2.5.1. The Community Assessment and Participation Program (CAPF)<br />

This section briefly describes the community <strong>part</strong>icipation<br />

strategy developed by L39I and implemented during 1982, 3983<br />

and, on a very limited scale, from 1984 through 1986.<br />

dacumusnts fully describe the process of conunity <strong>part</strong>fcipatian<br />

in site selection, village self-assessnents and the organization<br />

of project water committees. The Schwarz (1983) document<br />

includes an lategrated program of comnity <strong>part</strong>icipation,<br />

constriction, . onitoring and evalrzation which form the basis of<br />

%he CAPP, It describes in detail, the stagss and activities<br />

sumarized belaw.<br />

(3) Purpose and 23tionale<br />

The goal of the CAPP is the same as that of the CGDP: to<br />

strengthen the capacity cf WDA to install, operate and mai~tain<br />

rilral water supply systens. It focuses on the rural populations<br />

and the development of their ability to contribute to the<br />

design, construction and management of water supply systems.<br />

The appraash calls for dose cooperation among technical<br />

personnel, cornunity <strong>part</strong>icipation specialists and village<br />

ieaders, It involves integrated planning and the coordination<br />

of technical and sociological actfviti~z from the design stage<br />

through the operations and maintenance period.<br />

The program is based on principles of social and technolog-<br />

ical change an2 the aaalysis cf w ater development projects in<br />

other countries, The majar premise is that the successful<br />

adoption of a new technology, <strong>part</strong>icularly a complex water<br />

system, requires organizational change in the client community.<br />

At the project level, this req-sires a plan tr: explain and<br />

generate support for the new technology and a series of meetings<br />

to guide villager <strong>part</strong>icipation at various stages of project<br />

Inplementation.<br />
