The R U2s are stiil new orga~izations and while they are<br />

based Jn social and geographical conditions, they are composed<br />

of rnany groups spread out over a large area, Because the<br />

management of a diesel powered punp and civil works is somewhat<br />

complex and has a high potential for generatfng conflict, a<br />

serious question remains as to the appropriateness of local<br />

control of these systems by the embryonic RIA'S. Additional<br />

long term research is needed to adapt the CAPP to extension<br />

activities in the CRL, <strong>part</strong>icularly in regard to the role of<br />

RLArs fn water mancgercent.<br />

WDA cumunity <strong>part</strong>icipation and monitoring field staff<br />

should be assigned to work with the NRA in this region and adapt<br />

the CaPP strategy %a conditi~ns witkin each deegan. A ~sgional<br />

policy and program will probably take several years to develop.<br />

As an interim measure, WD3. can recruit and train pump a?eratars<br />

from the deegan but should probably retain operational control<br />

until a sound alternative strategy is developed.<br />

The program for the Planning Unit outlined in the 1984 CGDP<br />

Supplement and the 1985-86 3rojecl Extension Work Plan was<br />

essentially a good one. If WDA had provided adequate resources,<br />

the CA2P wu3d have been implemented in all project villages.<br />

The O~llowiny activities and inputs are needed to develop an<br />

effective program of comunity <strong>part</strong>icipation.<br />

32) A sociologist with training znd/or experience in community<br />

(2) A senior level staff person in each region who could<br />

coordinate comunizy parzkcfpation and the monitoring and<br />

evaluation activities cf planning unit field staff. This<br />

individual would also draw on the resources of extension<br />

and evaluation personnel of ather developsent programs and<br />

agencies in each region (i.e. BRADP and the CRDP).<br />

conduct CAPP activities and provide support to water<br />
