(2) Economic Analyses of UCA Activities. The analysis of<br />

water development including the cast of: drilling;<br />

construction, and; the operation and maintenance of water<br />

distribution systems. The objectives axe to provide data<br />

far more efficisnt resource planning and to analyze the<br />

relative efficiency of pumping operations at different<br />

well sites.<br />

(33 Technice!. Monitoring and F~-a3iuation. The collection and<br />

analysis of data on: the design of water supply<br />

stxuctures; pumping operations; water use; the management<br />

of community water systems and; WDA support rerrvicas.<br />

(4) Socioeconomic Monitoring and Evaluation. The ctillection<br />

of community baseline data and periodic monitoring and<br />

evaluation of changes related to water development. Areas<br />

of study include: population, physical infrastructure,<br />

crop and livestock production and services.<br />

(5) Cornunity Participation. The organization and sup<strong>part</strong> of<br />

local institutions to <strong>part</strong>icipate in the development and<br />

management of WDA wells.<br />

6 Policy Studies, The Planning Unit should be in a position<br />

to advise the Government on all aspects of rural water<br />

development In Somalia. Information from the evaluations<br />

will be analyzed in relation to policy issues wch as: the<br />

role of camunity groups in water development, and the<br />

ownership and management af wells: pricing and revenue<br />

collection; fuel supply znd maintenance and repair<br />

services.<br />

(7) Water Resource Data. In co-operation with the HWDC, the<br />

Planning Unit w have on-going data collection<br />

responsibilities and will contribute to the national water<br />

resource database.<br />

(8) Training. The Planning Ynit will ahso be responsible for<br />

trainizg members of WDA de<strong>part</strong>ments and the extension and<br />

evaluatxan staff of other agencies in: community<br />

<strong>part</strong>icipation strategies and methods to mo :itor and<br />

evaluate water developmezt programs.<br />

2.3.7.3, Staff Requirements<br />

In order to accu~plish the objectives and carry out the<br />

fu~ctione listed above, the Planning Unit will need a five<br />

person professional staff, one or two field staff in each region<br />

and administrative personnef. fn addition, senior WDA regional
