These events are organized by a Community PB.-ticipatlorr<br />

Coordinator (CPC), WDA technical personnel, the extension staff<br />

of local development agencies and local government officials,<br />

The Stage<br />

The objective of this stage is to complete the preparation<br />

af the buxahobe for punp instal3ation. It involves community<br />

<strong>part</strong>icipation in: the selection of the dril3ing site; the<br />

nomination of candidates for pump operator training; raad repair<br />

or construction and; the preparation of the sire. Two meetings<br />

are heXd with residents and water committee members to explain<br />

end to coordinate contributions which include local labor and<br />

materials. WDA inputs include technical supervision, a team of<br />

trained drillers and a drill rig. The aonitoring of village<br />

<strong>part</strong>icipation begins d~ring this stage.<br />

2.5.5. The Construction Stage<br />

The objective of this stage is to complete the water supply<br />

system, This includes the instaZlation of the diesel or hand<br />

pump and the construction of civil works; the storage tank,<br />

troughs and taps. Residents from villzges in the target zone<br />

contribute labor and Local cozstruction materials- They are<br />

zZsa asked to jrovide food fur sale to the workers and in fact,<br />

often donate large quantities of animals and staples to the<br />

drilling and canstruckion crews. Other activities include a<br />

camunity zzeting ta prepare a water systern management plan and<br />

WDA training for pump operators and assistants.<br />

2.5.5. The Operations and Maintenance Stage<br />

The final stage involves the operation and management of<br />

the water distribution system. Responsibility for maintenance<br />

is divided between WDA azd the community water committee<br />

according to the water management plan agreed on during the<br />

previous stage. Major activities include the operation of the<br />

pump, the procurement of fuel, oil and filter changes, the<br />

colfectian of use= fees and the recording of technical and<br />

economic data. In principle, fuel, spare <strong>part</strong>s and repai~s is<br />

supplied by WDA. In practice, VDA is often unable to meet these<br />

obligations in a tdaely manner. While current regulations do<br />

not sanction the use of alternative sources for these goods and<br />

services, villagers frequently use them to prevent interruptions<br />

in puinp operations.
