Property which will influence the vicinity when it isdeveloped. Development should be mindful of the impacts, both positive andnegative that will occur. Transitional land use techniques may need to beapplied.- Parking should be addressed as part of any new development orredevelopment proposals.- Opportunities for shared parking arrangements should be identified andencouraged.- Where practical, public parking lots and on-street parking areas should beprovided and clearly marked and signed.- Existing public parking should also be clearly marked and signed with uniformand attractive signage in order to effectively designate these areas and directthe public to them.8. Rineyville Rural Village• Introduction: Rineyville is the largest village and is located in the area consideredthe “growth corridor” in the unincorporated area of the <strong>County</strong>. It is strategicallylocated between the two primary employment centers of Elizabethtown and FortKnox. This once was a railroad community; however, today none of thebusinesses are associated with the railroad.• Existing Land Use: A majority of the properties in this Rural Village areresidential. The lots created prior to the establishment of the land use controls<strong>2008</strong> <strong>Comprehensive</strong> <strong>Plan</strong>
