LAND USE ELEMENT 3-23- Access, to individual residential lots, should be limited on collector and localroadways and strictly regulated along arterials in this area in order topreserve traffic flow.- Non-residential development particularly commercial activities are notencouraged. Such uses are recommended for adjoining corridors and villagesand will serve this area.- As infrastructure allows, higher density development should be encouraged.- Development in this area should be logical not “leapfrog” development inorder to allow for logical infrastructure improvements.6. Cecilia Rural Village• Introduction: This community grew with the construction and operation of therailroad. It was designated a village because of the active citizens and socialorganizations determined to maintain its independent identity with the presenceof churches, post office, bank, and local business establishments. This village isadjacent to the western boundary of the City of Elizabethtown and the industrialpark. It is located on <strong>Hardin</strong>sburg Road (KY 86) and is north of Leitchfield Road(US 62).• Existing Land Use: The majority of properties in this village are residential andincludes subdivisions with streets such as Enchanted Acres (31 lots) andLakewood Subdivision (70 lots). Many personal service businesses and smallscale commercial stores plus commercial activities associated with railroadservice are in operation along the highway and railroad.• Natural Features: This village is relatively flat with one stream and the associatedflood hazard area. The soils are of a quality that have allowed for on-sitedisposal of wastewater. There are flood hazards associated with the WestRhudes Creek water feature.• Transportation Features/Public Facilities: This village is served by a post officeand community facilities including churches. This is the only village without a firestation or a public school. The Regional Wastewater Facilities <strong>Plan</strong> proposes tocollect wastewater to a series of regional pumping stations for transport to theElizabethtown Wastewater Treatment <strong>Plan</strong>t. This infrastructure will beconstructed over the next twenty years with some of the service areas receivingsewers in the first ten years. As an interim measure, decentralized wastewatercollection and treatment for this area may be installed until conveyanceinfrastructure is available.<strong>2008</strong> <strong>Comprehensive</strong> <strong>Plan</strong>
