Introduction<br />

In 2011, <strong>in</strong>ternational discussions cont<strong>in</strong>ued to focus on <strong>the</strong> period after 2013 when <strong>the</strong> next EU framework programme<br />

(Horizon 2020) will start. <strong>COST</strong> needs to position itself among <strong>the</strong> available <strong>in</strong>struments <strong>in</strong> <strong>the</strong> <strong>European</strong> Research <strong>and</strong><br />

Innovation Area (ERA) to re<strong>in</strong>force its position as a most important network<strong>in</strong>g <strong>in</strong>strument. The milestones <strong>in</strong> 2011<br />

were not as remarkable as <strong>in</strong> 2010 with <strong>the</strong> <strong>COST</strong> Mid-Term Evaluation <strong>and</strong> <strong>the</strong> M<strong>in</strong>isterial Conference, but were just as<br />

important for <strong>the</strong> fur<strong>the</strong>r development <strong>of</strong> <strong>COST</strong>. <strong>COST</strong> Mid-Term Evaluation recommendations must be implemented or<br />

work must be done to prepare for 2014 between now <strong>and</strong> <strong>the</strong> end <strong>of</strong> <strong>the</strong> 7th Framework Programme.<br />

<strong>COST</strong>’s <strong>in</strong>ternational activities were reflected <strong>in</strong> Switzerl<strong>and</strong> <strong>in</strong> 2011. <strong>COST</strong> <strong>in</strong> Switzerl<strong>and</strong> was assessed <strong>in</strong> 2010 <strong>and</strong> a comprehensive<br />

evaluation <strong>and</strong> impact study was presented to <strong>the</strong> SER by external evaluators. The report confirmed that <strong>COST</strong><br />

plays an important role as a network<strong>in</strong>g tool for <strong>European</strong> scientists as well as a precursor to future research cooperation.<br />

It is also considered to be a useful <strong>in</strong>strument to foster <strong>the</strong> development <strong>of</strong> junior researchers. The complementary roles<br />

<strong>of</strong> <strong>COST</strong>, <strong>the</strong> cumulative effects <strong>of</strong> <strong>COST</strong> grants <strong>and</strong> <strong>the</strong> significant socioeconomic impact were all deemed relevant. Also<br />

participants’ satisfaction with <strong>the</strong> <strong>COST</strong> system <strong>in</strong> Switzerl<strong>and</strong> was judged to be high. Therefore, <strong>the</strong> SER <strong>and</strong> its <strong>COST</strong><br />

Competence Centre focused on implement<strong>in</strong>g <strong>the</strong> changes <strong>and</strong> improvements recommended by <strong>the</strong> external evaluators.<br />

The high level <strong>of</strong> Swiss participation was consolidated <strong>in</strong> 2011. Thus, Switzerl<strong>and</strong> once aga<strong>in</strong> takes part <strong>in</strong> about 85%<br />

<strong>of</strong> all <strong>COST</strong> Actions.<br />

The Annual Report for 2011 provides an overview <strong>of</strong> <strong>COST</strong> activities, both <strong>in</strong> Switzerl<strong>and</strong> <strong>and</strong> at <strong>the</strong> <strong>in</strong>ternational level,<br />

as well as Swiss representation <strong>in</strong> various technical committees <strong>and</strong> Swiss participation <strong>in</strong> <strong>COST</strong> Actions. The SER<br />

once aga<strong>in</strong> produced a CD-ROM, which provides more <strong>in</strong>formation regard<strong>in</strong>g Swiss participation <strong>in</strong> <strong>COST</strong>. The <strong>COST</strong><br />

CD-ROM may be ordered from <strong>the</strong> SER Web site.<br />

Swiss participation <strong>in</strong> <strong>COST</strong> <strong>in</strong> 2011<br />

Participation <strong>in</strong> new <strong>COST</strong> Actions<br />

The Committee <strong>of</strong> Senior Officials (CSO) approved 60 new <strong>COST</strong> Actions <strong>in</strong> 2011. Four <strong>of</strong> <strong>the</strong>se new Actions were <strong>the</strong><br />

result <strong>of</strong> Swiss proposals (BM1105, CM1102, FP1101, IS1107). Presently, a total <strong>of</strong> 20 <strong>COST</strong> Actions orig<strong>in</strong>at<strong>in</strong>g from<br />

Swiss proposals are active.<br />

In 2011, Switzerl<strong>and</strong> jo<strong>in</strong>ed 55 <strong>COST</strong> Actions that had been approved by <strong>the</strong> CSO <strong>in</strong> 2010 or 2011. Over <strong>the</strong> course <strong>of</strong><br />

2011, Switzerl<strong>and</strong> was <strong>in</strong>volved <strong>in</strong> 192 <strong>of</strong> <strong>the</strong> 229 ongo<strong>in</strong>g Actions (Figure 1).<br />

