villagers nor did it allocate funis to develop and. support local<br />
water management institutions. The low level of concern for the<br />
suciolagical dimension of the project is reflected in the<br />
technical assistance schedule in which only 1.2 of the 62.5<br />
person years (1.8 %) was allocated to mrlal issues, primarily<br />
data collection and analysis,<br />
The CGDP I~ception Report (3951) redesigned the<br />
sociological component and included among its objectives the<br />
development of a process to involve villagers in planning and<br />
the supervision of well operations.It also called far a study ta<br />
establish sacioeconomic criteria for the selection of drilling<br />
sites. The first LSII sociological consultant report (Roark<br />
1982) aC2ressed both of these issues and outlines a strategy<br />
--the T-uulo Village Assessment and Participation Process<br />
(TVAPP) -- to involve local residents in data collection,<br />
construction, well financing and management, The TVAPP war<br />
impZemented in twelve villages with the help of CGUP technical<br />
staff and an extension agent ezployed by the Bay Region<br />
Agricultural Development Project {BRADP). The approach and<br />
initial results are documented in the LBII Groundwater<br />
De~el~pm@nt Exploratory Report (January 1983).<br />
Assessmezzs of the TVAPP component conducted by an LBII<br />
anthropologist (Schwarz 2983) and a USAID evaluation team (Gunn<br />
1983) conchuded that the strategy was basicafly sound and had<br />
been favorably xeceived by viilagers. They suggested<br />
modifications and strongly recommended that the TVAPP be given<br />
increased support. Two LBII reports (Schwasz 1983; Farrah,<br />
Roark and Sartana 1983) outlined in detail the activities and<br />
resources needed to sustain and expand comxunity <strong>part</strong>icipation.<br />
These proposals were not, however, implemented due to the lack<br />
of support from WDA, USAID and the Yyoning Bay Region socio-<br />
economic research team. None of these agencies fallowed through<br />
on their co~zittments to pravlde trained personnel to canduct<br />
village meetings and monitor field activities. The result was<br />
that from mid-1983 through 295-4 TVAPP activities were limited to<br />
occasional village meetings conducted by bydrologfsts, drillers<br />
and engineers who were familiar with the approach and<br />
sppathetic with its objectives.<br />
The CGDP Supplement Project Paper (1984) gave considerable<br />
support to the local <strong>part</strong>icipation program and its personnel<br />
