Introduction<br />

In 2009, discussions at international level were focussed on the future of COST. COST has produced a vision statement<br />

of where it expects its position in the ERA to be by the year 2020. Implementation of the measures that will bring COST<br />

closer to its vision must already start now <strong>and</strong> at various levels.<br />

For COST Switzerl<strong>and</strong>, 2009 saw more participation in COST than ever <strong>and</strong> a corresponding increase in the numbers<br />

of research projects submitted to the <strong>State</strong> <strong>Secretariat</strong> <strong>for</strong> <strong>Education</strong> <strong>and</strong> <strong>Research</strong> (<strong>SER</strong>). However, this very pleasing<br />

development creates a challenging situation <strong>for</strong> COST.<br />

The COST team at the <strong>SER</strong> organised a very successful “Swiss COST Day 2009” during which four distinguished sci-<br />

entists presented their experiences with COST to a broader public. Apart from this, the Competence Centre COST was<br />

mainly involved in providing support to researchers with their projects <strong>and</strong> with guidance to Open Call applicants.<br />

The Annual Report 2009 provides an overview of COST activities in Switzerl<strong>and</strong> <strong>and</strong> at international level, Swiss representa-<br />

tion in various technical committees <strong>and</strong> Swiss participation in COST Actions. The <strong>SER</strong> has produced a CD-ROM, which pro-<br />

vides more in<strong>for</strong>mation regarding Swiss participation in COST. The COST CD-ROM may be ordered from the <strong>SER</strong> Web site.<br />

Swiss participation in COST in 2009<br />

Participation in new COST Actions<br />

The Committee of Senior Officials (CSO) approved 60 new COST Actions in 2009. Five of these new Actions were the<br />

result of Swiss proposals (FP0904, IC0901, IC0903, IC0904, TD0901) <strong>and</strong> are under Swiss chairmanship. Presently, a<br />

total of 22 COST Actions originating from Swiss proposals are active.<br />

In 2009, Switzerl<strong>and</strong> joined 53 COST Actions that had been approved by the CSO in 2008 or 2009. Over the course of<br />

2009, Switzerl<strong>and</strong> was involved in 214 of the 256 ongoing Actions (Figure 1). This is the first time in the history of<br />

COST that more than 250 COST Actions have been active in any single year. The 200 Actions “line” had already been<br />

reached in 2006 but the level of activity could not be maintained at that time. Swiss participation has also increased<br />

substantially from an average around 150 Actions over the last four years (2004-2008) to a new all-time high of 214<br />

COST Actions, which amounts to an 84% participation rate in all ongoing Actions.<br />

Commitment credit<br />

Switzerl<strong>and</strong>’s commitment credit <strong>for</strong> COST-related activities <strong>for</strong> the period 2008 – 2011 st<strong>and</strong>s at CHF 28 million. Of<br />

this total, CHF 6.96 million was allocated in 2009 to projects in the various COST Domains.<br />

The statistical table on the commitment credit show how funds were allocated in 2009. The exact allocations <strong>for</strong> each<br />

project of the nine COST Domains can be found in Table 1.<br />

The Table 1 <strong>and</strong> Figure 2 show that only one COST Domain, Food <strong>and</strong> Agriculture (FA), got allocated more than CHF<br />

1 million. Allocations ranging between CHF 600’000 <strong>and</strong> 1 million went to five areas: Chemistry <strong>and</strong> Molecular Sci-<br />

ences <strong>and</strong> Technologies (CMST); Materials, Physical <strong>and</strong> Nanosciences (MPNS); In<strong>for</strong>mation <strong>and</strong> Communication Tech-<br />

nologies (ICT), Transport <strong>and</strong> Urban Development (TUD) <strong>and</strong> Earth System Science <strong>and</strong> Environmental Management<br />

(ESSEM). The remaining Domains, Forests, their Products <strong>and</strong> Services (FPS), Biomedicine <strong>and</strong> Molecular Biosciences<br />

(B<strong>MB</strong>S), Trans-Domain Projects (TDP) <strong>and</strong> Individuals, Societies, Cultures <strong>and</strong> Health (ISCH), received less than CHF<br />

600’000 (see Figure 2 <strong>and</strong> Table 1).<br />

COST is primarily an instrument <strong>for</strong> tertiary-level institutions (Figure 3): 35% of the allocations went to the ETH Domain<br />

<strong>and</strong> 36% went to cantonal universities. Swiss universities of applied sciences (UAS) secured a 9% share of the funding<br />

allocated in 2009. A slow, but steady increase in UAS participation has been observed over the last few years. The Swiss<br />

government’s research institutes (e.g. Agroscope, MeteoSwiss, etc.) received 20% of the funding allocated in 2009. The<br />

increase in the participation of governmental research institutes occurred at the expense of the private sector.<br />