Commitment budget<br />

Switzerl<strong>and</strong>’s commitment budget for <strong>COST</strong>-related activities for <strong>the</strong> period 2008 – 2011 st<strong>and</strong>s at CHF 28 million. Of<br />

this total, CHF 8.6 million was allocated <strong>in</strong> 2011 to projects <strong>in</strong> <strong>the</strong> various <strong>COST</strong> Doma<strong>in</strong>s.<br />

Table 1 (see page 29) <strong>and</strong> Figure 2 show that four <strong>COST</strong> Doma<strong>in</strong>s – Transport <strong>and</strong> Urban Development (TUD); Chemistry<br />

<strong>and</strong> Molecular Sciences <strong>and</strong> Technologies (CMST); Food <strong>and</strong> Agriculture (FA); <strong>and</strong> Materials, Physical <strong>and</strong> Nanosciences<br />

(MPNS) – were allocated over CHF 1,000,000. Allocations rang<strong>in</strong>g between CHF 400,000 <strong>and</strong> CHF 1,000,000 went to<br />

Earth System Science <strong>and</strong> Environmental Management (ESSEM), Trans Doma<strong>in</strong> Proposals (TD), Information <strong>and</strong> Communication<br />

Technologies (ICT) as well as to Forests, <strong>the</strong>ir Products <strong>and</strong> Services (FPS). The smallest Doma<strong>in</strong>s with up to<br />

CHF 400,000 <strong>in</strong> 2011 were Biomedic<strong>in</strong>e <strong>and</strong> Molecular Biosciences (BMBS) <strong>and</strong> Individuals, Societies, Cultures <strong>and</strong><br />

Health (ISCH).

<strong>COST</strong> is primarily an <strong>in</strong>strument for higher education <strong>in</strong>stitutions (Figure 3): 57% <strong>of</strong> <strong>the</strong> allocations went to <strong>the</strong> FIT<br />

Doma<strong>in</strong> <strong>and</strong> 27% went to cantonal universities, while universities <strong>of</strong> applied sciences secured 6%. Private <strong>in</strong>stitutions<br />

received 2% <strong>and</strong> non-pr<strong>of</strong>it organisations (NPOs) received 6% <strong>of</strong> <strong>the</strong> fund<strong>in</strong>g allocated <strong>in</strong> 2011. The Swiss state-run research<br />

<strong>in</strong>stitutes (e.g. Agroscope, MeteoSwiss, etc.) secured 2% <strong>of</strong> <strong>the</strong> fund<strong>in</strong>g allocated <strong>in</strong> 2011.<br />

With<strong>in</strong> <strong>the</strong> FIT Doma<strong>in</strong> (Figure 4), fund<strong>in</strong>g was allocated as follows: ETH Zurich 24%; EPF Lausanne 31%, Federal Institute<br />

for Forest, Snow <strong>and</strong> L<strong>and</strong>scape Research (WSL) 14%, Paul Scherrer Institute 10% <strong>and</strong> Swiss Federal Institute <strong>of</strong><br />

Aquatic Science <strong>and</strong> Technology (EAWAG) 4%.<br />

The fund<strong>in</strong>g allocated to cantonal universities <strong>in</strong> 2011 (Figure 5) was quite evenly distributed among five <strong>of</strong> <strong>the</strong> larger<br />

universities, while <strong>the</strong> small Università della Svizzera italiana (USI) received a very good level <strong>of</strong> allocations <strong>in</strong> 2011.<br />

The distribution was as follows: University <strong>of</strong> Zurich 26%, University <strong>of</strong> Basel 20%, University <strong>of</strong> Bern 19%, University <strong>of</strong><br />

Geneva 15%, University <strong>of</strong> Neuchâtel 13% <strong>and</strong> Università della Svizzera italiana 7%.<br />

Budget for <strong>COST</strong>-related activities<br />

Switzerl<strong>and</strong>’s 2011 budget for <strong>COST</strong>-related activities amounted to CHF 6.3 million. This fund<strong>in</strong>g was fully allocated<br />

<strong>and</strong> spent (Table 2 - see page 37).<br />

The highest amount <strong>of</strong> fund<strong>in</strong>g (CHF 1 million or more) went to only one <strong>COST</strong> Doma<strong>in</strong>: Food <strong>and</strong> Agriculture (FA). The<br />

follow<strong>in</strong>g six <strong>COST</strong> Doma<strong>in</strong>s received <strong>the</strong> follow<strong>in</strong>g payments <strong>of</strong> over CHF 500,000: Forests, <strong>the</strong>ir Products <strong>and</strong> Services<br />

(FPS) (CHF 874,000); Materials, Physical <strong>and</strong> Nanosciences (MPNS) (CHF 797,000); Transport <strong>and</strong> Urban Development (TUD)<br />

