Gilbert Reid s report is in substance as follows :The present Report forms a turning point in thehistory of the International Institute, so far as itswork in Shanghai is concerned, and is characterized bya larger degree of hopefulness, with a broader outlookand a wider scope for usefulness.First of all it is to be recorded that the Institutehas received the second official recognition from theImperial Board of Foreign Affairs. In the previousReport mention was made of my visit to Peking and ofthe negotiations that were conducted with the Ministersof the Board of Foreign Affairs and also of the Board ofEducation. Promises of assistance and recognition weremade by different members of the Board of ForeignAffairs, but nothing definite was forthcoming untiltowards the close of the last year. In response to amemorial, which was presented to the Board of Education, a formal reply under the signature of the Presidentand two Vice-Presidents of this Board, was given, inwhich it was expressed that none of the Boards inPeking could render any financial assistance for ourproposed plan of establishing a high-grade school ofPolitical Science, and that the proposal of a school underforeign supervision was not in harmony with the existingregulations of the Board of Education as sanctioned bythe Throne. Under date of December 16 two documentswere received from the Board of Foreign Affairs. Eachof these documents contained three official seals of the
