BANGLADESHCAMBODIANEPALPHILIPPINESSERVICE DELIVERYOverall, the integrated and linked SRHand HIV services have been offered atselected referral hospitals and healthcentres. The SRH services includingANC, FP, maternal and child health,STI and other SRH services areoffered at health centres and integratedor linked to HIV services established inoperational districts.Based on the Guide for Implementationof Positive Prevention among PLHIV,the positive prevention message andfamily planning service can be offered atselected health facilities where PLHIVaccess care and treatment.According to the draft of strategicplan 2011-2015, HIV continuum ofcare and support components havebeen revised, with a restructuredcollaboration diagram that indicates thelinking of comprehensive health careservices between all levels in operationaldistricts. In the draft of the revisedstrategic plan health service delivery(HSD) is one of the HIV care andtreatment components that includes allhealth services at MPA and CPA levelsavailable to PLHIV. HIV testing (entrypoint to care) and OI/ART services areessential parts of the HSD.The HSD for PLHIV has been recentlystrengthened through the linkedresponse approach with an integrationof the 3 I’s strategy for TB-HIV and apackage of positive prevention activitiesfor PLHIV that includes 1) adviceand counselling on condom use; 2)counselling on ART adherence; 3)advice on birth spacing/condom andsafe abortion services; 4) TB infectioncontrol services; 5) STI prevention andcase management, and the provision offamily planning services.Constraints of the integrated/linkedSRH and HIV services that may arisewithin the next five years could be:Shortage of equipment for offeringintegrated servicesShortage of space for offeringprivate and confidential servicesShortage of staff timeShortage of staff trainingInappropriate/insufficient staffsupervisionLow staff motivationLinking SRH and HIV services couldimpact on the increased cost of healthservices, cost for clients, workload ofhealth care providers, space and privacy,and the need for equipment, suppliesand drugs.ConclusionThe results indicate that there is limitedspecific policies or strategies for anintegrated HIV and SRH programme.Currently, integrated/linked HIVand SRH services have been deliveredbased on separate policies, strategies,guidelines, and SoPs. However, somelevel of integration/linkage betweenSRH and HIV programmes has beeninitiated at the service delivery level,strengthened through the introductionof the linked response approach andpositive prevention for PLHIV.62
