LAND USE ELEMENT 3-14Recommended Land Use Pattern and Development Criteria: The following arerecommended land use types for the Natural Resource Area generally. Also providedare general guidelines for development in Natural Resource Area.‣ Wellhead protection areas should be established and protected throughstrict regulatory controls on development type, density and timing.‣ A low density residential use is the recommended density level for theNatural Resource Area.‣ Agricultural lands should be preserved and agricultural operationsprotected and encouraged by the use of various land use techniquesincluding, but not limited to, residential clustering, conservationeasements and right to farm regulations.‣ Prior to any development occurring in rural areas the roadway networkserving the particular development should meet minimum roadwaystandards as established by local regulation or by policies in this plan.‣ Community facilities are permissible based on the population and thecapacity of the infrastructure to serve the particular site.‣ Where feasible and practical infrastructure such as decentralized sewagedisposal systems should be provided.‣ All development activities should preserve and enhance the existing ruralcharacter of this area.‣ Any commercial development within the area should be limited to majorcrossroads in the area and be carefully reviewed so as not to negativelyimpact the area.‣ Any commercial development in this area should be limited toNeighborhood Commercial or Convenience Commercial uses located atstrategic sites serving local demand, not regional or area-wide demand.‣ The Regional Wastewater Facilities <strong>Plan</strong> identifies this area as part of arural watershed and does not propose a regional wastewater treatmentsolution in the next twenty year planning period. The continued use ofon-site treatment/disposal systems is expected. Portions of this area arelocated in a Source Water Protection Area. For development that occursin these areas, the construction of decentralized wastewater collection andtreatment systems with long-term management, operation andmaintenance is preferred for protection of the source water.<strong>2008</strong> <strong>Comprehensive</strong> <strong>Plan</strong>
