Among theparticipants were government officials, representatives of UN agencies, representativesof international and national NGOs and a broad cross-section of other conferenceparticipants from Asia and the Pacific, Africa, and Latin America and the Caribbeanwho shared their experiences to support and guide policy and programmes work inAsia and the Pacific.A follow-up to the Symposium and in order to institutionalize the linkages betweenreproductive health and HIV/AIDS at country level, taking into consideration the UNAIDSAction Framework: Addressing Women, Girls, Gender Equality and HIV (UNAIDS ActionFramework), ICOMP conducted the following activities:i. Review of policies, programmes and service delivery to identify the current statusof linkages between reproductive health and HIV/AIDS in Bangladesh, Cambodia,Nepal and Philippines; andii. Roundtable Meeting on Linkages between Sexual and Reproductive Health and HIV/AIDS to review the findings of case studies and develop a framework of action toinstitutionalize reproductive health and HIV/AIDS linkages at all levels.Introductionⅳ

REVIEW OF LINKAGES BETWEEN SEXUAL ANDREPRODUCTIVE HEALTH AND HIV/AIDS IN POLICY,SYSTEMS AND SERVICE DELIVERY IN SELECTED ASIANCOUNTRIESThe study which was conducted in Bangladesh, Cambodia, Nepal and the Philippinesexplores the policy, system and service delivery issues and challenges affecting the bidirectionallinkages of sexual and reproductive health and rights (SRHR) programmes,with policy and programmes for HIV prevention, treatment, care and support. It isintended to identify gaps and ultimately contribute to the development of countryspecificaction plans to forge and strengthen these linkages.The study questions were based on the following:• What is the level and effectiveness of linkages between SRH and HIV related policies,national laws, operational plans and guidelines?• To what extent do systems support effective linkages between SRH and HIV?• To what extent are HIV services integrated into SRH services and SRH servicesintegrated into HIV services?The study used the following methodologies:• Review of SRH and HIV related policies (such as national HIV strategic plan,reproductive health policy, etc), operational plans and guidelines (such as HIVcounseling and testing guide, anti-retroviral treatment protocol, PMTCT guideline,etc);• Interviews with relevant policy makers, head of programme, development partnersand donors. In addition, the study will also interview service providers.All information for this study was collected throughstandard questionnaire adapted from the RapidAssessment Tool for Sexual and ReproductiveHealth and HIV Linkages (IPPF, UNFPA, WHO,UNAIDS, GNP+, ICW and Young Positives). Theobjectives of the Rapid Assessment Tool are toenable countries to assess current national SRH& HIV linkages, identify gaps and contribute to thedevelopment of country-specific action plans. It isbased on a set of principles, including: addressingstructural determinants; focusing on human rightsand gender; promoting a coordinated and coherentresponse; meaningfully involving people living withHIV (PLHIV); fostering community participation;Introductionⅴ (a)