Most of the funding allocated to cantonal universities in 2009 (Figure 4) went to western Switzerl<strong>and</strong>: the University<br />

of Geneva (37%), the University of Lausanne (14%) <strong>and</strong> the University of Fribourg (3%); In the German-speaking part of<br />

Switzerl<strong>and</strong>, the University of Bern received 27%, the University of Zurich received 9%, while the University of Ticino<br />

received a 10% share of the total funding allocated in 2009.<br />

Within the ETH domain (Figure 5), funding was allocated as follows: ETH Zurich (35%); EPF Lausanne (51%); the Federal<br />

Institute <strong>for</strong> Forest, Snow <strong>and</strong> L<strong>and</strong>scape <strong>Research</strong> in Birmensdorf (WSL) (7%); <strong>and</strong> the Swiss Federal Laboratories <strong>for</strong><br />

Materials Testing <strong>and</strong> <strong>Research</strong> (EMPA) (7%).

Budget <strong>for</strong> COST-related activities<br />

Switzerl<strong>and</strong>’s 2009 budget <strong>for</strong> COST-related activities amounted to CHF 7.5 million. This funding was fully allocated<br />

(Table 2).<br />

The highest amount of funding (over CHF 1.2 million) went to two main COST Domains: 1) Food <strong>and</strong> Agriculture (FA)<br />

(CHF 1.5 million), 2) Chemistry <strong>and</strong> Molecular Sciences <strong>and</strong> Technologies (CMST) (CHF 1.25 million). The following six<br />

COST Domains received the following payments: Forests, their Products <strong>and</strong> Services (FPS) (CHF 900,000), Earth Sys-<br />

tem Science <strong>and</strong> Environmental Management (ESSEM) (CHF 850,000), In<strong>for</strong>mation <strong>and</strong> Communication Technologies<br />

(ICT) (CHF 790,000), Transport <strong>and</strong> Urban Development (TUD) (CHF 700,000), Materials, Physical <strong>and</strong> Nanosciences<br />

(MPNS) (CHF 660,000) <strong>and</strong> Biomedicine <strong>and</strong> Molecular Biosciences (B<strong>MB</strong>S) (CHF 440,000) follow. Finally, the Individu-<br />

als, Societies, Cultures <strong>and</strong> Health (ISCH) Domain <strong>and</strong> the Trans-Domain Actions received less than CHF 220,000 each<br />

in 2009 (see Figure 6).<br />

The multilingual “Swiss COST Day 2009” took place on 21 October 2009 at the College of Engineering <strong>and</strong> Architecture<br />

of Fribourg <strong>and</strong> saw international participation from the COST Presidency (Prof. John Bartzis, Vice-President, Greece)<br />

<strong>and</strong> from the COST Office (Magali Poinot, legal adviser, Belgium). The Deputy Director of the <strong>SER</strong>, Jürg Burri opened<br />

the meeting. A total of 250 participants <strong>and</strong> guests attended the event, which was open to the public.<br />

Four scientists from different COST Domains gave insight into topics presently covered in their COST Actions <strong>and</strong><br />

described their experiences with COST. Discussions covered a wide range of diverse topics, including such things as<br />

archaeology, antennas, ambient assisted living <strong>and</strong> brain research. In addition, some technical <strong>and</strong> administrative in-<br />

<strong>for</strong>mation on COST was provided. Sufficient time was also devoted to discussions <strong>and</strong> the exchange of ideas.<br />

This event replaced the annual Swiss COST Domain meetings, which will be taken up again in their usual <strong>for</strong>mat in<br />

2010.<br />

As a side event to the “Swiss COST Day 2009”, the Swiss Domain Committee members met <strong>for</strong> a closed session to dis-<br />

cuss currently important topics <strong>for</strong> COST in Switzerl<strong>and</strong>. This closed session included the Vice-President of the COST<br />

Committee of Senior Officials (CSO), members of the COST Office <strong>and</strong> <strong>SER</strong> representatives.


COST events <strong>and</strong> publications in Switzerl<strong>and</strong><br />

In 2009, COST was represented at a number of in<strong>for</strong>mation events to raise the level of awareness of COST activities<br />

within the Federal Administration <strong>and</strong> the Swiss research community. The COST Competence Centre at <strong>SER</strong> works on<br />

a regular <strong>and</strong> efficient basis with the Euresearch in<strong>for</strong>mation network.<br />

The <strong>for</strong>mer Swiss delegate to the CSO, Dr. Nicolas Roulet, who chaired COST from 1990 to 1994 passed away on 22<br />

November 2009.<br />

COST at the international level in 2009<br />

Committee of Senior Officials (CSO)<br />

Four CSO meetings took place in 2009: 17-18 March, 26-27 May, 3 November, 1-2 December<br />

