other projects in Somalia. Much of this data is naw out of<br />
date, but because the W DC has not ye* naterialised, and because<br />
cooperation frow the WDA regional offices was not forthcoming,<br />
system at?.^ verification has not been possible. The database bas<br />
been prepared for eventual handover to the WDC.<br />
The above brief descriptions represent the accomplishments<br />
of the Planning Unit with respect to the original objectives, as<br />
modified in the light of the resources actually available.<br />
During the course 02 the final year of the project extension<br />
period, other tasks were undertaken by the Unit. These included<br />
the estabXishment ~f a storas inventory system, preparation of a<br />
budgetary procedures manual, technical assistance to other<br />
sectians of the project, and tra.kning to local LBIX staff,<br />
Stores Xnventory System. In preparation far eventual handover<br />
to WDA, the complete project stores inventory was set up as a<br />
computer database. A comprehensive suite of programs allows<br />
this database to be regularly updated with issues and new<br />
deliveries* fn retrospect, it is now clear that such a system<br />
would have been extremely useful to the project from its<br />
inception, to batter ;., *p track of whzt was already on order,<br />
and facilitate tight&-c i.~v.ventory control q~d planning. The<br />
packaged system was written using dSase I11 . The system is<br />
transferrable to ather rninistries and agencies af the government<br />
which are equipped with computer facilities.<br />
A very simple vehicle and equipment inventory system has<br />
also been set up. This will facilitate final handover to WDA,<br />
and the planninq of future maintenznce and replacement<br />
schedules-<br />
Budgetary Procedures McUiUal, A manual af recommended budgetary<br />
procedures has been produced for WDA. Rather than a<br />
specification of the detailed procedures necessary far the<br />
handling of czsh, this manual sets out the formats and<br />
timetables aecessary to prepare estimates, and to account for<br />
expendituras, throughout the agency, WDA finances are derived<br />
from a number of sources, and programs and projects must be<br />
accounted for in forms which cut across the administrative<br />
structures. This manual presents a Armat of accounting and a<br />
system of report-ing which will permit WDA to deal with this<br />
camplexit.y.<br />
Other Technical Systems. In response to the needs of the<br />
hydrogeology section of the project, other computerised systems<br />
have been developed that include the analysis of data an well<br />
testing and water quality.<br />
