exkensive use would have been made of this package.<br />

The Planning U ~ i was t adepately equipped to deal with most<br />

of its tasks usinq only Eke zbove software packages, Ir,<br />

additioh the Uniz was ~dpplied with "IBM Professional<br />

Fortran -", and with "SFSS-PC'*-'*, neither of which paaages were<br />

extensively used. Breakthrough Software's "Tizeline project<br />

planning saftuere was also used, and promised considerable<br />

potential had it bee3 used frm the beginning of the project, ar<br />

had greatelf cooparatial: been forthco~ing from the regional<br />

offices of WDA.<br />

2.3.7. Recommendations for the Pdture of the Planning Unit<br />

The WDA has a crit4ca3 need far a Planning Unit with the<br />

capacity to monitor operations and evaluate program results, In<br />

retrospect, this need should have been addressed in the original<br />

project paper. The difficulties encountered d~ring the past<br />

twelve months indicate that it will take several years of<br />

trainhg and technical assistance to establish and<br />

operationalize a viable Planning i t - The section below<br />