� The Role of COST in the ERA 2020: The EU’s Competitiveness Council has established its “2020 Vision <strong>for</strong> the ERA”,<br />

whereby initiatives such as COST (<strong>and</strong> Eureka) will continue to be important drivers of the “true spirit of cooperation”<br />

within the ERA. The CSO discussed the role of COST within the European <strong>Research</strong> Area (ERA) in its own “COST<br />

Vision 2020”. The CSO adopted a policy statement entitled “The Role of COST in the ERA 2020”.<br />

� COST Ministerial Conference: COST accepted the Spanish invitation to host a COST Ministerial Conference in the<br />

first half of 2010. The COST Ministerial Conference has been scheduled <strong>for</strong> 14-15 June 2010. This date will leave en-<br />

ough time <strong>for</strong> the mid-term-review of FP7 to be conducted, which in turn enables the following issues to be added to<br />

the conference agenda: the legal <strong>for</strong>m of COST <strong>and</strong> future COST funding.<br />

� Amendment to the COST contract (between the European Commission <strong>and</strong> the ESF): second amendment to the<br />

COST contract between the European Commission <strong>and</strong> the European Science Foundation (ESF) was signed on 17 June<br />

2009. This contract covers COST funding <strong>for</strong> 2009/2010.<br />

� Legal <strong>for</strong>m of COST:<br />

After considerable discussion at numerous CSO Meetings, the various delegations seemed to be considering two<br />

main options <strong>for</strong> the future legal <strong>for</strong>m of COST after 2013 (End of 7th EU Framework Programme <strong>for</strong> <strong>Research</strong> <strong>and</strong><br />

Technological Development <strong>for</strong> 2007 - 2013): the first option would be to keep the status quo with the ESF acting as<br />

“implementing agent” (but with slightly different working methods); the second option would be to make the COST<br />

Office an association under Belgian law.<br />

The COST – ESF High Level Group met on three occasions in 2009 to discuss issues relating to cooperation between<br />

COST <strong>and</strong> ESF. After discussion in the first half of 2009, it became clear that COST <strong>and</strong> the ESF would not work<br />

together under the status quo after 2013 under the 8th EU Framework Programme.<br />

The President of the CSO there<strong>for</strong>e asked the various delegations to vote on the issue. Only 26 countries voted in<br />

favour of creating an association under Belgian law (qualified majority 27).<br />

There<strong>for</strong>e, the idea of creating an independent legal <strong>for</strong>m <strong>for</strong> COST is currently at an impasse.<br />

The Swiss delegation reiterated its stance that any new structure (whether it be to maintain the status quo (no legal<br />

personality <strong>for</strong> COST) but change implementing agent or to create a new legal <strong>for</strong>m <strong>for</strong> COST) must not undermine<br />

the current characteristics of COST nor its independence.<br />

The ESF’s latest position on the matter was clarified in discussions <strong>and</strong> confirmed in an official letter dated 22 December<br />

2009. The ESF does not wish to maintain close working ties as an implementing agent of COST <strong>for</strong> the medium- <strong>and</strong> long-<br />

term (i.e. after 2013). The ESF wants COST to either create its own legal <strong>for</strong>m or to be fully integrated into the ESF (the<br />

latter option equating to dissolution of COST). The CSO, <strong>for</strong> its part, considers integration into the ESF as unacceptable.<br />

�<br />

SWOT analyses:<br />

At the request of the European Commission, CSO commissioned the Technopolis Group to conduct an analysis of<br />

strengths, weaknesses, opportunities <strong>and</strong> threats (SWOT). This analysis sheds light on a broad spectrum of future


COST scenarios, showing the strengths <strong>and</strong> weaknesses of each one. Special emphasis was placed on scenarios involv-<br />

ing cooperation between COST <strong>and</strong> ESF. The SWOT analysis, however, does not make any specific recommendations.<br />

Perhaps the most important outcome of the SWOT analysis is the fact that every single scenario considered the option<br />

of giving COST its own separate legal <strong>for</strong>m.<br />

� COST Open Call:<br />

COST Open Call 2008-2: In the Open Call “OC 2008-2” (deadline: 26 September 2008), a total of 378 COST Action<br />

proposals were submitted (seventeen of which came from Switzerl<strong>and</strong>). Eighty Action proposals (eight of which came<br />

from Switzerl<strong>and</strong>) were given temporary approval in January 2009 <strong>and</strong> applicants were invited to submit a full pro-<br />

posal. On 26/27 May 2009, the CSO accepted 30 new COST Actions from this Open Call. Four of these COST Actions<br />

originated from Swiss proposals (IC0901, IC0903, IC0904, TD0901).<br />

COST Open Call 2009-1: In the Open Call 2009-1 (deadline 27 March 2009), a total of 481 (477 eligible) Action pro-<br />

posals were submitted (16 (3%) of which came from Switzerl<strong>and</strong>). In December 2009, the CSO accepted 30 new COST<br />

