(4) A senior level training expert who could train WDA staff<br />

and personnel from other projects who work directly with<br />

villagers. This would include hydrologists, drillers,<br />

civil works technicians and evaluation personnel.<br />

Changes in Policies<br />

(1) The role and retiponsibflities of c~munity water comrmittees<br />

need to be clarified and integrated into the WDA<br />

administrative Framewark. In tbe Bay Region, it seems that<br />

the cumittees are willing and able to assume greater<br />

responsibility fur financial and operational management.<br />

Current regulations prohibit water committees from<br />

purchasing fuel, spare <strong>part</strong>s and repair services on the<br />

open market. Villagers axe oftea forced to circumt~ent<br />

these restrictions in order to maiztain pump operations.<br />

The elimination of these mles and WDA action to encourage<br />

private sector <strong>part</strong>icipation would allow the committees<br />

room for xiegotiation, and would increase their management<br />

role- Specific areas include fuel supply, pump maintenance<br />

and repairs. As an fmediate, interin measure, WDA might<br />

allow co~zunity water cornnittees to withold ten percent of<br />

the revenues collected fox emergency fuel purchases and<br />

repairs ..<br />

Donor support and contsibutions<br />

The relative success of the CAP? indicates it is an<br />

activity wortky of continued supper:. Donors including the<br />

World Bank ard USAID should allocate between five and ten<br />

percent of water develapaent funds to cornunity <strong>part</strong>icipation<br />

and ta monitoring and evaluation activities. The immediate<br />

priority 5s for the recruitment and training of Somali staff to<br />

implesent these program companents. Tn addition, three to five<br />

years of expatrinte technical assistance is needed to develop<br />

these programs and manage them vhile counter<strong>part</strong>s are in<br />

training and far a year or two following their return.<br />

2.6 Water Quality Iaborztory<br />

One of the xajor functions of the CGDP, in addition to<br />

ex~laration and exploitation of wells, 5as been the trainins of<br />

ch&?eists and the-upgrading of the water quality laborafory<br />

located wfthin the XHWR componnd. The need for an efficient,<br />

and cpalified Laboratory to fuzction in conjunction with a water<br />

resource develcp3ent program is crucial not only during the<br />
