Introduction
In 2011, international discussions continued to focus on the period after 2013 when the next EU framework programme
(Horizon 2020) will start. COST needs to position itself among the available instruments in the European Research and
Innovation Area (ERA) to reinforce its position as a most important networking instrument. The milestones in 2011
were not as remarkable as in 2010 with the COST Mid-Term Evaluation and the Ministerial Conference, but were just as
important for the further development of COST. COST Mid-Term Evaluation recommendations must be implemented or
work must be done to prepare for 2014 between now and the end of the 7th Framework Programme.
COST’s international activities were reflected in Switzerland in 2011. COST in Switzerland was assessed in 2010 and a comprehensive
evaluation and impact study was presented to the SER by external evaluators. The report confirmed that COST
plays an important role as a networking tool for European scientists as well as a precursor to future research cooperation.
It is also considered to be a useful instrument to foster the development of junior researchers. The complementary roles
of COST, the cumulative effects of COST grants and the significant socioeconomic impact were all deemed relevant. Also
participants’ satisfaction with the COST system in Switzerland was judged to be high. Therefore, the SER and its COST
Competence Centre focused on implementing the changes and improvements recommended by the external evaluators.
The high level of Swiss participation was consolidated in 2011. Thus, Switzerland once again takes part in about 85%
of all COST Actions.
The Annual Report for 2011 provides an overview of COST activities, both in Switzerland and at the international level,
as well as Swiss representation in various technical committees and Swiss participation in COST Actions. The SER
once again produced a CD-ROM, which provides more information regarding Swiss participation in COST. The COST
CD-ROM may be ordered from the SER Web site.

Swiss participation in COST in 2011
Participation in new COST Actions
The Committee of Senior Officials (CSO) approved 60 new COST Actions in 2011. Four of these new Actions were the
result of Swiss proposals (BM1105, CM1102, FP1101, IS1107). Presently, a total of 20 COST Actions originating from
Swiss proposals are active.
In 2011, Switzerland joined 55 COST Actions that had been approved by the CSO in 2010 or 2011. Over the course of
2011, Switzerland was involved in 192 of the 229 ongoing Actions (Figure 1).

Commitment budget
Switzerland’s commitment budget for COST-related activities for the period 2008 – 2011 stands at CHF 28 million. Of
this total, CHF 8.6 million was allocated in 2011 to projects in the various COST Domains.
Table 1 (see page 29) and Figure 2 show that four COST Domains – Transport and Urban Development (TUD); Chemistry
and Molecular Sciences and Technologies (CMST); Food and Agriculture (FA); and Materials, Physical and Nanosciences
(MPNS) – were allocated over CHF 1,000,000. Allocations ranging between CHF 400,000 and CHF 1,000,000 went to
Earth System Science and Environmental Management (ESSEM), Trans Domain Proposals (TD), Information and Communication
Technologies (ICT) as well as to Forests, their Products and Services (FPS). The smallest Domains with up to
CHF 400,000 in 2011 were Biomedicine and Molecular Biosciences (BMBS) and Individuals, Societies, Cultures and
Health (ISCH).

COST is primarily an instrument for higher education institutions (Figure 3): 57% of the allocations went to the FIT
Domain and 27% went to cantonal universities, while universities of applied sciences secured 6%. Private institutions
received 2% and non-profit organisations (NPOs) received 6% of the funding allocated in 2011. The Swiss state-run research
institutes (e.g. Agroscope, MeteoSwiss, etc.) secured 2% of the funding allocated in 2011.

Within the FIT Domain (Figure 4), funding was allocated as follows: ETH Zurich 24%; EPF Lausanne 31%, Federal Institute
for Forest, Snow and Landscape Research (WSL) 14%, Paul Scherrer Institute 10% and Swiss Federal Institute of
Aquatic Science and Technology (EAWAG) 4%.

The funding allocated to cantonal universities in 2011 (Figure 5) was quite evenly distributed among five of the larger
universities, while the small Università della Svizzera italiana (USI) received a very good level of allocations in 2011.
The distribution was as follows: University of Zurich 26%, University of Basel 20%, University of Bern 19%, University of
Geneva 15%, University of Neuchâtel 13% and Università della Svizzera italiana 7%.