Actions from this Open Call. One of these COST Actions originated from Swiss proposals (FP0904).<br />

COST Open Call 2009-2: In the Open Call 2009-2 (deadline 25 September 2009), a total of 469 COST Action proposals<br />

were submitted, ten of which were from Switzerl<strong>and</strong>. After the initial selection, 80 researchers were asked to prepare<br />

<strong>and</strong> submit full proposals. In May 2010, the CSO will accept 30 new COST Actions.<br />

Switzerl<strong>and</strong> successful in COST Open Call: The COST Office has compiled consolidated statistics on the outcome<br />

of the first five collections of COST Action proposals. In 2006, the proposal collection process was replaced by the<br />

current Open Call process. With a total of 15 successful COST Action proposals over the course of the first five col-<br />

lections, Switzerl<strong>and</strong> ranks fourth behind the United Kingdom, Italy <strong>and</strong> Germany. These 15 COST Actions are also<br />

being led <strong>and</strong> coordinated by Swiss researchers.<br />

The COST Open Call process has two collection dates per year. COST Action proposals are submitted on these two<br />

dates on the basis of the “bottom-up” principle. A two-stage selection process involves a peer review by external<br />

experts who apply the highest international st<strong>and</strong>ards.<br />

Generally speaking, it takes about 8-9 months <strong>for</strong> a COST Action proposal to become a COST Action.<br />

� COST Fund: The COST Fund covers the CSO’s operating costs. The Financial Report 2009 <strong>and</strong> Budget 2010 were<br />

approved. The CSO asked COST member countries to make a second contribution to the 5th COST Fund (based on<br />

CSO Decision reached on 10-11 March 2003). Switzerl<strong>and</strong>’s additional contribution will be EUR 6,741.- (total Swiss<br />

contribution: EUR 26,962.-) to be paid by June 2010.<br />

� Membership of Bosnia <strong>and</strong> Herzegovina in COST: the CSO approved Bosnia <strong>and</strong> Herzegovina’s application <strong>for</strong> COST<br />

membership. A country delegation gave a presentation of Bosnia <strong>and</strong> Herzegovina’s research l<strong>and</strong>scape <strong>and</strong> policies<br />

(speaker: Mr A. Miraseija, from the Ministry of Civil Affairs, Department of Science). The decision to accept Bosnia<br />

<strong>and</strong> Herzegovina as the 35th full-fledged member of COST will be confirmed at the COST Ministerial Conference in<br />

Spain in June 2010.<br />

�<br />

Application <strong>for</strong> membership from Armenia: Armenia has applied <strong>for</strong> COST membership. The CSO took note of this<br />

application as well as of the fact that over the past few years, Armenia has been involved in several COST Actions. As<br />

an initial step, Armenia has there<strong>for</strong>e been asked to increase its scientific involvement in COST activities.<br />

As a second step, the CSO will set up a small working group to decide what may be considered as the borders of Eu-<br />

rope <strong>and</strong> consider the possibility of extending “cooperating states” status to a larger number of countries.<br />

� COST reciprocal agreements: The two already existing <strong>and</strong> very successful reciprocal agreements with Australia<br />

<strong>and</strong> New Zeal<strong>and</strong> have been extended until 2014. A new reciprocal agreement has been signed with South Africa <strong>for</strong><br />

the duration of 5 years. It will there<strong>for</strong>e also last until 2014.<br />

The JAF met three times in 2009 (11-12 February, 29-30 April, 4 November) <strong>for</strong> the purpose of preparing <strong>for</strong> CSO meetings.<br />

Participation of research institutes from non-COST member countries: In the three meetings held in 2009, the JAF<br />

confirmed that research institutes from about 150 research institutions from Egypt, Albania, Andorra, Argentina,<br />

Armenia, Azerbaijan, Australia, Canada, China, Georgia, Japan, Korea, Morocco, Moldavia, New Zeal<strong>and</strong>, Palestinian<br />

Authority, Russia, South Africa, Tunisia, USA, Ukraine as well as the European Forest Institute (EFI) <strong>and</strong> the Inter-<br />

national Telecommunications Union (ITU) will be taking part in various COST Actions.<br />

Scientific COST <strong>Secretariat</strong> (= COST Office) in Brussels<br />

In 2009 the COST Office published the 2008 Annual Report <strong>and</strong> a booklet entitled “About COST 2009”. Both publications<br />

were sent to all Swiss participants in COST <strong>and</strong> to a broader public. They were also distributed at various events.<br />

In 2009, the COST Office published 4 issues of the COST Office Newsletter, which is distributed to interested parties in<br />

Switzerl<strong>and</strong> (Swiss mailshot to 700 addresses).<br />