(CHF 770,000); Chemistry <strong>and</strong> Molecular Sciences <strong>and</strong> Technologies (CMST) (CHF 622,000); Information <strong>and</strong> Communication<br />

Technologies (ICT) (CHF 622,000); <strong>and</strong> Earth System Science <strong>and</strong> Environmental Management (ESSEM) (CHF 586,000).<br />

F<strong>in</strong>ally Trans Doma<strong>in</strong> Actions (CHF 421,000), Individuals, Societies, Cultures <strong>and</strong> Health (ISCH) (CHF 338,000) <strong>and</strong><br />

Biomedic<strong>in</strong>e <strong>and</strong> Molecular Biosciences (BMBS) (CHF 269,000) received less than CHF 500,000 each <strong>in</strong> 2011 (Figure 6).<br />

<strong>COST</strong> events <strong>and</strong> publications <strong>in</strong> Switzerl<strong>and</strong><br />

In 2011, <strong>COST</strong> was represented at a number <strong>of</strong> <strong>in</strong>formation events to raise <strong>the</strong> level <strong>of</strong> awareness <strong>of</strong> <strong>COST</strong> activities<br />

with<strong>in</strong> <strong>the</strong> Federal Adm<strong>in</strong>istration <strong>and</strong> <strong>the</strong> Swiss research community. The <strong>COST</strong> Competence Centre at <strong>the</strong> SER works<br />

regularly <strong>and</strong> efficiently with <strong>the</strong> Euresearch <strong>in</strong>formation network.<br />

Three CSO meet<strong>in</strong>gs took place <strong>in</strong> 2011: 16-17 February, 17-18 May, 30 November-1 December 2011<br />

Amendment to <strong>the</strong> <strong>COST</strong> contract (between <strong>the</strong> <strong>European</strong> Commission <strong>and</strong> <strong>the</strong> ESF):<br />

The fourth amendment to <strong>the</strong> <strong>COST</strong> contract between <strong>the</strong> <strong>European</strong> Commission <strong>and</strong> <strong>the</strong> <strong>European</strong> Science Foundation<br />

(ESF) was signed <strong>in</strong> June 2011. This contract covers <strong>COST</strong> fund<strong>in</strong>g for <strong>the</strong> years 2011/2012.<br />

Legal form <strong>of</strong> <strong>COST</strong>:<br />

In 2010, it was confirmed that <strong>the</strong> ESF no longer wishes to cont<strong>in</strong>ue act<strong>in</strong>g as implement<strong>in</strong>g agent for <strong>COST</strong> after 2013<br />

due to its own <strong>in</strong>ternal developments.<br />

An <strong>in</strong>dependent legal body, called <strong>the</strong> “<strong>COST</strong> Office Association” was founded under Belgian law on 12 July 2010.<br />

The statutes were published <strong>in</strong> <strong>the</strong> Belgian Official Gazette <strong>in</strong> September 2010. Found<strong>in</strong>g members are: Bosnia &<br />

Herzegov<strong>in</strong>a, Bulgaria, Croatia, Czech Republic, F<strong>in</strong>l<strong>and</strong>, Germany, Hungary, Italy, Spa<strong>in</strong> <strong>and</strong> Turkey. Switzerl<strong>and</strong> is,<br />

at present, not a member <strong>of</strong> this association.<br />

Discussions on whe<strong>the</strong>r this association may become <strong>the</strong> implement<strong>in</strong>g agent for <strong>COST</strong> after 2013 resumed <strong>in</strong> <strong>the</strong><br />

second half <strong>of</strong> <strong>the</strong> year 2011 <strong>and</strong> will cont<strong>in</strong>ue <strong>in</strong> 2012.<br />

<strong>COST</strong> exhibition at <strong>the</strong> <strong>European</strong> Parliament:<br />

An exhibition on <strong>COST</strong> activities at <strong>the</strong> <strong>European</strong> Parliament can be considered a success, given <strong>the</strong> great <strong>in</strong>terest<br />

shown by MEPs. From Switzerl<strong>and</strong>’s perspective, a highlight <strong>of</strong> <strong>the</strong> exhibition was <strong>the</strong> presentation <strong>of</strong> a Swissproposed<br />

<strong>and</strong> run <strong>COST</strong> Action (Prevention <strong>of</strong> Honey Bee Colony Loss <strong>COST</strong> FA0803). Participation was high at <strong>the</strong><br />

open<strong>in</strong>g event <strong>of</strong> <strong>the</strong> exhibition, at <strong>the</strong> MEP breakfast meet<strong>in</strong>g <strong>and</strong> at <strong>the</strong> exhibition itself. The exhibition raised MEP<br />

awareness <strong>of</strong> <strong>COST</strong> activities, which is what <strong>the</strong> CSO had hoped to achieve.<br />

