The most importantreview was that undertaken by Hull ong>andong> Mosley (2009),entitled Revitalization of ong>Familyong> ong>Plannong>inong>gong> ong>inong> Indonesia.They discussed many of ong>theong> same issues described ong>inong> ong>theong>present report. Their recommendations are reproduced ong>inong>Table 7, togeong>theong>r with snippets from ong>theong>ir accompanyong>inong>gjustification ong>andong> clarification, ong>andong> some additional briefcomments of our own.Their review was followed by anoong>theong>r which suggestedoperational strategies for implementong>inong>g ong>theong> Hull ong>andong>Mosley recommendations (Lewis ong>andong> Haripurnomo,2009). However, ong>theong>se qualitiesare rarely sufficient ong>inong> any democracy to ensure that ong>theong>government will adopt ong>theong>m. In Indonesia governmentagencies are still largely neo-patrimonial bureaucracies;promotion ong>inong> ong>theong> civil service is still not clearly determong>inong>edby performance, although this situation is slowly changong>inong>g.Key political decisions are often determong>inong>ed by websof patronage ong>andong> ong>theong> capacity to capture ong>andong> commong>andong>resources. Under ong>theong>se circumstances it is difficult forany agency to adopt changes on ong>theong> grounds that ong>theong>ywill result ong>inong> everyone doong>inong>g a better job at servong>inong>g ong>theong>needs ong>andong> aspirations of ong>theong> public. It is difficult toong>inong>troduce evidence-based reforms designed to improve anagency’s performance without furong>theong>r civil service reform(Synnerstrom, 2007).RecommendationsOur recommendations, which were presented as discussionquestions for ong>theong> Consultation ong>inong> Bangkok, 8-10 December2010, are as follows:Recommendation 1Can Indonesia’s national FPprogramme be given a central focusto meet all remaong>inong>ong>inong>g unmet need forservices by 2015?The FP programme does not currently have a clear focus.Its core busong>inong>ess should be reducong>inong>g unmet need, butlittle progress has been made on this durong>inong>g ong>theong> last 15years. Unmet need is primarily a health ong>andong> reproductiverights issue ong>andong> it needs to be addressed urgently for anumber of reasons. Unmet demong>andong> for FP services meansthat millions of women ong>inong> Indonesia today are at risk ofunwanted pregnancy. This is a serious health ong>andong> genderissue.Focusong>inong>g ong>theong> FP programme on reducong>inong>g unmet need forFP services is ong>theong> kong>inong>d of challenge which could revitalizeong>theong> programme.
