Monitoring and periodic evaluations organized at the<br />

national and regional revels are among the activities scheduled<br />

for this stage. f;v%ife the overall framework for these is<br />

presented in this report (Section 3.0) , it should be adapted to<br />

fit socioeconomic and institutional contexts in each region.<br />

This requires cooperation between the WDA Planning Unit and<br />

agencies such as the new National Water Data Resource Center,<br />

the Monitoring and EvaluatSon U nit of the Ministry of Natieaal<br />

Pianning (NEIEF), the Bay Regional Agricultural Development<br />

Project (BRADP) and the Central Rangelacds Det-el~pmant Project<br />

(CRDP). Each well site target tone should be nonitored several<br />

times during the f'rst year of operations. At the end af the<br />

first year, management activities and socioeconomic impact<br />

should be evaluated. The program also calls far long tern<br />

evaluation studies which include the intensive analysis of<br />

socioeconomic and ecological impacts on a representative sample<br />

of communities.<br />

2.5.7, Results: Community water Conzittees<br />

Water committees have been established in twelve project<br />

cornunities in the Bay Region. Eight of these were organized in<br />

a fairly consistent series of t wo or three meetings directed by<br />

an LBIf or Somali social scic:+-.ist or BmDP extension agent.<br />

Additional meetings in these and other villages were organized<br />

by Somali and expatriate engineers and technicians who were<br />

trained in the <strong>part</strong>icipatory approach. Comiunity meetings and<br />

data ccllection began in 8-12 other villages, but these<br />

activities were discontinued when tests revealed the quantity of<br />

water was insufficient or excessively saline.<br />

Committee responsibilities are similar to those required to<br />

manage the village reservoirs (wars) but WDA xetains authority<br />

to xiake the key decisions in regard to fees, fuel supply,<br />

naiatenance and repair. The cormittees effectively organized<br />

local contributions during the assessment, drilling and<br />

canstruction stzges. Their <strong>part</strong>icipaiion in the management of<br />

operations, however, has not met their expectations. In spite<br />

of frequent recommendations to increase WDA support to these<br />

comnittees and to strengthen their management role, little<br />

progress has been made during the past eighteen months toward<br />

achieving these objectives.<br />

Some community leaders feel that WDA has not kept<br />

agreene~ts made at the start of the project in regard to their<br />

<strong>part</strong>icipation in decision-making and management. They point<br />

specifically to issues such as the setting of water fees, the<br />

procurement of fuel and other supplies, and maintenance and<br />

repair services all of which remain fully under WDA control.<br />