Replenishment <strong>of</strong> <strong>COST</strong> budget:<br />

The <strong>European</strong> Commission has allocated an additional EUR 30 million from <strong>the</strong> 7th framework programme for<br />

<strong>COST</strong> activities. This replenishment <strong>of</strong> <strong>the</strong> <strong>COST</strong> budget is based on <strong>the</strong> positive mid-term evaluation <strong>of</strong> <strong>COST</strong> <strong>in</strong><br />

2010, which recommended that <strong>the</strong> <strong>COST</strong> budget be replenished by EUR 40 million. Release <strong>of</strong> <strong>the</strong> rema<strong>in</strong><strong>in</strong>g EUR<br />

10 million depends on budget developments <strong>in</strong> <strong>the</strong> EU.


<strong>COST</strong> open call:<br />

The <strong>COST</strong> Office also launched two open calls <strong>in</strong> 2011. These two open calls led to 60 new <strong>COST</strong> Actions. The <strong>COST</strong><br />

Competence Centre provided <strong>in</strong>formation about <strong>the</strong>se open calls through <strong>the</strong> usual channels (SER Homepage, Euresearch<br />

e-newsletter) <strong>and</strong> advised Swiss participants <strong>in</strong> <strong>the</strong>se open calls. Information was also provided regard<strong>in</strong>g<br />

participation <strong>in</strong> <strong>the</strong>se new <strong>COST</strong> Actions.<br />

The follow<strong>in</strong>g Swiss research proposals were successful <strong>in</strong> 2011: BM1105 on “GnRH Deficiency: Elucidation <strong>of</strong><br />

<strong>the</strong> Neuroendocr<strong>in</strong>e Control <strong>of</strong> Human Reproduction”; IS1107 on “<strong>European</strong> Network for Conflict Research”, <strong>and</strong><br />

CM1102 on “Multivalent Glycosystems for Nanoscience – MultiGlycoNano”, which is now under Swiss vice-chairmanship.<br />

Executive Group <strong>of</strong> <strong>the</strong> CSO (JAF) 1<br />

The JAF met three times <strong>in</strong> 2011 (19-20 January, 13-14 April, 26-27 October) for <strong>the</strong> purpose <strong>of</strong> prepar<strong>in</strong>g for <strong>the</strong> CSO<br />

meet<strong>in</strong>gs.<br />

Participation <strong>of</strong> research <strong>in</strong>stitutes from non-<strong>COST</strong> member countries: In <strong>the</strong> three meet<strong>in</strong>gs held <strong>in</strong> 2011, <strong>the</strong> JAF<br />

Group confirmed that research <strong>in</strong>stitutes from about 120 research <strong>in</strong>stitutions from Egypt, Albania, Algeria, Argent<strong>in</strong>a,<br />

Armenia, Azerbaijan, Australia, Brazil, Belarus, Canada, Ch<strong>in</strong>a / Hong Kong, Columbia, India, Japan, Korea, Morocco,<br />

Moldavia, New Zeal<strong>and</strong>, Pakistan, Russia, South Africa, Taiwan, Tunisia, USA, Ukra<strong>in</strong>e as well as <strong>the</strong> <strong>European</strong> Commission<br />

(JRC) will be tak<strong>in</strong>g part <strong>in</strong> various <strong>COST</strong> Actions.<br />

<strong>Scientific</strong> <strong>COST</strong> Secretariat (= <strong>COST</strong> Office) <strong>in</strong> Brussels<br />

The new <strong>COST</strong> Office Director, Dr. Monica Dietl, began her position at <strong>the</strong> <strong>COST</strong> Office on 1st <strong>of</strong> April 2011. Dr. Dietl is<br />

a neurobiologist with extensive experience as a researcher, adm<strong>in</strong>istrator <strong>and</strong> manager. She is very familiar with <strong>the</strong><br />

“Brussels” environment.<br />

In 2011 <strong>the</strong> <strong>COST</strong> Office published <strong>the</strong> 2010 Annual Report <strong>and</strong> a booklet entitled “About <strong>COST</strong> 2011”. Both publications<br />

were sent to all Swiss participants <strong>in</strong> <strong>COST</strong> <strong>and</strong> to a broader public <strong>in</strong>volved <strong>in</strong> <strong>the</strong> <strong>European</strong> Framework Programmes<br />

(approx. 6000 addresses). Booklets were also distributed at various events.<br />

In 2011, <strong>the</strong> <strong>COST</strong> Office published 3 issues <strong>of</strong> <strong>the</strong> <strong>COST</strong> Office Newsletter, which is distributed to <strong>in</strong>terested parties <strong>in</strong><br />

Switzerl<strong>and</strong> (Swiss mailshot to up to 6000 addresses).<br />