Budget for COST-related activities
Switzerland’s 2011 budget for COST-related activities amounted to CHF 6.3 million. This funding was fully allocated
and spent (Table 2 - see page 37).
The highest amount of funding (CHF 1 million or more) went to only one COST Domain: Food and Agriculture (FA). The
following six COST Domains received the following payments of over CHF 500,000: Forests, their Products and Services
(FPS) (CHF 874,000); Materials, Physical and Nanosciences (MPNS) (CHF 797,000); Transport and Urban Development (TUD)
(CHF 770,000); Chemistry and Molecular Sciences and Technologies (CMST) (CHF 622,000); Information and Communication
Technologies (ICT) (CHF 622,000); and Earth System Science and Environmental Management (ESSEM) (CHF 586,000).
Finally Trans Domain Actions (CHF 421,000), Individuals, Societies, Cultures and Health (ISCH) (CHF 338,000) and
Biomedicine and Molecular Biosciences (BMBS) (CHF 269,000) received less than CHF 500,000 each in 2011 (Figure 6).

COST events and publications in Switzerland
In 2011, COST was represented at a number of information events to raise the level of awareness of COST activities
within the Federal Administration and the Swiss research community. The COST Competence Centre at the SER works
regularly and efficiently with the Euresearch information network.

COST at the international level in 2011
Committee of Senior Officials (CSO)
Three CSO meetings took place in 2011: 16-17 February, 17-18 May, 30 November-1 December 2011
Amendment to the COST contract (between the European Commission and the ESF):
The fourth amendment to the COST contract between the European Commission and the European Science Foundation
(ESF) was signed in June 2011. This contract covers COST funding for the years 2011/2012.
Legal form of COST:
In 2010, it was confirmed that the ESF no longer wishes to continue acting as implementing agent for COST after 2013
due to its own internal developments.
An independent legal body, called the “COST Office Association” was founded under Belgian law on 12 July 2010.
The statutes were published in the Belgian Official Gazette in September 2010. Founding members are: Bosnia &
Herzegovina, Bulgaria, Croatia, Czech Republic, Finland, Germany, Hungary, Italy, Spain and Turkey. Switzerland is,
at present, not a member of this association.
Discussions on whether this association may become the implementing agent for COST after 2013 resumed in the
second half of the year 2011 and will continue in 2012.
COST exhibition at the European Parliament:
An exhibition on COST activities at the European Parliament can be considered a success, given the great interest
shown by MEPs. From Switzerland’s perspective, a highlight of the exhibition was the presentation of a Swissproposed
and run COST Action (Prevention of Honey Bee Colony Loss COST FA0803). Participation was high at the
opening event of the exhibition, at the MEP breakfast meeting and at the exhibition itself. The exhibition raised MEP
awareness of COST activities, which is what the CSO had hoped to achieve.
Replenishment of COST budget:
The European Commission has allocated an additional EUR 30 million from the 7th framework programme for
COST activities. This replenishment of the COST budget is based on the positive mid-term evaluation of COST in
2010, which recommended that the COST budget be replenished by EUR 40 million. Release of the remaining EUR
10 million depends on budget developments in the EU.

COST open call:
The COST Office also launched two open calls in 2011. These two open calls led to 60 new COST Actions. The COST
Competence Centre provided information about these open calls through the usual channels (SER Homepage, Euresearch
e-newsletter) and advised Swiss participants in these open calls. Information was also provided regarding
participation in these new COST Actions.
The following Swiss research proposals were successful in 2011: BM1105 on “GnRH Deficiency: Elucidation of
the Neuroendocrine Control of Human Reproduction”; IS1107 on “European Network for Conflict Research”, and
CM1102 on “Multivalent Glycosystems for Nanoscience – MultiGlycoNano”, which is now under Swiss vice-chairmanship.
Executive Group of the CSO (JAF) 1
The JAF met three times in 2011 (19-20 January, 13-14 April, 26-27 October) for the purpose of preparing for the CSO
meetings.
Participation of research institutes from non-COST member countries: In the three meetings held in 2011, the JAF
Group confirmed that research institutes from about 120 research institutions from Egypt, Albania, Algeria, Argentina,
Armenia, Azerbaijan, Australia, Brazil, Belarus, Canada, China / Hong Kong, Columbia, India, Japan, Korea, Morocco,
Moldavia, New Zealand, Pakistan, Russia, South Africa, Taiwan, Tunisia, USA, Ukraine as well as the European Commission
(JRC) will be taking part in various COST Actions.
Scientific COST Secretariat (= COST Office) in Brussels
The new COST Office Director, Dr. Monica Dietl, began her position at the COST Office on 1st of April 2011. Dr. Dietl is
a neurobiologist with extensive experience as a researcher, administrator and manager. She is very familiar with the
“Brussels” environment.
In 2011 the COST Office published the 2010 Annual Report and a booklet entitled “About COST 2011”. Both publications
were sent to all Swiss participants in COST and to a broader public involved in the European Framework Programmes
(approx. 6000 addresses). Booklets were also distributed at various events.
In 2011, the COST Office published 3 issues of the COST Office Newsletter, which is distributed to interested parties in
Switzerland (Swiss mailshot to up to 6000 addresses).
