TAe table above indicates that in communities in which the<br />

CAPP stxztegy was used, villagers contributed 1,803 person days<br />

of labar which has a value of approximately 325,000 Somali<br />

Shillings ar $5000 dolkars*<br />

In general, village leaders in the Bay region have<br />

demonstrated a high level of interest and zbility ?:o promote and<br />

manage water development. The concept of shared respa~sibility<br />

zmong residents of different villages is well established in the<br />

region and the contribution of goods and services has been<br />

relatively high. The social science activities supported by the<br />

CGDP bave demonstrated the viability of community <strong>part</strong>icipation<br />

and produced an integrated program (the CAPPI to guide this<br />

component. With adequate logistical and mlrzpdwer sup<strong>part</strong> from<br />

WDA, the CAPP strategy could facilitate the expansion of water<br />

resource developnent and reduce capital and administrative<br />

expenditures.<br />

2.5.9. Community Participation Issues in the Central Rangelands<br />

The socioeconomic and development contexts In the Central<br />

flangefan2s are significantly different fron tliose found in the<br />

B y Region. Population dersity is smaller, the n8&er of<br />

animals per household is much iarger (about ten times greater)<br />

and t3e principle node of production is pastoral. The N M and<br />

the CRDP have a strong fnfoma3 education-extension proGram<br />

which focuses on the creation of Range and Livestock<br />

~ssociatians (RLA9s) at the deegan level- The major issues in<br />

this region are:
