Several activities were carried out as <strong>part</strong> of the program<br />
to develop an integrated approach to technological and social<br />
change, They included sacicreconamic background surveys, the<br />
study of traditional systems of water management and the establishment<br />
of socioeconomic site selection criteria, These are<br />
summaxized in Section 3.0 of this report and detailed in the<br />
LBXP Explasatary Report (1983: Section 6-01 and in Schwarr<br />
(1983). One mjor finding was that most Bay Region villages had<br />
already established water cc-xittees to manage local reservoirs<br />
(wars or uars), h e major challenge, therefore, was the<br />
adaptati~n of the traditional system of community control to the<br />
new diesel pump technoxogy and to the 3.0 to 30 small, permanent<br />
and transient villages located within a five kilometer radius of<br />
the drilling site.<br />
2.5.2- Hajor Components of the CAPP Strategy<br />
The program and network plan show3 in Figure 2.2.14<br />
identifies the stages and principle events of a strategy to<br />
integrate community <strong>part</strong>icipation into a comprehensive technical<br />
and administrative framework for groundwater development.<br />
Athaugh the program was developed and tested fn the Bay Region,<br />
the strategy can readily be adapted ta other types of water<br />
development projects in other regions,<br />
The CAPF organizes water development into four stages each<br />
of which includes technrcal activities and village<br />
<strong>part</strong>icipation. The stages are:<br />
(1) Community Orientation and Assessment<br />
(2) Drilling of Boreholes<br />
(3) Construction of C ivil Works and Pump Iastallatkan<br />
(4) Operations and Maintenaxe.<br />

B e included information on local conditions, labor and<br />
materials far construction, the payment of user fees and the<br />
enforcement af aanagernent rules.<br />
2.5.3- The Community Orientation and Assessment Stage<br />
The objectives cf this atage are: to determine if the residents<br />
and village leaders are sufficiently interested and able<br />
tc support the project and; to form a committee to coordinate<br />
local <strong>part</strong>icipation, Events kncPv9e several meetings with<br />
residents, village leaders and l ~cai government officials, and<br />
the collection of baseline sccioeconomic data. Two methods are<br />
used to obtain information:<br />
(1) Joint village assessments conducted by the population, and;
